ఈనాడు, హైదరాబాద్: తెలంగాణలో ఓటరు ప్రత్యేక సమగ్ర సవరణ (ఎస్ఐఆర్)ను త్వరలో నిర్వహించనున్నట్లు కేంద్ర ఎన్నికల ప్రధాన కమిషనర్ (సీఈసీ) జ్ఞానేశ్ కుమార్ తెలిపారు. ఎస్ఐఆర్ జరగని అన్ని రాష్ట్రాల్లోనూ మూడో దశలో సర్వే ఉంటుందని వెల్లడించారు. బిహార్లో ఎస్ఐఆర్ విజయవంతమైందని, ప్రస్తుతం 12 రాష్ట్రాల్లో కొనసాగుతోందని వెల్లడించారు. బిహార్లో జరిగిన ఎస్ఐఆర్ ప్రక్రియను ప్రామాణికంగా తీసుకుని తెలంగాణలోనూ బూత్ స్థాయి అధికారులు (బీఎల్వోలు) సర్వేను విజయవంతం చేయాలని కోరారు. హైదరాబాద్లోని రవీంద్రభారతిలో ఆదివారం బీఎల్వోలతో సీఈసీ సమావేశం నిర్వహించి మాట్లాడారు. ‘‘దేశ ఎన్నికల వ్యవస్థకు బీఎల్వోలే వెన్నెముక. మన దేశ ఎన్నికల వ్యవస్థ నిర్వహణను ప్రపంచం మొత్తం ఆసక్తిగా గమనిస్తోంది. బిహార్లో ఎస్ఐఆర్ సర్వేను బీఎల్వోలు విజయవంతం చేసి దేశానికి మార్గనిర్దేశం చేశారు. అక్కడ ఎస్ఐఆర్ తర్వాత 7.5 కోట్ల మందితో ఓటర్ల జాబితాను విడుదల చేశాం. వాటిపై ఫిర్యాదులేవీ రాలేదు. అక్కడ ఎన్నికలు జరిగాక ఈవీఎంలు, వీవీప్యాట్లపై కూడా ఎలాంటి ఫిర్యాదులు అందలేదు. రీపోలింగ్, రీకౌంటింగ్ అవసరం రాలేదు.
930 మంది ఓటర్లకు ఒక బీఎల్వో
తెలంగాణలో సగటున 930 మంది ఓటర్లకు ఒక బీఎల్వో ఉంటారు. ఇప్పటికే ఎస్ఐఆర్ చేసిన చోట్ల.. చనిపోయినవారి పేర్లు, ఒక వ్యక్తికి రెండు ఓట్ల వంటివి కనిపించాయి. ఇలాంటివి తెలంగాణలోనూ ఉండవచ్చు. ఎస్ఐఆర్ ద్వారా అలాంటి వాటిని సవరించాలి. దేశంలో రాజ్యాంగానికి అతి పెద్ద సైనికుడు బీఎల్వోనే. దేశంలో ఎన్నికల కోసం 1.80 కోట్ల మంది సిబ్బంది పని చేస్తున్నారు. ఏడు దేశాల నుంచి 20 మంది ప్రతినిధులు వచ్చి బిహార్ ఎన్నికలను పరిశీలించారు’’ అని జ్ఞానేశ్ కుమార్ పేర్కొన్నారు. తెలంగాణలోని అసెంబ్లీ, పార్లమెంటు స్థానాలు, ఓటర్ల జాబితా, ఎన్నికల నిర్వహణ అధికారులు, సిబ్బందికి సంబంధించిన అంశాలను రాష్ట్ర చీఫ్ ఎలక్టోరల్ అధికారి సుదర్శన్రెడ్డి వివరించారు. కార్యక్రమంలో సీనియర్ డిప్యూటీ సీఈసీ పవన్కుమార్ శర్మ, అదనపు ఎన్నికల అధికారి వాసం వెంకటేశ్వర్లు, జీహెచ్ఎంసీ కమిషనర్ ఆర్వీ కర్ణన్, రంగారెడ్డి జిల్లా కలెక్టర్ నారాయణరెడ్డి, రాష్ట్ర ఉప ఎన్నికల అధికారి హరిసింగ్ పాల్గొన్నారు.
ఈ సమావేశంలో బీఎల్వోలు అడిగిన పలు ప్రశ్నలకు సీఈసీ జ్ఞానేశ్ కుమార్ సమాధానాలిచ్చారు. ‘‘పట్టణ ప్రాంతాల్లో పోలింగ్ శాతం తక్కువగా ఉండడానికి స్థానిక ఓటర్ల నిరాసక్తతే ప్రధాన కారణం. గ్రామీణ ప్రాంతాల ఓటర్లు మాత్రం ఉత్సాహంగా క్యూలో నిలబడి ఓటుహక్కును వినియోగిస్తూ దేశానికి దారి చూపుతున్నారు. దేశంలో ఎన్నికలు పూర్తిగా చట్టప్రకారమే జరుగుతున్నాయి. ఎన్నికల నియమాలను ప్రతి ఒక్కరూ తప్పనిసరిగా పాటించాల్సిందే. వలస ఓటర్లు ఏదైనా ఒక ప్రాంతంలోనే ఓటింగ్ను కలిగి ఉండాలి. బీఎల్వోల గౌరవ వేతనం రూ.6 వేల నుంచి రూ.12 వేల వరకు పెంచాం. ఆధార్ కార్డు అనేది కేవలం ఐడెంటిటీ కార్డు మాత్రమే. ఇది దేశ పౌరసత్వాన్ని, పుట్టిన తేదీని ధ్రువీకరించే కార్డు కాదు. ఓటరు నమోదులో ఆధార్ కార్డు ఒక ఆప్షన్ మాత్రమే’’ అని సీఈసీ వివరించారు.

CEC explained that Aadhaar card is only an option for voter registration.
