కృష్ణా, గోదావరి జలాలపై చర్చించేందుకు ఈ నెల 29 నుంచి అసెంబ్లీ సమావేశాలు నిర్వహించే అవకాశం ఉన్నట్లు విశ్వసనీయంగా తెలిసింది. ప్రాజెక్టులు, నీటి కేటాయింపులు, రాష్ట్ర విభజన తర్వాత ప్రాజెక్టులపై చేసిన వ్యయం ఇలా అన్ని అంశాలపై సమగ్రంగా చర్చించాలని ముఖ్యమంత్రి రేవంత్రెడ్డి యోచిస్తున్నట్లు సమాచారం. సోమవారం సాయంత్రం కమాండ్ కంట్రోల్ సెంటర్లో మంత్రులందరితో ముఖ్యమంత్రి సమావేశమయ్యారు. మొదట పంచాయతీ ఎన్నికల్లో ఉత్తమ ఫలితాలు సాధించారంటూ మంత్రులను సీఎం అభినందించారు. పంచాయతీ ఫలితాల గురించి చర్చించిన తర్వాత సాగునీటి ప్రాజెక్టులు, కృష్ణా గోదావరి బేసిన్లలో పరిస్థితి, తాజాగా పాలమూరు-రంగారెడ్డి ఎత్తిపోతల గురించి మాజీ సీఎం కేసీఆర్ మాట్లాడిన అంశాలపై వివరంగా చర్చించినట్లు తెలిసింది. వచ్చే ఫిబ్రవరిలో మున్సిపల్ ఎన్నికలు నిర్వహించాలని.. ఓటర్ల జాబితాలో సవరణల అనంతరం తుది నిర్ణయం తీసుకోవాలని అనుకున్నట్లు సమాచారం.
70-80 డివిజన్లతో..
గ్రేటర్ హైదరాబాద్ విస్తరణ, డివిజన్ల పెంపు, వాటిపై వస్తున్న ఫిర్యాదులపైనా మంత్రులతో సీఎం సుదీర్ఘంగా చర్చించారని పార్టీ వర్గాలు చెప్పాయి. విస్తరణ పూర్తయిన తరవాత మొత్తం నగరాన్ని మూడు నగరపాలక సంస్థలుగా విభజిస్తే ఎలా ఉంటుందని ఆరాతీసినట్లు తెలిసింది. ప్రస్తుతమున్న జీహెచ్ఎంసీ పరిధిని అలాగే ఉంచి, కొత్తగా ఏర్పడిన డివిజన్లతో మరో రెండు నగరపాలక సంస్థలు ఏర్పడవచ్చని పార్టీ వర్గాలు చెబుతున్నాయి. సైబరాబాద్ పేరుతో వీటిలో ఒకటి ఉండవచ్చని తెలుస్తోంది. కొత్తగా 70-80 డివిజన్లతో ఒక్కో నగరపాలక సంస్థను ఏర్పాటుచేసి.. ఆ తరవాత వందకు పెంచాలనే ప్రతిపాదనలపైనా మాట్లాడినట్లు సమాచారం. నగర విస్తరణపై ఆర్డినెన్స్ జారీచేయాలని సమావేశం నిర్ణయించినట్లు తెలుస్తోంది. నగర విస్తరణతో మౌలిక సదుపాయాలు పెరుగుతాయని, అభివృద్ధి పనులు పుంజుకుంటాయని మంత్రులు అభిప్రాయపడినట్లు తెలుస్తోంది. ఏయే అసెంబ్లీ నియోజకవర్గాల్లోకి ఎన్ని డివిజన్లు వస్తాయి, నగర విస్తరణ తర్వాత రాజకీయంగా వచ్చే మార్పులపైనా చర్చించారని సమాచారం.
