ఈనాడు, హైదరాబాద్: ఎల్‌నినో నేపథ్యంలో వ్యవసాయ సీజన్‌కు వచ్చే 20 రోజులు అత్యంత కీలకమని, రాష్ట్రంలో పంటలు ఎండిపోకుండా రేయింబవళ్లు విద్యుత్తు సరఫరా చేయాలని ముఖ్యమంత్రి రేవంత్‌రెడ్డి అధికారులను ఆదేశించారు. సరఫరాలో అంతరాయాలను సహించేది లేదని, పంటలు చేతికొచ్చే వరకు విద్యుత్తు కోతలు ఉండరాదని స్పష్టం చేశారు. నిర్లక్ష్యం చేస్తే ఐఏఎస్‌లను సస్పెండ్‌ చేస్తామని హెచ్చరించారు. ఎల్‌నినో..కొవిడ్‌ లాంటి విపత్తు అని, దీనిని ఎదుర్కొనేందుకు జూన్‌ వరకు పకడ్బందీ కార్యాచరణ ప్రణాళిక రూపొందించాలన్నారు. రాష్ట్రంలో నెలకొన్న వర్షాభావ పరిస్థితులు, ఎల్‌నినో ప్రభావం, విద్యుత్తు, తాగునీటి సరఫరాపై ఎంసీహెచ్‌ఆర్డీలోని బోధిభవన్‌లో బుధవారం సీఎం ఉన్నతస్థాయి సమీక్ష నిర్వహిచారు.
విద్యుత్తు అధికారులపై ఆగ్రహం
ఈ సందర్భంగా రాష్ట్రంలోని పలు ప్రాంతాల్లో విద్యుత్తు అంతరాయాలపై సీఎం తీవ్ర ఆగ్రహం వ్యక్తం చేశారు. ‘‘విద్యుత్తు సరఫరా సాఫీగా జరిగేలా చూడాలని ఎన్నిసార్లు చెప్పినా పరిస్థితిలో ఎందుకు మార్పు రావడం లేదు?రాబోయే రోజుల్లో విద్యుత్తు కొరత ఏర్పడే ప్రమాదం ఉన్నప్పటికీ ఉత్పత్తిని పెంచేందుకు ఎందుకు చర్యలు తీసుకోవడం లేదు? నైనీ, మహానది నుంచి బొగ్గు సరఫరాకు లింకేజీ ఏర్పాట్లు చేసినా యాదాద్రి విద్యుత్తు ప్లాంట్‌లో పూర్తి సామర్థ్యం మేరకు ఉత్పత్తి ఎందుకు జరగడం లేదు. ప్రజలకు జవాబుదారీగా ఉండాల్సింది నేను. పంటలను కాపాడేందుకు అవసరమైన విద్యుత్తు సరఫరా చేయాలని ఎన్నిసార్లు చెప్పినా పరిస్థితి మారలేదు. ప్రజలకు ఇబ్బందులు కలిగించే చర్యలను సహించేది లేదు. నిర్లక్ష్యంగా వ్యవహరిస్తే ఉపేక్షించబోను’’ అని సీఎం అధికారులను హెచ్చరించారు. వైఫల్యాలపై విద్యుత్తు శాఖ స్పెషల్‌ సీఎస్, జెన్‌కో సీఎండీ..సంబంధిత విభాగపు ఐఏఎస్‌లను సస్పెండ్‌ చేస్తానన్నారు. విద్యుత్తు అంతరాయాలకు రోజుకో కారణం చెప్పొద్దన్నారు.
అప్రమత్తం కావాలి:‘‘ఎల్‌నినో ప్రభావంతో రాష్ట్రంలో నెలకొన్న పరిస్థితులపై శాఖలు అప్రమత్తం కావాలి. ఈ పరిస్థితి ఎప్పటివరకు ఉంటుందో ఎవరికీ తెలియదు. ఇప్పుడు సమస్యగా కనిపిస్తోంది. మున్ముందు సంక్షోభంగా మారుతుంది. అన్ని శాఖల అధికారులు తమ పరిధిలో ఎల్‌నినో ప్రభావాన్ని లోతుగా అంచనా వేయాలి. సమస్యలను అధిగమించేందుకు పరిష్కార మార్గాలను గుర్తించి వెంటనే చర్యలు చేపట్టాలి. మళ్లీ వానలు వచ్చే వరకు ప్రజలకు ఇబ్బందులు తలెత్తకుండా ప్రభుత్వం అన్ని చర్యలు చేపట్టాలి. తాగునీరు, పశుగ్రాసానికి ఇబ్బందులు రాకుండా చర్యలుతీసుకోవాలి. గ్రేటర్‌ హైదరాబాద్ పరిధిలో నిర్మాణ రంగంతో పాటు ఇతర అవసరాలకు మురుగునీటి శుద్ధి కేంద్రాల్లో శుద్ధి చేసిన నీటిని వినియోగించేలా చర్యలు చేపట్టాలి’’ అని సీఎంఆదేశించారు
ప్రతి మండలానికి ప్రత్యేక పర్యవేక్షణ అధికారులు
‘‘ఎల్‌నినో ప్రభావాన్ని క్షేత్రస్థాయిలో పర్యవేక్షించేందుకు ప్రతి మండలానికి గ్రూప్‌1, గ్రూప్‌2 స్థాయి అధికారులను నియమించాలి. ఆయా మండలాల్లో వర్షాభావ పరిస్థితులు, విద్యుత్తు, తాగునీటి సరఫరా, పంటలు, పశుగ్రాసం వంటి అంశాలను నిరంతరం పర్యవేక్షించే బాధ్యతలను వారికి అప్పగించాలి. మండలాల్లో పరిస్థితులను ఎప్పటికప్పుడు ప్రభుత్వ ప్రధాన కార్యదర్శి (సీఎస్)కి నివేదించాలి.
