నెయ్యి కల్తీ జరిగింది. పామాయిల్, పామ్కెర్నల్ ఆయిల్, కొన్ని ఇతర పదార్థాలతో నెయ్యి కల్తీ చేశారని సిట్ నివేదికలో తెలిపింది. కల్తీ నెయ్యి సరఫరాలో చాలా మంది వ్యక్తులు, కొందరు అధికారుల ప్రమేయం ఉందని, బయటి వ్యక్తుల (థర్డ్ పర్సన్స్) పాత్ర ఉందని చెప్పింది. వారి పేర్లు ఛార్జిషీట్లో ప్రస్తావించింది.
కల్తీ నెయ్యి సరఫరా వాస్తవమేనట! దానిలో చాలా మంది వ్యక్తులు, కొందరు అధికారుల ప్రమేయం ఉందట! కల్తీ నెయ్యి సరఫరా జరిగినప్పుడు తితిదే పాలక మండలి ఛైర్మన్గా ఉన్న ఆయన ప్రమేయం మాత్రం లేదట! నాలుగేళ్లపాటు తితిదే ఛైర్మన్గా ఉన్నా కల్తీ నెయ్యి విషయం ఒక్కసారి కూడా ఆయన దృష్టికి రానేలేదట! కల్తీ నెయ్యి వ్యవహారంలో తానేదో పులుకడిగిన ముత్యం అన్నట్టుగా సుబ్బారెడ్డి వ్యాఖ్యలు చేస్తున్నారు. తితిదేకి సరఫరా చేసిన నెయ్యిని రసాయనాలు,
పామాయిల్ వంటి వాటితో కల్తీ చేసినట్టు సిట్ చెప్పిందే తప్ప, జంతు కొవ్వులు, చేప నూనె వంటివి కలిసినట్టు ఎక్కడా చెప్పలేదని సుబ్బారెడ్డి అడ్డగోలుగా బుకాయిస్తారు. ఆయన వాదన చూస్తుంటే మర్డర్ చేసిన హంతకుడు.. ‘హత్య జరగడం వాస్తవమే. నేను కత్తితో పొడిచి చంపితే తుపాకీతో కాల్చానంటారేంటి? అలా అనడం తప్పు కదా’ అని దబాయించినట్లుగా ఉంది.
తితిదేకి అవసరమైనంత నెయ్యి సరఫరా జరగకపోవడంతో అధికారులు నిపుణుల కమిటీని వేసి, వారి సిఫారసు మేరకు నిబంధనలు సడలించారు. ఎందుకు సడలించారని తర్వాత మేం అడిగితే ఎక్కువ మంది పాల్గొనేందుకు అవకాశమిస్తే పోటీ పెరుగుతుందని, తక్కువ ధరలకు కోట్ చేస్తారని చెప్పారు. నెయ్యి నాణ్యతపై రాజీ పడకుండానే టెండర్ నిబంధనల్ని సడలించాం.
నిబంధనలు సడలించి నాణ్యత పెంచారా? అంతకంటే హాస్యాస్పదం ఉంటుందా?భోలేబాబా డెయిరీ లక్షల కిలోల నకిలీ నెయ్యిని సరఫరా చేసింది మీరు నిబంధనలు సడలించాకే కదా! నాణ్యత పెంచడమంటే నెయ్యే కాని రసాయన మిశ్రమాన్ని కొనడమా? అసలు ఎవరైనా నాణ్యత పెంచడానికి నిబంధనలు సడలిస్తారా? అన్నట్టు నిబంధనల సవరణకు కమిటీ వేసిందీ, సవరణకు ఆమోదం తెలిపిందీ మీరు ఛైర్మన్గా ఉన్న పాలకమండలే కదూ!
సీఎఫ్టీఆర్ఐ నివేదిక తొక్కిపెట్టడంలో దురుద్దేశం లేదా?
