ఈనాడు, హైదరాబాద్: ‘‘రెండేళ్ల నుంచి మౌనంగా ఉన్నాను. ఇక మాట్లాడక తప్పని పరిస్థితి వచ్చింది. రెండేళ్లుగా అనేక ప్రజా సమస్యలపై భారాస పోరాడుతూనే ఉంది. ఇప్పుడు రాష్ట్రం మొత్తానికే ముప్పు వచ్చింది. గోదావరి మీద చంద్రబాబు దోపిడీ చేస్తుంటే.. రాష్ట్ర సర్కారులో చలనం లేదు. కృష్ణాలో పాలమూరు రంగారెడ్డి ఎత్తిపోతల మీద ఘోరం జరుగుతుంటే చప్పుడు చేయట్లేదు. అందుకే నేనే రంగంలోకి దిగా. రెండు, మూడు రోజుల్లో మహబూబ్నగర్, నల్గొండ, రంగారెడ్డి జిల్లాల నాయకులతో సమావేశమవుతా. ఊరూరా ప్రజా ఉద్యమాలు చేస్తాం. కవులు, గాయకులను తట్టి లేపుతాం. బహిరంగసభలు పెడతాం. వాటికి నేను హాజరవుతా. కేంద్ర, రాష్ట్ర ప్రభుత్వాలను నిద్రపోనీయం. ఇవాళ్టి దాకా వేరు.. రేపట్నుంచి వేరు. మా కళ్ల ముందే ఇంత దుర్మార్గం జరుగుతుంటే.. నేను ఎందుకు మౌనంగా ఉండాలి? ఇది సర్వభ్రష్ట సర్కారు. ఈ నిష్క్రియా ప్రభుత్వాన్ని నిలదీస్తాం. తెలంగాణ కోసం ఎవరితోనైనా కొట్లాడతాం’’ అని భారాస అధినేత, మాజీ ముఖ్యమంత్రి కేసీఆర్ విరుచుకుపడ్డారు. తెలంగాణ భవన్లో ఆదివారం నిర్వహించిన భారాస శాసనసభాపక్షం, పార్లమెంటరీ పక్షం, రాష్ట్ర కార్యవర్గ సంయుక్త సమావేశంలో కేసీఆర్ 3 గంటలసేపు దిశానిర్దేశం చేశారు. పార్టీ కార్యనిర్వాహక అధ్యక్షుడు కేటీఆర్, మాజీ మంత్రులు హరీశ్రావు, తలసాని శ్రీనివాస్యాదవ్, జగదీశ్రెడ్డి, లక్ష్మారెడ్డి, శ్రీనివాస్గౌడ్ తదితరులు పాల్గొన్నారు. అనంతరం విలేకరుల సమావేశంలో కేసీఆర్ మాట్లాడుతూ.. ప్రభుత్వంపై నిప్పులు చెరిగారు.
సమైక్య పాలనలో పాలమూరుపై వివక్ష
‘‘సమైక్య పాలనలో పాలమూరు జిల్లా వివక్షకు గురైంది. తెలంగాణలో కృష్ణా నది ప్రవేశించేది, ఎక్కువ దూరం ప్రవహించేది మహబూబ్నగర్ జిల్లాలోనే. అయినా.. కాంగ్రెస్, తెదేపాలు ఆ జిల్లాకు తీవ్ర అన్యాయం చేశాయి. పాలమూరు ఎత్తిపోతలు కొత్తది కాదు. గతంలోనే 174 టీఎంసీలకు రూపకల్పన జరిగింది. దీనిపై ఉద్యమ సమయంలోనే బ్రిజేశ్కుమార్ ట్రైబ్యునల్కు వెళ్లాం. తర్వాత బచావత్ ట్రైబ్యునల్ సుమోటోగా స్వీకరించి.. 17 టీఎంసీలు జూరాలకు మంజూరు చేసింది. 1974-78 మధ్య వాటాను కేటాయిస్తే.. దాన్నెవరూ పట్టించుకోలేదు. అంజయ్య ముఖ్యమంత్రిగా ఉన్నప్పుడు దానికి శంకుస్థాపన చేశారు. తెలంగాణ ప్రాజెక్టు కాబట్టి.. తర్వాత కాలంలో దాన్ని పక్కనబెట్టారు. 2001లో గులాబీ జెండా ఎగిరే వరకూ ఇదే పరిస్థితి. తెలంగాణ ఏర్పడి నేను ముఖ్యమంత్రి అయ్యాక.. మహబూబ్నగర్ జిల్లాలోని పెండింగ్ ప్రాజెక్టులైన నెట్టెంపాడు, భీమా, కల్వకుర్తి అన్నింటినీ లైన్లోకి తెచ్చాం. 6.50 లక్షల ఎకరాల ఆయకట్టుకు నీరు పారించాం. తుమ్మిళ్ల లిఫ్ట్ పూర్తిచేసి నీరిచ్చాం. మైనర్ ఇరిగేషన్ చెరువుల సామర్థ్యం పెంచి.. 