ఈనాడు, హైదరాబాద్: కృష్ణా బేసిన్లో నీటి వినియోగం విషయంలో తెలంగాణకు గత పాలకులే మరణశాసనం రాశారని రాష్ట్ర నీటిపారుదల శాఖ మంత్రి ఉత్తమ్కుమార్రెడ్డి విమర్శించారు. బేసిన్లోని 66%జలాలను ఏపీకి ఇవ్వాలని 2015 నుంచి 2020 వరకు గత పాలకులు అంగీకరిస్తూ వచ్చారన్నారు. ట్రైబ్యునల్ నిర్ణయం తీసుకునే వరకు తెలంగాణకు 34% జలాలు సరిపోతాయని 2020లో అంగీకరించారని వెల్లడించారు. కృష్ణా బేసిన్ అంశాలపై శనివారం శాసనసభలో ఆయన పవర్ పాయింట్ ప్రజంటేషన్ ఇచ్చారు. ‘‘కృష్ణా, గోదావరి బేసిన్లలో మొత్తం లభ్యత ఉన్న 1,050 టీఎంసీల్లో 763 టీఎంసీలు తెలంగాణకే ఇవ్వాలని ఇప్పుడు బ్రిజేశ్ ట్రైబ్యునల్ ముందు శాస్త్రీయంగా వాదనలు వినిపిస్తున్నాం. వచ్చే ఏడాదిలోగా ట్రైబ్యునల్ తుది తీర్పు రాబోతోంది. కాళేశ్వరానికి రూ.89,794 కోట్లు ఖర్చు చేసిన భారాస.. పాలమూరు-రంగారెడ్డి ప్రాజెక్టుకు రూ.27,513 కోట్లే వెచ్చించి అన్యాయం చేసింది. పదేళ్ల భారాస పాలనలో రూ.17.72 లక్షల కోట్ల బడ్జెట్లో నీటిపారుదల రంగానికి రూ.1.83 లక్షల కోట్లు కేటాయించినా ఒక్క ఎకరా కొత్త ఆయకట్టుకు నీరివ్వలేకపోయారు. గోదావరి బేసిన్లోని ప్రాజెక్టులకు 75.2% వెచ్చించిన భారాస.. కృష్ణా బేసిన్కు మాత్రం 24.8% ఖర్చు చేసింది. మేము అధికారం చేపట్టేనాటికి గత ప్రభుత్వం బకాయి పెట్టిన రూ.40 వేల కోట్లలో రూ.10 వేల కోట్లు నీటిపారుదల రంగానికి చెందినవే. కృష్ణా బేసిన్, పాలమూరు పథకాలపై అనుమానాలు వ్యక్తం చేసిన కేసీఆర్ సభలో చర్చకు రాకపోవడం దురదృష్టకరం.
90% పనులు చేసినట్లు భారాస అవాస్తవ ప్రచారం
పాలమూరు-రంగారెడ్డి ఎత్తిపోతల ప్రాజెక్టుకు తీరని అన్యాయం చేసిందే భారాస ప్రభుత్వం. ఈ పథకానికి 2015లో రూ.35,200 కోట్ల నిర్మాణ వ్యయంతో జీవో ఇచ్చి.. ఏడేళ్ల తర్వాత కేంద్ర జల సంఘానికి డీపీఆర్ సమర్పించారు. అప్పటికి ప్రాజెక్టు వ్యయం రూ.55,086 కోట్లుగా చూపారు. ఆలోపు రూ.26,262 కోట్లు ఖర్చు చేశారు. ప్రాజెక్టుకు పర్యావరణ, కేంద్ర జల సంఘం అనుమతులు తీసుకురాలేకపోయారు. భూసేకరణలో భాగంగా 39,017 ఎకరాలను సేకరించకుండా పెండింగ్లో పెట్టారు. పదేళ్లలో 30-35% పనులు మాత్రమే చేసి 90% పూర్తి చేశామని అవాస్తవాలు ప్రచారం చేస్తున్నారు. ప్రాజెక్టుకు పర్యావరణ అనుమతి(ఈసీ) కోసం నిర్వహించాల్సిన బహిరంగ విచారణను ఎండలున్నాయని చెప్పి రెండుసార్లు వాయిదా వేసిన ఘనత భారాసకే దక్కుతుంది. తీవ్రజాప్యం కారణంగా ఇప్పుడు ప్రాజెక్టు వ్యయం రూ.80 వేల కోట్లకు పైగా పెరిగింది. మేం ఈసీని సాధిస్తాం. ఈ ప్రాజెక్టు నిర్మాణం కోసం భారాస 11.5% వడ్డీతో రుణం తీసుకొస్తే మేం అధికారంలోకి వచ్చిన తర్వాతే 7% వడ్డీకి రీషెడ్యూల్ చేయించాం. మా ప్రభుత్వం ఏర్పడిన తర్వాత రూ.7 వేల కోట్లు వ్యయం చేశాం. కాళేశ్వరం ప్రాజెక్టు సామర్థ్యాన్ని 2 నుంచి 3 టీఎంసీలకు పెంచిన భారాస.. పాలమూరును మాత్రం 2 నుంచి 1.5 టీఎంసీలకు తగ్గించింది. 2013లో ఉమ్మడి ప్రభుత్వం జూరాల వద్ద పాలమూరు పథకాన్ని ప్రారంభిస్తే.. భారాస ప్రభుత్వం మాత్రం శ్రీశైలానికి మార్చి తీవ్ర అన్యాయం చేసింది. భారాస పదేళ్లలో రూ.7,469.38 కోట్లు ఖర్చు చేస్తే కల్వకుర్తి, భీమా, నెట్టెంపాడులాంటి కృష్ణా బేసిన్లోని అన్ని ప్రాజెక్టులు పూర్తయి 8.65 లక్షల కొత్త ఆయకట్టు ఏర్పడేది. రాబోయే మూడేళ్లలో ప్రాజెక్టుల పనులన్నీ పూర్తి చేయడంతోపాటు 90 టీఎంసీల నీటితో ఒరిజినల్ షేప్లో పాలమూరు-రంగారెడ్డి ప్రాజెక్టును పూర్తి చేస్తాం. తెలంగాణకు కేటాయించిన నీటిని పూర్తి స్థాయిలో వినియోగించడంలో భారాస విఫలమైంది. జూరాల కాంప్లెక్స్ నుంచి తెలంగాణకు ఏడాదికి 65.04 టీఎంసీల నీటి కేటాయింపులున్నాయి. కానీ భారాస సగటున 41.48 టీఎంసీలను మాత్రమే వినియోగించుకుంది.
హరీశ్రావు అబద్ధాల ప్రచారం:కేంద్ర జలమండలి కార్యాలయంలో ఒక విభాగం నుంచి మరో విభాగానికి రాసుకున్న అంతర్గత లేఖను చూపి ఇదే పోలవరం-నల్లమలసాగర్కు కేంద్ర జలమండలి ఇచ్చిన అనుమతి అని హరీశ్రావు అబద్ధాలు ప్రచారం చేస్తున్నారు. భారాస అధికారంలో ఉన్నప్పుడే కేంద్రం రెండుసార్లు ఈ ప్రాజెక్టు డీపీఆర్ను వెనక్కి పంపింది. భారాస నేతలు చేసిన చారిత్రక తప్పిదాలను మేం సరిచేస్తున్నాం’’ అని ఉత్తమ్ వివరించారు.
శాసనసభ సమావేశాలు ముగిసిన తర్వాత ఉమ్మడి ఆదిలాబాద్ జిల్లాలో సీఎం రేవంత్రెడ్డి, తాను పర్యటిస్తామని, సదర్మాట్ బ్యారేజీ ప్రారంభోత్సవంతో పాటు చనాఖా-కోర్ట ప్రాజెక్టును సందర్శించి సమీక్ష నిర్వహిస్తామని ఉత్తమ్ తెలిపారు. చనాఖా-కోర్ట కోసం రూ.70 కోట్లు విడుదల చేశామన్నారు.