ప్రజలకు అవగాహన కల్పించాలి
గ్రామస్థాయి నుంచి రాష్ట్రస్థాయి వరకు అన్ని వర్గాల ప్రజలకు ఎల్‌నినో విపత్తు తీవ్రతను చెప్పాలి. గ్రామసభలు, కళాజాతలతో అవగాహన కల్పించాలి. దీని ప్రభావం, రాబోయే సంక్షోభ పరిస్థితులను చెప్పాలి. నీరు, విద్యుత్తు పొదుపుతో పాటు తీసుకోవాల్సిన చర్యలను వివరించాలి’’ అని సీఎం సూచించారు. సమావేశానికి ప్రభుత్వ సలహాదారు రామకృష్ణారావు, ప్రభుత్వ ప్రధాన కార్యదర్శి సంజయ్‌ జాజు, ఎంపీ వేం నరేందర్‌రెడ్డి, వివిధ శాఖల ఉన్నతాధికారులు హాజరయ్యారు.
ఎల్‌నినోపై కార్యాచరణకు సంబంధించి చర్చించేందుకు గురువారం మంత్రులందరితో సమావేశమవ్వాలని సీఎం నిర్ణయించినట్లు తెలిసింది.

Anger against electricity officials
On this occasion, the CM expressed his anger over power outages in many parts of the state. Why is there no change in the situation no matter how many times we say to ensure smooth supply of electricity? Why are we not taking steps to increase production even though there is a risk of electricity shortage in the coming days? Why is the Yadadri power plant not producing at full capacity despite linkage arrangements for coal supply from Naini and Mahanadi? I have to be accountable to the people. No matter how many times it was said that electricity should be supplied to protect the crops, the situation did not change. Actions that cause trouble to people will not be tolerated. The CM warned the officers that if they act carelessly, they will not be ignored. He said that the Special CS of the Electricity Department, the CMD of Genco, and the IAS of the concerned department will be suspended for the failures. He said that the reason for power outages should not be given every day.
Need caution:Departments should be alerted about the situation in the state due to the influence of El Nino. No one knows how long this situation will last. Now that seems to be a problem. Ahead turns into a crisis. Officials of all departments should thoroughly assess the impact of El Niño in their jurisdiction. To overcome the problems, solutions should be identified and immediate action should be taken. The government should take all measures so that the people do not face any problems until the rains come again. Steps should be taken to avoid problems in drinking water and fodder. The Chief Minister ordered that steps should be taken to use treated water in sewage treatment plants for the construction sector as well as other purposes in Greater Hyderabad. They should be entrusted with the responsibility of continuously monitoring the rainfall conditions, electricity, drinking water supply, crops and fodder in the respective mandals. The situation in the mandals should be reported to the Chief Secretary (CS) from time to time.
People should be made aware
From village level to state level, people from all walks of life should be told about the severity of El Nino disaster. Awareness should be created with gram sabhas and Kalajats. The effect of this is to tell the coming crisis situations. The CM suggested that measures to be taken along with water and electricity saving should be explained. Government Adviser Ramakrishna Rao, Government Chief Secretary Sanjay Jaju, MP Vem Narender Reddy and senior officers of various departments attended the meeting.
It is learned that the CM has decided to meet all the ministers on Thursday to discuss the action against El Nino.

Telangana government has taken another important step towards increasing the security and durability of certificates. A report prepared by Milan K. Banerjee Center for Arbitration Law under the auspices of Nalsar University revealed that while arbitration (arbitration) is given high priority in trade, commercial and contract violations, only a few are getting opportunities as arbitrators.
