గత అక్టోబరులో నిజామాబాద్లో కానిస్టేబుల్ ప్రమోద్ను కత్తితో పొడిచి హత్య చేసి.. అనంతరం ఎన్కౌంటర్లో మరణించిన రియాజ్ 2021 నుంచి నేరాలకు పాల్పడుతున్నాడు. చోరీల నుంచి మొదలుకొని హత్యల వరకు మొత్తం 61 కేసుల్లో అతడి ప్రమేయమున్నట్లు పోలీసులు పేర్కొన్నారు. రియాజ్ నాలుగేళ్లుగా నేరాలకు పాల్పడుతూనే ఉన్నప్పటికీ అతడిపై నిఘా ఉంచడంలో పోలీస్ శాఖ విఫలమైందనే ఆరోపణలున్నాయి.
‘తెలిసో తెలియకో చేసిన నేరంలో ఒకసారి జైలుకు వెళ్లి వచ్చినప్పుడే నేరస్థుడిలో మార్పు దిశగా అడుగులు పడాలి. రెండోసారి గానీ నేరానికి పాల్పడి కటకటాల పాలైతే మాత్రం అతడు అంత సులువుగా మారేందుకు అవకాశం ఉండదు’.. ఇదీ నేరస్థుల మనస్తత్వం గుర్తెరిగిన పోలీసులు చెప్పే మాట. అందుకే పాత నేరస్థులపై తరచూ నిఘా ఉంచాలని చెబుతారు. ఇందుకు జైళ్ల నుంచి విడుదలైన వారి కదలికలపై ఆయా ఠాణాల పరిధిలోని పోలీసులు ఓ కన్నేయాల్సి ఉంటుంది. గతంలో అయితే జైళ్ల నుంచి విడుదలయ్యే నేరస్థులపై నిఘా ఉంచేందుకు ప్రత్యేకంగా సిబ్బందిని కేటాయించే ఆనవాయితీ ఉండేది. కానీ, తాజా పరిణామాలు చూస్తుంటే పాత నేరస్థుల విషయంలో పోలీస్ శాఖ నిర్లక్ష్యం వహిస్తోందనే విమర్శలు వ్యక్తమవుతున్నాయి. వాస్తవానికి 2018 జనవరిలోనే తెలంగాణవ్యాప్తంగా పాతనేరస్థులను నియంత్రించే విషయంలో పోలీస్ శాఖ ఓ ప్రణాళిక రూపొందించింది. ‘సకల నేరస్థుల సమగ్ర సర్వే’ పేరిట కీలక సమాచారం సేకరించింది. అప్పట్లో హైదరాబాద్లో 41,800.. సైబరాబాద్లో 42,360.. రాచకొండలో 15,970 మంది పాత నేరస్థులున్నట్లు తేల్చారు. అలా రాష్ట్రవ్యాప్తంగా సుమారు 2.8 లక్షల మంది ఉన్నట్లు గుర్తించారు. అంతర్రాష్ట్ర నేరస్థుల చిట్టానూ తేల్చారు. పోలీసులంతా పాత నేరస్థుల ఇళ్లకు వెళ్లి వివరాలు సేకరించారు. నేరస్థుల ఆధార్, రేషన్, ఓటరు గుర్తింపు, పాస్పోర్టు, పాన్కార్డు, వేలిముద్రలు, సామాజిక మాధ్యమ ఖాతాల సమాచారం, గ్యాస్, విద్యుత్తు కనెక్షన్ల వివరాలు ఆరా తీయడమే కాకుండా ఆయా ధ్రువీకరణపత్రాల ప్రతులను సేకరించారు. నేరస్థుల ప్రస్తుత, శాశ్వత చిరునామాలతో కూడిన ఇళ్లకు జియో ట్యాగింగ్ చేశారు. ఇలా పలు అంశాలతో కూడిన సమగ్ర వివరాలను సేకరించి నివేదికలో నిక్షిప్తం చేశారు.
విలువైన సమాచారం వినియోగం ఏదీ..
తొలుత చేపట్టిన సర్వేలో 30 శాతం మంది వరకు నేరస్థుల ఆచూకీ లభించలేదు. అలాంటివాళ్లే కరడుగట్టిన నేరాలకు పాల్పడుతున్నారని భావించి వారి ఆచూకీ కోసం ప్రత్యేక బృందాలను రంగంలోకి దించి విలువైన సమాచారం సేకరించారు. అయితే, తర్వాత ఆ సమాచారంతో ఎలాంటి కార్యాచరణ చేపట్టాలనే ప్రణాళిక లోపించింది. దీంతో వ్యవస్థీకృత నేరాల నియంత్రణకు అవసరమైన విలువైన సమాచారం నిష్ప్రయోజనంగా మారిందనే విమర్శలు వ్యక్తమవుతున్నాయి. పాత నేరస్థులపై తరచూ నిఘా ఉంచితే నిజామాబాద్, హైదరాబాద్ లాంటి ఘటనలు పునరావృతమయ్యే పరిస్థితులు దాదాపు ఉండవనే భావన నెలకొంది.
హైదరాబాద్లో సెల్ఫోన్ చోరీలకు పాల్పడుతున్న పాత నేరస్థుడు అన్సారీ ఓ కానిస్టేబుల్తోపాటు ఏకంగా ఐపీఎస్ అధికారిపైనే కత్తితో దాడికి యత్నించిన ఘటన అప్పట్లో సంచలనం రేపింది. 20కిపైగా నేరాల్లో ప్రమేయమున్న అన్సారీ అంతగా బరితెగించేంతగా ఎదిగేవరకు పోలీసులు ఎందుకు నిలువరించలేకపోయారనే ప్రశ్న ఉత్పన్నమవుతోంది.
