ఈనాడు, హైదరాబాద్, నిజామాబాద్: మిలమిల మెరుస్తున్న బంగారు బిస్కెట్లు.. కళ్లు చెదిరేలా బ్యాంకు బ్యాలెన్స్.. కట్టలుకట్టలుగా కరెన్సీ నోట్లు.. గుట్టలుగుట్టలుగా అక్రమాస్తుల దస్త్రాలు.. గలగలలాడే విదేశీ మద్యం సీసాలు.. తెల్లవారుతుండగానే ఓ ప్రభుత్వ అధికారి ఇంటి తలుపు తట్టిన అవినీతి నిరోధక శాఖ(అనిశా-ఏసీబీ) బృందాల కంట పడిన దృశ్యాలివి. వెరసి ఏసీబీ చరిత్రలోనే అత్యంత ‘ఖరీదైన’ తిమింగలం చిక్కినట్లయింది. రహదారులు, భవనాల శాఖ ఇంజినీర్ ఇన్ చీఫ్ మోహన్నాయక్ జర్పుల ఆదాయానికి మించిన ఆస్తుల కేసులో అడ్డంగా దొరికిపోయారు. ఏసీబీ బృందాలు మంగళవారం ఏకకాలంలో 16 ప్రాంతాల్లో నిర్వహించిన సోదాల్లో మోహన్నాయక్ అవినీతి విశ్వరూపం బహిర్గతమైంది. మొత్తంగా రూ.17.94 కోట్ల ఆదాయానికి మించిన ఆస్తుల్ని గుర్తించిన అనిశా.. మోహన్నాయక్ను అరెస్ట్ చేసింది. అయితే, బహిరంగ మార్కెట్లో ఈ ఆస్తుల విలువ మరెన్నో రెట్లు అధికంగా ఉంటుందని భావిస్తున్నారు. ఏకంగా రూ.150 కోట్లకుపైగా ఉంటుందని అంచనా వేస్తున్నారు.
రూ.కోట్ల పనుల్లో చేతివాటం..
నిజామాబాద్ జిల్లా డిచ్పల్లి మండలం ముల్లంగి పంచాయతీ కులాస్పూర్ తండాకు చెందిన మోహన్నాయక్ 29 ఏళ్ల క్రితం ప్రభుత్వ కొలువులో చేరి రోడ్లు, భవనాల శాఖలో కీలక స్థానాల్లో కొనసాగారు. నల్గొండ, నిజామాబాద్లలో ఎస్ఈగా పనిచేయడంతోపాటు హైదరాబాద్ రోడ్ డెవలప్మెంట్ కార్పొరేషన్, టీజీఎంఎస్ఐడీసీలోనూ బాధ్యతలు నిర్వర్తించారు. సీఈగా ఉంటూ గతేడాది ఆగస్టులో తెలంగాణ రోడ్ డెవలప్మెంట్ కార్పొరేషన్ ఎండీగా నియమితులై.. మరో నెల తర్వాత ఈఎన్సీగా అత్యున్నత స్థానానికి చేరారు. ఈ క్రమంలో రూ.కోట్లలో చేపట్టిన పనుల్లో వాటాలు దండుకోవడంలో ఆరితేరినట్లు చర్చ జరుగుతోంది. ఆర్అండ్బీ శాఖలో టెండర్ల కేటాయింపు మొదలు బిల్లుల మంజూరు వరకు కమీషన్లు లేనిదే పనులు ముందుకు సాగవన్న ఆరోపణల నేపథ్యంలో మోహన్నాయక్ ఉదంతం ఇందుకు బలం చేకూరుస్తోంది. ప్రధానంగా కొందరు గుత్తేదారులు ఈఎన్సీ కార్యాలయం కేంద్రంగా పైరవీలు చేస్తూ పనులను చక్కబెడుతున్నారనే ప్రచారం నెలకొంది. మోహన్నాయక్ బడా గుత్తేదారులతో తరచూ రహస్యంగా సమావేశాలు నిర్వహిస్తూ.. చిన్న గుత్తేదారులకు బిల్లుల చెల్లింపులో నిర్లక్ష్యం వహిస్తున్నారనేది బహిరంగ రహస్యంగా మారింది. రాష్ట్రంలో కొత్త ప్రభుత్వం ఏర్పడిన తర్వాత సుమారు 230 రహదారులు, వంతెనలు, కల్వర్టుల వంటి పనులకు అనుమతులు వచ్చాయి. రూ.6,445 కోట్లతో 1,806 కిలోమీటర్ల మేర పనులు చేపడుతున్నారు. వీటితోపాటు మరమ్మతులు, ప్యాచ్వర్క్లకు భారీగానే నిధులు ఖర్చు చేస్తున్నారు. కీలకస్థానంలో ఉండటంతో వీటి బిల్లుల మంజూరులో మోహన్నాయక్ చేతివాటం ప్రదర్శించి ఉంటారనే ప్రచారం నెలకొంది. మరోవైపు బడా గుత్తేదారుల నుంచి కమీషన్ల రూపంలో వచ్చిన అక్రమార్జన పంపకాల్లోనూ మోహన్నాయక్దే కీలకపాత్ర అన్న ఆరోపణలున్నాయి. వాటాలు ఇవ్వకుంటే గుత్తేదారులను ఇబ్బందులకు గురిచేయడంలోనూ ఆయన ఆరితేరారనే ప్రచారం జరుగుతోంది. ఇప్పటికే ఆయనపై ఇలాంటి ఆరోపణలున్నా ఉన్నతాధికారులు అదనపు బాధ్యతలను అప్పగించడం గమనార్హం. ఇటీవల జరిగిన హ్యామ్ రోడ్ల టెండర్లలో ఓ ఉమ్మడి జిల్లా పరిధిలో ఒక సంస్థకు పలు ప్యాకేజీలు దక్కేలా తెర వెనుక చక్రం తిప్పినట్లు ఆయనపై విమర్శలు ఉన్నాయి. వాస్తవానికి హ్యామ్ రహదారులతో ఆయనకు సంబంధం లేకున్నా కొన్ని ప్యాకేజీల్లో జోక్యం చేసుకున్నట్లు తెలుస్తోంది.
మోహన్నాయక్ అవినీతి విశ్వరూపమిలా..
ఆదాయానికి మించిన ఆస్తుల కేసులో మోహన్నాయక్కు సంబంధించి హైదరాబాద్, నిజామాబాద్లలోని ఆయన బంధువులు, సన్నిహితులు, బినామీల ఇళ్లతోపాటు ఈఎన్సీ కార్యాలయంలోనూ ఏసీబీ బృందాలు సోదాలు నిర్వహించాయి. ఈ సందర్భంగా అధికారులు పలు స్థిరాస్తులకు సంబంధించిన పత్రాల్ని స్వాధీనం చేసుకున్నారు. వీటికి రిజిస్ట్రేషన్ రుసుం ప్రకారమే విలువ కట్టారు. అయితే, బహిరంగ మార్కెట్లో వీటి విలువ దాదాపు పది రెట్ల వరకు అధికంగా ఉంటుందని అంచనా వేస్తున్నారు.
