Today, Hyderabad: State Irrigation Minister Uttam Kumar Reddy has criticized that Telangana's previous rulers have written the death warrant regarding water usage in the Krishna basin. He said that from 2015 to 2020, the previous rulers agreed to give 66% of the water in the basin to AP. It has been revealed that in 2020 it was agreed that 34% of water will be sufficient for Telangana until the decision of the tribunal is taken. He gave a power point presentation on Krishna Basin issues in the Legislative Assembly on Saturday. "We are now making scientific arguments before the Brijesh Tribunal to give 763 TMC to Telangana out of the total 1,050 TMC available in the Krishna and Godavari basins. The final verdict of the tribunal is coming within the next year. Bharata, which spent Rs.89,794 crores on Kaleswaram, committed injustice by spending only Rs.27,513 crores on Palamuru-Ranga Reddy project. During the ten years of Bharata's rule, Rs.1.83 lakh crore was allocated for the irrigation sector in the budget of Rs.17.72 lakh crore, but not a single acre of new Ayakattu could be irrigated. India has spent 75.2% on projects in the Godavari basin and 24.8% on the Krishna basin. When we came to power, out of Rs.40 thousand crore owed by the previous government, Rs.10 thousand crore belonged to the irrigation sector. It is unfortunate that KCR, who expressed doubts about the Krishna Basin and Palamuru projects, did not come to the discussion in the House.

Bharasa's false propaganda that 90% of the work has been done

The government of Bharasa has done extreme injustice to the Palamuru-Rangareddy lift project. This scheme was given life in 2015 with a construction cost of Rs.35,200 crore. After seven years, the DPR was submitted to the Central Water Board. By that time the cost of the project was shown as Rs.55,086 crore. Rs.26,262 crores have been spent so far. The project could not get approvals from the Environment and Central Water Board. As part of land acquisition, 39,017 acres were left pending without acquisition. Falsehoods are spreading that only 30-35% of the work has been done in ten years and 90% has been completed. India is credited with twice postponing the public hearing for environmental clearance (EC) for the project due to bad weather.  Due to severe delay, the cost of the project has now increased to over Rs.80 thousand crores. We will make it easy. For the construction of this project, if India took a loan at 11.5% interest, we rescheduled it to 7% interest only after we came to power. After the formation of our government, we have spent Rs.7 thousand crores. Bharata increased the capacity of Kaleswaram project from 2 to 3 TMC, but reduced Palamuru from 2 to 1.5 TMC. In 2013, the joint government started the Palamuru scheme at Jurala. If India spends Rs.7,469.38 crore in ten years, all the projects in Krishna basin like Kalvakurti, Bhima, Nettempadu will be completed and 8.65 lakh new ayakattu will be created. In the next three years, we will complete all the projects and complete the Palamuru-Ranga Reddy project in its original shape with 90 TMC of water. India has failed to fully utilize the water allotted to Telangana. Telangana has 65.04 TMC of water allocation per year from Jurala complex. But India consumed only 41.48 TMC on an average. 

Harish Rao's propaganda of lies:Harish Rao is propagating lies that this is the permission given by the Central Water Board to Polavaram-Nallamalasagar by showing an internal letter written from one department to another in the office of the Central Water Board. The Center has sent back the DPR of this project twice when Bharasa was in power. Uttam explained that we are correcting the historical mistakes made by the leaders of India. 

Uttam said that CM Revanth Reddy will visit the joint Adilabad district after the session of the Legislative Assembly, and will visit the Chanakha-Korta project along with the inauguration of the Sadarmat barrage and conduct a review. It is said that Rs.70 crores have been released for Chanakha-Korta.

Before the formation of Telangana, 4.47 TMCs of Krishna waters used to flow to AP per day. After the emergence of Telangana, severe injustice was done to the state during the rule of Bharasa. On June 28, 2019 and January 13, 2020, KCR and Jaganmohan Reddy conducted reviews at Pragati Bhavan and made AP better. During the ten years of Bharasa's rule, 13.17 TMC per day went to AP. Only after we came to power did we stop the work on the Rayalaseema lift scheme. We have allocated Rs.4.15 crores for setting up telemetry system at Pothireddypadu Head Regulator. Regarding the water shares in the Krishna basin, the Indian government has written that out of 811 TMC, only 299 TMC should be given to Telangana. We have asked the Brijesh Tribunal to allocate 555 TMCs. In February 2024, arguments were heard before the tribunal in January last year.
