- ప్రకాశం జిల్లా టంగుటూరు మండలం తూర్పునాయుడుపాలెంలో వైకాపా ప్రభుత్వ హయాంలో చేపట్టిన రీసర్వేతో సమస్య మొదలైంది. గతంలో ఉన్న 302 అనే ఎల్పీఎంను విభజించి భూనక్ష మ్యాప్లో 307, 308 నంబర్లుగా నమోదు చేశారు. వెబ్ల్యాండ్ ఆర్ఓఆర్లో 314, 315 ఎల్పీఎం నంబర్లుగా పేర్కొన్నారు. వాస్తవానికి భూనక్షలోని నంబర్లే వెబ్ల్యాండ్లోనూ కనిపించాలి. అలా కాకుండా రెండుచోట్ల వేర్వేరుగా అప్డేట్ అయ్యాయి. దీన్ని సరిదిద్దాలంటూ సీసీఎల్ఏకు పది నెలల కిందట దస్త్రం పంపినా ఇప్పటికీ కొలిక్కి రాలేదు. ఆ నియోజకవర్గ ఎమ్మెల్యే, మంత్రి డోలా శ్రీబాల వీరాంజనేయస్వామి అధికారులకు లేఖలు రాసినా ఫలితం లేదు.

ఈనాడు, అమరావతి: రెవెన్యూ సమస్యల పరిష్కారంలో తహసీల్దారు, ఆర్డీవో కార్యాలయాలే కాదు.. కలెక్టరేట్, సీసీఎల్ఏ కార్యాలయాలూ నిద్ర నటిస్తున్నాయి. మండలం, డివిజన్, జిల్లా నుంచి ఏదైనా దస్త్రం వచ్చిందంటే పరిష్కారం మాట అటుంచి.. కొర్రీలేస్తున్నారు. తహసీల్దారు, ఆర్డీవో కార్యాలయాల్లో రెవెన్యూ అర్జీలను పరిష్కరించడం లేదంటున్న ఉన్నతాధికారులు.. వారి వద్ద ఉన్న దస్త్రాల ఊసెత్తడం లేదు. కొందరు సంయుక్త కలెక్టర్లు, కలెక్టర్లు ఆయా దస్త్రాలపై ‘డిస్కస్’ అని రాసి.. వెనక్కి పంపేస్తున్నారు. ఆ తర్వాత వాటి పరిష్కారానికి నెలలు, ఏళ్ల సమయం పడుతోంది. జిల్లాల నుంచి సీసీఎల్ఏ వరకు ఎవరికి వారే.. తమకు ఎందుకొచ్చిన గొడవ అని పక్కవారిపై నెట్టేస్తున్న పరిస్థితి కనిపిస్తోంది. పాత రికార్డులు కనిపించడం లేదంటూ పక్కన పెట్టేయడమూ రివాజుగా మారింది. ఎన్ని కొర్రీలు వేస్తే.. అంత గొప్పగా పరిశీలించినట్లు లెక్క అనే భావన కలెక్టరేట్లలోని కొందరు రెవెన్యూ అధికారుల్లో పాతుకుపోయింది. సిబ్బంది కొరత కూడా సమస్యకు మరో కారణం. రెవెన్యూ ప్రక్షాళన చేయాలని భావిస్తున్న ప్రభుత్వం ముందుగా వీటిపై ఆలోచించాలనే అభిప్రాయం వ్యక్తమవుతోంది.
వచ్చేవన్నీ దీర్ఘకాలిక సమస్యలే
గ్రామాల్లో వేల రెవెన్యూ సమస్యలు దీర్ఘకాలంగా కొనసాగుతున్నాయి. వాటిలో అధిక భాగం సమస్యలకు సంబంధించిన దస్త్రాలు కలెక్టరేట్లు, సీసీఎల్ఏ కార్యాలయాలకు వచ్చి, మళ్లీ వెనక్కి వెళ్తున్నాయి. ఇందులో 22ఏ నిషేధిత భూములకు సంబంధించిన వాటితో పాటు.. సుమోటో కరెక్షన్లు, చుక్కల భూములు, రీసర్వేకు సంబంధించినవి ఎక్కువగా ఉంటున్నాయి. ఏదైనా దస్త్రం వచ్చిందంటే కొన్నిచోట్ల కలెక్టరేట్లోని అధికారులు లోపాలున్నాయని వెనక్కి పంపిస్తున్నారు. కలెక్టర్, సంయుక్త కలెక్టర్ కూడా వారు చెప్పిన దానికి తలూపుతున్న పరిస్థితులున్నాయి.
వందేళ్ల ఆధారాలతో సమర్పించాలంటూ..
ఏదైనా భూ సమస్యకు సంబంధించిన అర్జీ వస్తే.. వాటికి సంబంధించిన లింక్ దస్తావేజులు ఇవ్వాలని మండల అధికారుల్ని కోరుతున్నారు. అక్కడ అందుబాటులో లేకపోతే .. ఏళ్లపాటు ఆయా దస్త్రాలు కదలవు. కొన్నింటికి వందేళ్ల ఆధారాలు సమర్పించాలని ఆదేశిస్తున్నారు. రైతులకు అది సాధ్యమా? కాదా? అని ఆలోచించడం లేదు. ఉదాహరణకు కోస్తాలోని ఓ జిల్లాలో వందేళ్ల కిందట కన్వర్షన్ అయిన భూమిని 22ఏ కింద పెట్టేశారు. దీన్ని సరిదిద్దాలని తహసీల్దారు, ఆర్డీవోలు కూడా కలెక్టర్, సీసీఎల్ఏకు లేఖలు రాశారు. అయినా పరిష్కారం దొరకలేదు. న్యాయస్థానం జోక్యంతో చివరకు ఆధారాలు లేవని తిరస్కరించేశారు. ఈ సమస్య కారణంగా సుమారు 40 మంది రైతులు ఇబ్బంది పడుతున్నారు. ఇలాంటి కేసులు రాష్ట్రంలో వేలల్లో ఉన్నాయి. ప్రభుత్వం వీటన్నిటిపై దృష్టి సారించాల్సిన అవసరం ఉంది.