1.5 లక్షల ఎకరాలకు నీరందించాం. కృష్ణా నదిలో 170 టీఎంసీల నీళ్లు తెచ్చుకోవాలనే వ్యూహంతో.. పాలమూరు రంగారెడ్డి ఎత్తిపోతలకు శ్రీకారం చుట్టాం. ట్రైబ్యునల్లో తెలంగాణకు కేటాయించిన 45 టీఎంసీలు, మైనర్ ఇరిగేషన్లో నష్టపోయిన 45 టీఎంసీలు కలిపి 90.81 టీఎంసీలకు ప్రతిపాదించాం. ప్రాజెక్టుకు రూ.35 వేల కోట్లు మంజూరు చేశాం. ఇందులో రూ.27 వేల కోట్లు ఖర్చు చేసి.. 90 శాతం పనులు పూర్తి చేశాం. 145 మెగావాట్ల కెపాసిటీ పంపులను అమర్చాం. ఒక పంపు మోటార్ను కూడా ఆన్ చేశాం. ఇంతలో ప్రభుత్వం మారింది. కాంగ్రెస్ వచ్చాక ఆ ప్రాజెక్టును పట్టించుకోవడం లేదు. రెండేళ్లు గడిచిపోయినా తట్టెడు మట్టి తీయలేదు.
ప్రతి దాన్నీ వ్యతిరేకిస్తున్న కేంద్రం
నేను కేంద్రంతో కొట్లాడి నీటి వాటాలపై సెక్షన్ 3 మంజూరు చేయించాను. కృష్ణాలో బచావత్ ట్రైబ్యునల్ ప్రకారం వచ్చిన కేటాయింపు 811 టీఎంసీలే. కానీ బ్రిజేశ్ ట్రైబ్యునల్ వచ్చాక.. అది దాదాపు 1,005 టీఎంసీలకు పెరిగింది. ఒరిజినల్గా మనకున్న 90 టీఎంసీలు, అదనంగా వచ్చేది కలిస్తే.. 170 టీఎంసీల దాకా తీసుకుపోవచ్చని ఆశపడ్డాం. పాలమూరు జిల్లాలో నియోజకవర్గానికి లక్ష ఎకరాల చొప్పున నీరు పారించవచ్చని ఆకాంక్షించా. తెలంగాణ వచ్చినప్పటి నుంచీ రాష్ట్రం చేసే ప్రతి ప్రతిపాదననూ కేంద్రం వ్యతిరేకిస్తోంది. మా హయాంలో కేంద్రంతో గట్టిగానే కొట్లాడి అనుమతులు సాధించుకున్నాం. ఇప్పుడు చంద్రబాబు ఎన్డీయేలో చేరడంతో.. ఆయన మాటలు పట్టుకొని కేంద్ర నేతలు అడ్డుతగులుతున్నారు. ఆయన ఒత్తిడితోనే పాలమూరు డీపీఆర్ను కేంద్రం వెనక్కి పంపింది. దీనిపై కాంగ్రెస్ ప్రభుత్వానికి ఎందుకు నోరు పెగలడం లేదు? రాష్ట్ర నీటిపారుదల శాఖ మంత్రి.. కృష్ణా నదిలో 45 టీఎంసీలు నీళ్లు ఇమ్మని లేఖ రాశారు. ఇలా ఎలా రాస్తారు? బచావత్ ట్రైబ్యునల్ ఇచ్చిన 45 టీఎంసీలను ఎందుకు ఆపుతున్నారు?
రియల్ ఎస్టేట్ తప్ప మరోటి లేదా?
కాంగ్రెస్ ప్రభుత్వానివన్నీ దిక్కుమాలిన పాలసీలే. గురుకుల పాఠశాలల్లో 120 మంది విద్యార్థులు చనిపోయారు. పిల్లల మరణాలను ఆపలేరు గానీ.. ఫ్యూచర్ సిటీ కడతారట. హైదరాబాద్ నగరం మధ్యలో ఉన్న ఫార్మా పరిశ్రమలను వెలుపలికి తరలించి.. 14 వేల ఎకరాలతో మేం ఫార్మాసిటీకి శ్రీకారం చుట్టాం. పలు దేశాలకు ఐఏఎస్లను పంపించి అధ్యయనం చేయించాం. ఫార్మా యూనివర్సిటీ పెట్టాలనుకున్నాం. ఇప్పుడు ప్రభుత్వం ఆ భూములను అమ్ముకోవాలని చూస్తోంది. అక్కడ జూపార్క్ పెడుతుందట. ఎందుకు? ఇప్పుడున్న జూపార్క్ భూములను అమ్ముకోవడానికా? ఎంతసేపూ రియల్ ఎస్టేట్ దందా తప్ప మరొకటి లేదా? పచ్చి అబద్ధాలు చెప్పి కాంగ్రెస్ అధికారంలోకి వచ్చింది. కల్యాణలక్ష్మి, పింఛన్లు, ధాన్యానికి బోనస్, రైతుబంధు, రైతు రుణమాఫీ.. అన్నింట్లో మోసం చేసింది. రైతులకు కనీసం యూరియా కూడా సరఫరా చేయడం లేదు.