తెలంగాణ ఏర్పడకముందు కృష్ణా జలాల్లో ఏపీకి రోజుకు 4.47 టీఎంసీలు వెళ్లేవి. తెలంగాణ ఆవిర్భావం తర్వాత భారాస పాలనలో రాష్ట్రానికి తీవ్ర అన్యాయం జరిగింది. 2019 జూన్ 28న, 2020 జనవరి 13న కేసీఆర్, జగన్మోహన్రెడ్డి ప్రగతిభవన్లో సమీక్షలు నిర్వహించి ఏపీకి మేలు జరిగేలా చేశారు. భారాస పదేళ్ల పాలనలో ఏపీకి రోజుకు 13.17 టీఎంసీలు వెళ్లే పరిస్థితి నెలకొంది. మేం అధికారంలోకి వచ్చిన తర్వాతే రాయలసీమ ఎత్తిపోతల పథకం పనుల్ని ఆపించాం. పోతిరెడ్డిపాడు హెడ్రెగ్యులేటర్ వద్ద టెలిమెట్రీ వ్యవస్థ ఏర్పాటు కోసం రూ.4.15 కోట్లు కేటాయించాం. కృష్ణా బేసిన్లో నీటి వాటాలకు సంబంధించి 811 టీఎంసీల్లో తెలంగాణకు 299 టీఎంసీలు మాత్రం ఇస్తే చాలని నాడు భారాస ప్రభుత్వం లిఖితపూర్వకంగా రాసిచ్చింది. మేం 555 టీఎంసీలు కేటాయించాలని బ్రిజేష్ ట్రైబ్యునల్ను అడిగాం. 2024 ఫిబ్రవరిలో, గతేడాది జనవరిలో ట్రైబ్యునల్ ముందు వాదనలు వినిపించాం. ట్రైబ్యునల్ ఎదుట కాంగ్రెస్ సమర్థంగా వాదిస్తోందని గతేడాది నవంబరు 19న ఏపీ ప్రభుత్వానికి జగన్మోహన్రెడ్డి లేఖ రాశారు.

The government of Bharasa has done extreme injustice to the Palamuru-Rangareddy lift project. This scheme was given life in 2015 with a construction cost of Rs.35,200 crore. After seven years, the DPR was submitted to the Central Water Board. By that time the cost of the project was shown as Rs.55,086 crore. Rs.26,262 crores have been spent so far. The project could not get approvals from the Environment and Central Water Board. As part of land acquisition, 39,017 acres were left pending without acquisition. Falsehoods are spreading that only 30-35% of the work has been done in ten years and 90% has been completed. India is credited with twice postponing the public hearing for environmental clearance (EC) for the project due to bad weather. Due to severe delay, the cost of the project has now increased to over Rs.80 thousand crores. We will make it easy. For the construction of this project, if India took a loan at 11.5% interest, we rescheduled it to 7% interest only after we came to power. After the formation of our government, we have spent Rs.7 thousand crores. Bharata increased the capacity of Kaleswaram project from 2 to 3 TMC, but reduced Palamuru from 2 to 1.5 TMC. In 2013, the joint government started the Palamuru scheme at Jurala. If India spends Rs.7,469.38 crore in ten years, all the projects in Krishna basin like Kalvakurti, Bhima, Nettempadu will be completed and 8.65 lakh new ayakattu will be created. In the next three years, we will complete all the projects and complete the Palamuru-Ranga Reddy project in its original shape with 90 TMC of water. India has failed to fully utilize the water allotted to Telangana. Telangana has 65.04 TMC of water allocation per year from Jurala complex. But India consumed only 41.48 TMC on an average.

Uttam said that CM Revanth Reddy will visit the joint Adilabad district after the session of the Legislative Assembly, and will visit the Chanakha-Korta project along with the inauguration of the Sadarmat barrage and conduct a review. It is said that Rs.70 crores have been released for Chanakha-Korta.
