Service Commissions must be reformed!

The progress of a society depends on the trust people have in the systems established to take care of our good. Government officials play a key role in creating that confidence in the common people. They should stand as bridges between the rulers and the citizens and strive to bring the fruits of welfare and development to the deserving. Special emphasis should be given to the upliftment of the helpless and downtrodden sections. To that extent, the priority of the employees in the implementation of prazopayoga procedures is incalculable, so there is adequate security for their measurements. It is the responsibility of the State Public Service Commissions (SPSCs) to take advantage of it and select competent people who can serve the public with integrity and honesty. It is a fact that they are completely unable to perform that duty faithfully. In order to end this situation which harms the public interest, the functioning of service commissions should be transparent as emphasized by President Draupadi Murmu in the recent SPSC Chairpersons' National Conference. As the Vice President CP Radhakrishnan clarified, SPSCs should play an active role in the journey of developed India by removing irregularities in the examinations!

UPSCs have been established at the Center and PSCs in the states for the selection of government employees as per the directive of the Constitution. UPSC standards are recognized worldwide for accurately announcing exam dates, sifting through lakhs of applicants and conducting recruitments without controversy. On the other hand, SPSC has been criticized for a long time that it is collapsing due to corruption irregularities, leakage of question papers, loopholes in examinations and selections and excessive political interference. Justice GS Singhvi, as a judge of the Supreme Court, had previously expressed deep concern that service commissions have become abodes for the tainted. Lakhs of youth are preparing themselves for high-level government jobs by working hard and spending a lot of money on training. The primary duty of the governments is to protect the dreams of the unemployed from being destroyed by the commissions' activities!

According to official figures, more than 70 exam papers related to jobs and board exams have been leaked across the country in the last seven years. They have adversely affected crores of people. Inordinate delays in the conduct of examinations, malpractices and erratic trends in the declaration of results, wrongful court cases have undermined public confidence in the SPSCs. The yield of the crop depends on the essence of the seed. Also, inclusive progress can be realized only if people with proper service spirit and initiation skills are brought into the executive system. If those who are able to adhere to constitutional norms and laws and work dedicatedly to raise the standard of living, then the local people will benefit for thirty to forty years. It is essential to ensure that the SPSCs, which need guidance for such people, do not go astray. Impartial intellectuals and professionals who are not related to politics should be appointed in PSC positions. Leakages of examination papers should be prevented with the help of modern technology. The perpetrators of such pastimes should be punished swiftly!