అబద్ధాలతో ఎన్నేళ్లు మోసం చేస్తారు?
భారీగా సమిట్లు పెట్టి.. బిజినెస్ హైప్ చేస్తున్నారు. దీనికి ఆద్యుడు చంద్రబాబే. బాబు చెప్పిన బిజినెస్ లెక్కలు, ఎంఓయూలు విజయవంతమైతే.. ఏపీలో ఇప్పటికే రూ.20 లక్షల కోట్ల పెట్టుబడులు రావాలి కదా? మొదటిసారి ఆయన సీఎంగా ఉన్నప్పుడు వైజాగ్లో ఎంఓయూలు కుదుర్చుకున్నది ఎవరితో అన్నది ఆరా తీస్తే.. వంట మనుషులని తేలింది. నేను సీఎంగా ఉన్నప్పుడు మధ్యప్రదేశ్ ప్రభుత్వ ఆహ్వానం మేరకు అక్కడికి వెళ్లా. అంతకు రెండు మూడు నెలల ముందే.. ప్రధాని మోదీ వచ్చి రూ.14 లక్షల కోట్లకు ఒప్పందాలు చేసి వెళ్లారు. నేను అదే విషయం ప్రస్తావిస్తే.. ఆ ఒప్పందాలన్నీ బోగస్ అని మధ్యప్రదేశ్ మంత్రే నాకు చెప్పారు. ఇక్కడ కాంగ్రెస్ ప్రభుత్వం కూడా రూ.5.75 లక్షల కోట్ల పెట్టుబడులు అంటూ ప్రజలను మోసం చేస్తోంది. అబద్ధాలతో ఎన్నాళ్లు మోసగిస్తారు?
నన్ను తిట్టడమే పనిగా పెట్టుకున్నారు..
మహిళలకు ఇస్తానన్న రూ.2 వేలకే దిక్కులేదు.. కోటిమంది మహిళలను కోటీశ్వరులను ఎలా చేస్తారు? మా హయాంలో ప్రజల ఆస్తి విలువ పెంచాం. రోడ్డు సమీపంలో 4 ఎకరాలున్న వారు కూడా ధీమాతో బతికేలా చేశాం. కానీ కాంగ్రెస్ వచ్చాక.. రియల్ ఎస్టేట్ కుప్పకూలింది. తక్కువ ధరకే భూములను అమ్ముకోవాల్సిన దుస్థితి నెలకొంది. కేసీఆర్ చేసిన అప్పులకు వడ్డీలు కట్టలేకపోతున్నామని చెబుతున్నారు. కానీ కాగ్ ఈ విషయంలో ప్రభుత్వానికి మొట్టికాయ వేసింది కదా? నన్ను ఇష్టానుసారంగా తిట్టడమే పనిగా పెట్టుకున్నారు. నా చావును కోరుతూ శాపనార్థాలు పెడుతున్నారు.
సర్కారుపై వ్యతిరేకత పంచాయతీ ఎన్నికల్లో స్పష్టం
స్థానిక సంస్థల ఎన్నికల్లో భారాస మద్దతుదారుల విజయం కోసం కష్టపడిన వారందరికీ అభినందనలు. అధికార పార్టీపై ఉన్న ప్రజా వ్యతిరేకత ఈ ఎన్నికల్లో కనిపించింది. ఇష్టానుసారంగా వ్యవహరిస్తున్న కాంగ్రెస్ ఎమ్మెల్యేలకు పంచాయతీ ఎన్నికల్లో ప్రజలు తగిన బుద్ధి చెప్పారు’’ అంటూ కేసీఆర్ ధ్వజమెత్తారు.
అజ్మేర్ షరీఫ్ దర్గా ఉర్సు ఉత్సవాలకు ఏటా సమర్పించినట్లుగానే ఈ ఏడాది కూడా భారాస అధినేత, మాజీ సీఎం కేసీఆర్ చాదర్ను ఆదివారం నందినగర్లోని ఆయన నివాసంలో అందజేశారు. ఈ కార్యక్రమంలో మాజీ మంత్రి మహమూద్ అలీ, పార్టీ మైనారిటీ నేతలు పాల్గొన్నారు.