సర్పంచులతో భారీ సభ
ఫలితాల్లో ఎస్సీ, ఎస్టీ, బీసీలు గెలిచిన స్థానాలు, సర్పంచుల విద్యార్హతలు.. ఇలా అనేక అంశాలు చర్చించినట్లు సంబంధిత వర్గాల ద్వారా తెలిసింది. గెలిచిన సర్పంచులందరినీ ఉమ్మడి జిల్లాల ప్రాతిపదికన విభజించి మూడు బృందాలుగా శిక్షణ ఇవ్వాలని సీఎం సూచించినట్లు సమాచారం. సర్పంచులతో హైదరాబాద్లో సంక్రాంతి నాటికి భారీ సభ ఏర్పాటుచేయాలని యోచిస్తున్నట్లు పార్టీ వర్గాలు చెప్పాయి. పంచాయతీల వారీగా పోటీచేసిన, గెలిచిన, ఓడిన పార్టీల మద్దతుదారులకు వచ్చిన ఓట్ల వివరాలను మండలాలు, నియోజకవర్గాలు, జిల్లాల వారీగా తయారు చేసి విశ్లేషించాలనుకొన్నట్లు తెలిసింది.
గట్టిగా వాదనలు వినిపించాలి
అసెంబ్లీ సమావేశాల్లో ‘నీళ్లు- నిజాలు’ అనే అంశంపై నదీ జలాల్లో వాటాసాధనలో భారాస చేసిన పనుల గురించి గట్టిగా వాదనలు వినిపించాలని నిర్ణయించినట్లు తెలుస్తోంది. తెలంగాణ, ఏపీ రాష్ట్రాల నీటి వాటాలు, కేంద్రం వద్ద పెండింగ్లో ఉన్న అంశాలు, ఏపీ అక్రమ నీటి వినియోగం, అనుమతి లేకుండా ఆ రాష్ట్రం చేపడుతున్న ప్రాజెక్టులను అడ్డుకునేందుకు ప్రభుత్వం చేపట్టిన చర్యలను చర్చకు పెట్టనున్నారని సమాచారం. నీటిపారుదల, ప్రాజెక్టుల నిర్మాణం తదితర అంశాలపై గత ప్రభుత్వం అనుసరించిన విధానాలను అసెంబ్లీలో ఎండగట్టాలని మంత్రుల భేటీలో ముఖ్యమంత్రి రేవంత్రెడ్డి సూచించారని తెలుస్తోంది.
2023లో భారాస అధికారంలో ఉన్నప్పుడే పాలమూరు-రంగారెడ్డి ‘సమగ్ర ప్రాజెక్టు నివేదిక’(డీపీఆర్) కేంద్రం నుంచి వెనక్కు వచ్చిందని సీఎం చెప్పినట్లు తెలిసింది. ఎన్జీటీ కేసుపై సుప్రీంకోర్టులో వాదనలు జరిగినపుడు తాగునీటి ప్రాజెక్టుగానే చేపడతామని అప్పటి ప్రభుత్వం చెప్పగా.. 7.25 టీఎంసీలకే పనులు చేయాలని కోర్టు ఆదేశించిందని, కాంగ్రెస్ ప్రభుత్వం వచ్చిన తర్వాత 90 టీఎంసీలతో పూర్తి స్థాయిలో పాలమూరును చేపట్టేందుకు చర్యలు తీసుకొంటుంటే ప్రజలను తప్పుదారి పట్టించేలా కేసీఆర్ మాట్లాడారని, దీనిపై అసెంబ్లీ వేదికగా చర్చించాల్సిన అవసరం ఉందని ముఖ్యమంత్రి ప్రతిపాదించగా, మంత్రులందరూ అంగీకరించినట్లు సంబంధిత వర్గాలు తెలిపాయి. దీంతో 29వ తేదీ నుంచి సమావేశాలు పెట్టి కృష్ణా, గోదావరి బేసిన్ల గురించి సమగ్రంగా చర్చించాలని నిర్ణయం తీసుకొన్నట్లు తెలిసింది. 29న అసెంబ్లీ ప్రారంభమైన తరవాత మూడు రోజుల విరామం ప్రకటించి తిరిగి జనవరి 2 నుంచి సమావేశాలను కొనసాగించాలని చర్చించినట్లు తెలుస్తోంది.
