School: స్థాయి పెంచారు సరే.. హెచ్ఎంలు ఏరి?

ఈనాడు, హైదరాబాద్: పదో తరగతి వరకు బోధించే ప్రభుత్వ ఉన్నత పాఠశాలల్లో (హైస్కూళ్లలో) ప్రధానోపాధ్యాయు(హెచ్ఎం)ల పాత్ర అత్యంత కీలకం. పాఠశాలల అభివృద్ధి.. విద్యార్థుల ప్రగతి.. ఉత్తమ ఫలితాల సాధన వంటివాటికి హెచ్ఎంల అవసరం ఎంతో ఉంటుంది. ఇంతటి ప్రాధాన్యం ఉన్న పోస్టులు.. గత దశాబ్దకాలంగా రాష్ట్రంలోని చాలా స్కూళ్లకు మంజూరు కాలేదు. ప్రధానంగా ప్రాథమిక, ప్రాథమికోన్నత పాఠశాలలను హైస్కూళ్లుగా ఉన్నతీకరించిన చోట గెజిటెడ్ హెచ్ఎం(జీహెచ్ఎం) పోస్టులను మాత్రం ప్రభుత్వం మంజూరు చేయలేదు. ఈ మేరకు 300 వరకు హైస్కూళ్లు జీహెచ్ఎం పోస్టుల కోసం ఎదురు చూస్తున్నాయి.
- రాష్ట్రంలో 4,704 హైస్కూళ్లు ఉండగా.. వాటిలో 300 వరకు అప్గ్రేడ్ అయినవి ఉన్నాయి. అవన్నీ రాష్ట్ర విభజన తర్వాత జరిగినవే. హైస్కూళ్లకు జీహెచ్ఎం పోస్టు ఉండాలి. అయితే చాలాచోట్ల వాటిని మంజూరు చేయకపోవడంతో.. అక్కడి సీనియర్ టీచర్లకు ఇన్ఛార్జి హెచ్ఎంలుగా బాధ్యతలు అప్పగించారు. దీంతో వారు అటు పాఠాలు బోధించడంతోపాటు.. ఇటు పరిపాలనాపరమైన వ్యవహారాలు చూడటం సమస్యగా మారింది. పోస్టులు మంజూరైతే సీనియారిటీ ఆధారంగా పదోన్నతి కల్పించి.. భర్తీ చేయవచ్చు.
- ప్రధానంగా రంగారెడ్డి, మేడ్చల్, సంగారెడ్డి తదితర జిల్లాల్లో అప్గ్రేడ్ అయిన హైస్కూళ్లలో వలసల వల్ల పెద్దసంఖ్యలో విద్యార్థులు చేరుతున్నారు. ఉదాహరణకు 2015లో (పదేళ్ల క్రితం) అప్గ్రేడ్ అయిన శేరిలింగంపల్లి మండలం కొండాపూర్ జడ్పీ ఉన్నత పాఠశాలలో 640 మంది పిల్లలుండగా.. ఆ పాఠశాలకు హెచ్ఎం పోస్టు మంజూరు కాలేదు. అలాగే 2018లో ఏర్పడిన కోకాపేట హైస్కూల్లో 315 మంది విద్యార్థులుండగా.. అక్కడా అదే పరిస్థితి. మేడ్చల్ జిల్లాలో మొత్తం 12 హైస్కూళ్లకు హెచ్ఎం పోస్టులు అవసరం.
పోస్టులను బదిలీ చేసినా మంచిదే..
కనీసం 50-100 మంది విద్యార్థులు లేని హైస్కూళ్లు రాష్ట్రవ్యాప్తంగా పదుల సంఖ్యలో ఉన్నాయి. కేవలం 10 మంది పిల్లలున్న ఉన్నత పాఠశాలలు 18 ఉండటం గమనార్హం. అలాంటివాటి నుంచి హెచ్ఎం పోస్టులను అప్గ్రేడ్ అయిన చోటుకు మార్చినా కొంతవరకు సమస్య తీరుతుందని నిపుణులు సూచిస్తున్నారు. అవసరమైన చోటుకు పోస్టులను బదిలీ చేసుకునే వెసులుబాటు కల్పించేలా కూడా ప్రభుత్వం ఆదేశాలు జారీచేయాలని వారు కోరుతున్నారు.
ఒక్క విద్యార్థీ లేని హైస్కూళ్లు కూడా 40 వరకు ఉన్నాయి. వాటికి హెచ్ఎం పోస్టులున్నాయి. ఈక్రమంలో అక్కడ వాటిని రద్దు చేయాలన్నది పాఠశాల విద్యాశాఖ ఆలోచన. మరో 261 జీహెచ్ఎం పోస్టులు అవసరమని, వాటిని మంజూరు చేయాలని మూడు నెలల క్రితం ప్రభుత్వానికి పాఠశాల విద్యాశాఖ అధికారులు ప్రతిపాదనలు పంపించారు. వచ్చే విద్యా సంవత్సరాన్ని దృష్టిలో ఉంచుకొని ప్రభుత్వం త్వరగా హెచ్ఎం పోస్టులు మంజూరు చేయాలని పీఆర్టీయూ తెలంగాణ రాష్ట్ర అధ్యక్షుడు ఎం.చెన్నయ్య డిమాండ్ చేశారు.

Today, Hyderabad: In government high schools teaching up to class 10 (In high schools) the role of Headmasters (HMs) is very crucial. HMs are very much needed for the development of schools, progress of students, achievement of best results. Posts with such priority.. have not been sanctioned to many schools in the state for the past decade. Government has not sanctioned gazetted HM (GHM) posts mainly where primary and secondary schools have been upgraded to high schools. To this extent, up to 300 high schools are waiting for GHM posts.
- There are 4,704 high schools in the state.. among them up to 300 are upgraded. All of them happened after the partition of the state. High schools should have GHM post. But since they were not sanctioned in many places, the senior teachers there were given the responsibilities as in-charge HMs. Due to this, besides teaching lessons, it has become a problem to look after administrative affairs. If the posts are approved, they can be promoted on the basis of seniority and replaced. For example, in 2015 (ten years ago), Kondapur ZP High School of Serilingampally Mandal, which was upgraded, had 640 children, but HM post was not granted to that school. Also, there are 315 students in Kokapet High School, which was established in 2018. The situation is the same there. All 12 high schools in Medchal district need HM posts.
It would be better if the posts are transferred..
There are tens of high schools across the state that do not have at least 50-100 students. It is noteworthy that there are 18 high schools with only 10 children. Experts suggest that shifting HM posts from such to upgraded places will solve the problem to some extent. They also want the government to issue orders to provide flexibility to transfer the posts to the required place.
There are up to 40 high schools without a single student. They have HM posts. It is the idea of the school education department to cancel them there in this program. Three months ago, school education officials sent proposals to the government that 261 more GHM posts were required and they should be sanctioned. PRTU Telangana State President M. Chennaiah demanded that the government should grant HM posts quickly keeping in view the next academic year.