‘సీఎఫ్టీఆర్ఐ నివేదికను నేను తొక్కిపెట్టానని ఘోరమైన అభియోగం చేస్తున్నారు. గుర్తు తెలియని వ్యక్తులు ఫిర్యాదు చేస్తే నెయ్యి శాంపిళ్లను సీఎఫ్టీఆర్ఐకి పంపాలని రాసిందే నేను. రిపోర్టు వచ్చాక చర్యలు తీసుకోవాల్సిన బాధ్యత అధికారులది. నివేదికలోని అంశాల్ని వారు మా దృష్టికి తేలేదు’
అధికారులు తాత్సారం చేస్తారేమోనని మీరే సంతకం చేసి, శాంపిళ్లను సీఎఫ్టీఆర్ఐకి పంపాలని ఆదేశాలు జారీ చేసినట్టు చెబుతున్నారు. సంతోషం! నెయ్యి నాణ్యతపై నిజంగా మీకంత శ్రద్ధే ఉన్నప్పుడు సీఎఫ్టీఆర్ఐకి పంపిన శాంపిళ్ల పరిస్థితేంటని అధికారుల్ని అడగాలి కదా? అధికారులు మీ దృష్టికి తేలేదనడం అడ్డగోలు బుకాయింపు కాదా? సీఎఫ్టీఆర్ఐ నివేదికనూ తొక్కిపెట్టిన మీకు ఎలాంటి దురుద్దేశాలు లేవంటే నమ్మాలా? కల్తీ నెయ్యి సరఫరా చేస్తున్నారని పరీక్షల్లో నిర్ధారణైన తర్వాత కూడా భోలేబాబా డెయిరీకి 1.07 లక్షల కిలోల సరఫరాకు 2022 ఆగస్టు 29న ఆర్డరు ఇవ్వటం, అక్టోబరు 28 వరకూ ఆ డెయిరీ నెయ్యి సరఫరా చేయటం వాస్తవం కాదా? ప్రీమియర్ అగ్రి ఫుడ్స్ ప్రైవేట్ లిమిటెడ్, వైష్ణవి డెయిరీలు 2024 వరకూ సరఫరాదారులుగా కొనసాగటానికి కారకులెవరు? ల్యాబ్ రిపోర్టు చూపించి, ఆ డెయిరీల నుంచి ఎక్కువ కమీషన్లు దండుకోవడానికే ఆ పరీక్షలు చేయించారన్న ఆరోపణలకు మీ సమాధానమేంటి?
చిన్నప్పన్న మీ పీఏ కానప్పుడు ఫిర్యాదులు వచ్చినా ఎందుకు పట్టించుకోలేదు?
‘నేను తితిదే ఛైర్మన్గా ఉన్నప్పుడు చిన్నప్పన్న నా పీఏ కాదు. అంతకుముందు 2014 నుంచి 2018 వరకు నాకు పీఏగా ఉన్నాడు. 2019 నుంచి ఏపీ భవన్లో పనిచేశాడు’
చిన్నప్పన్న అప్పుడు మీ పీఏ కాకపోవచ్చు. కానీ మీ అండ లేకపోతే చిన్నప్పన్న లాంటి ఒక సాధారణ అవుట్సోర్సింగ్ ఉద్యోగి తితిదే ఇన్స్పెక్షన్ కమిటీని భోలేబాబా డెయిరీకి తనిఖీకి పంపించగలడా? బ్లాక్లిస్ట్లో పెట్టించగలడా? ఆ డెయిరీ ప్రతినిధుల్ని దిల్లీ పిలిపించి కిలోకి రూ.25 చొప్పున లంచం అడగ్గలడా? ప్రీమియర్ డెయిరీ నుంచి రూ.50 లక్షలు లంచం తీసుకోగలడా? అతని ఖాతాలోకి రూ.4.69 కోట్లు ఎలా వచ్చాయి? చిన్నప్పన్న మీ పీఏ కాకపోతే అతను లంచం అడిగాడని భోలేబాబా డెయిరీ ప్రతినిధులు మీకే ఎందుకు ఫిర్యాదు చేశారు? దాన్ని మీరెందుకు తొక్కిపెట్టారు? చిన్నప్పన్న ఒక అనామక ఫిర్యాదును మీకు అందజేస్తే దాని ఆధారంగా నెయ్యి శాంపిళ్లను సీఎఫ్టీఆర్ఐకి పంపాలని ఎందుకు ఆదేశించారు? కల్తీ జరిగిందని నివేదిక వచ్చాక ఎందుకు చర్యలు తీసుకోలేదు?
జంతువుల కొవ్వు కలవలేదని సిట్ ఎక్కడ చెప్పింది?
‘నెయ్యిలో జంతువుల కొవ్వు కలవలేదని, వేరే పదార్థాలతో కల్తీ చేశారని సిట్ చెప్పింది. నెయ్యిలో జంతువుల కొవ్వు, ఫిష్ ఆయిల్ కలిసేందుకు అవకాశాలున్నాయని మాత్రమే ఎన్డీడీబీ నివేదికలో ప్రస్తావించారు’
ఆ నెయ్యి శాంపిళ్లలో జంతువుల కొవ్వు కలవలేదని సిట్ ఎక్కడా నిర్ధారించలేదు. ఎన్డీడీబీ రిపోర్టులో వెజిటబుల్ ఆయిల్స్తో పాటు, పంది కొవ్వు (లార్డ్), గొడ్డు కొవ్వు (బీఫ్ టాలో), చేపనూనె (ఫిష్ ఆయిల్) కలిసేందుకు అవకాశాలున్నాయని స్పష్టంగా పేర్కొంది. కర్నాల్లోని ఎన్డీఆర్ఐ ల్యాబ్ తాము చేసిన పీసీఆర్ పరీక్షా విధానంలో.. నెయ్యిలో పందికొవ్వు పది శాతం కంటే తక్కువుంటే గుర్తించలేమని చెప్పింది. గొడ్డుకొవ్వు, చేపనూనె కల్తీని నిర్ధారించే పరీక్షల తమ వద్ద లేవని స్పష్టం చేసింది. ల్యాబ్ రిపోర్టులు అంత స్పష్టంగా ఉంటే జంతువుల కొవ్వు కలవలేదని సిట్ క్లీన్చిట్ ఇచ్చినట్టుగా అడ్డగోలు వాదనేంటి సుబ్బారెడ్డీ?
ఆర్జిత సేవల్ని చేపల మార్కెట్లా వేలం వేసినప్పుడే మీ నైజం తెలిసింది
‘సుప్రభాతం టికెట్ ధర రూ.400 నుంచి రూ.800కి పెంచావు కదా! వై ఎనిమిది వందలు.. రెండు వేలు చెయ్! విచక్షణ కోటాలోని అన్ని సేవల ధరలూ పెంచేయ్. తోమాల సేవ టికెట్ ధర రూ.2 వేలు చేశావు కదా.. రూ.5 వేలు చెయ్. అర్చన కూడా రూ.5 వేలు చెయ్యండి. కల్యాణోత్సవం రూ.2 వేలు చేద్దామా. రూ.2,500 లేదా రూ.3 వేలు చేయండి’
మీరు తితిదే పాలకమండలిని చేపల మార్కెట్లా మార్చేసి, స్వామివారి ఆర్జిత సేవల టికెట్ ధరల పెంపు ప్రతిపాదనను వేలం పాటలా మార్చేసిన తీరును లైవ్లో చూసిన జనం ఛీత్కరించుకున్నారు! ఇలాంటి ఘనకార్యాల్ని ప్రజలు చూస్తే బండారం బయట పడుతుందనుకున్నారో ఏమో ఆ తర్వాత ఇంకెప్పుడూ సమావేశాల ప్రత్యక్షప్రసారం చేయలేదు. పాలకమండలి ఎజెండాను, నిర్ణయాల్ని తితిదే వెబ్సైట్లోనూ పెట్టడం మానేశారు. లైవ్ కొనసాగించి ఉంటే కల్తీ నెయ్యి సరఫరాకు రాచబాట పరిచిన మీ నిర్వాకాన్ని ప్రజలు అప్పుడే గుర్తించేవారేమో!

Premier Agri Foods Private Limited, Vaishnavi Dairies to continue as suppliers till 2024? What is your answer to the allegations that those tests were done only to show the lab report and collect more commissions from those dairies?
When Chinnappanna was not your PA, why did you ignore the complaints?

Chinnappanna may not be your PA then. But if you don't have it, can an ordinary outsourcing employee like Chinnappanna send the Thithide Inspection Committee to inspect Bholebaba Dairy? Can it be blacklisted? Can Delhi call those dairy representatives and ask for a bribe of Rs.25 per kg? Can he take a bribe of Rs.50 lakh from Premier Dairy? How did Rs.4.69 crores come into his account? If Chinnappanna is not your PA then why did Bholebaba dairy representatives complain to you that he asked for bribe? Why did you trample on it? Why have you ordered to send ghee samples to CFTRI based on a trivial anonymous complaint? Why was no action taken after the report of adulteration?
Where does CIT say animal fat is not mixed?
SIT said that ghee does not contain animal fat and is adulterated with other ingredients. The NDDB report only mentions that there is a possibility of animal fat and fish oil being mixed in ghee'
SIT nowhere confirmed that animal fat was not found in the ghee samples. In addition to vegetable oils, the NDDB report clearly states that there are opportunities to combine lard, beef tallow and fish oil. The NDRI lab in Karnal said that in the PCR test method they did, it cannot be detected if the lard in ghee is less than ten percent. It has clarified that they do not have tests to confirm the adulteration of ghee and fish oil. If the lab reports are so clear, is it Subbareddy who is giving a clean chit as if there is no animal fat?
