ఈనాడు, హైదరాబాద్: యూపీఎస్సీ, రాష్ట్రాల పబ్లిక్ సర్వీస్ కమిషన్లు.. సమానత్వాన్ని, సామాజిక న్యాయాన్ని పెంపొందించే దిశగా పనిచేస్తున్నాయని, దేశ పురోగతిలో అవి నిరంతరం భాగస్వాములు కావాలని రాష్ట్రపతి ద్రౌపదీముర్ము ఆకాంక్షించారు. ప్రభుత్వ ఉద్యోగుల ఎంపిక విధానంలో నిజాయతీ, సమగ్రత కలిగిన అభ్యర్థులకు అత్యధిక ప్రాధాన్యమివ్వాలని సూచించారు. మిగిలిన అంశాలకంటే నిజాయతీ, సమగ్రతలే అత్యంత ముఖ్యమైనవని తెలిపారు. శుక్రవారమిక్కడ రామోజీ ఫిల్మ్సిటీలో రెండురోజుల పాటు జరగనున్న పబ్లిక్ సర్వీస్ కమిషన్ ఛైర్పర్సన్ల 26వ జాతీయ సదస్సులో రాష్ట్రపతి ముఖ్యఅతిథిగా పాల్గొన్నారు. ఈ సమావేశానికి గవర్నర్ జిష్ణుదేవ్ వర్మ, యూపీఎస్సీ ఛైర్మన్ డాక్టర్ అజయ్కుమార్, తెలంగాణ మహిళా శిశు సంక్షేమశాఖ మంత్రి సీతక్క, టీజీపీఎస్సీ ఛైర్మన్ బుర్రా వెంకటేశంతో పాటు పలు రాష్ట్రాల పీఎస్సీల ఛైర్పర్సన్లు, ప్రతినిధులు హాజరయ్యారు. రాష్ట్రపతి మాట్లాడుతూ.. ‘‘అభ్యర్థుల నైతిక దృక్పథాన్ని అర్థం చేసుకునేందుకు ఇతర సాధనాలు, పద్ధతుల్ని కమిషన్లు గుర్తించాలి. సివిల్ సర్వెంట్లుగా నియమితులయ్యే యువత.. సమాజంలో వెనుకబడిన, అణగారిన, అసహాయుల కోసం పనిచేయాలి. మహిళల అవసరాలు, ఆకాంక్షల పట్ల సున్నితత్వం కలిగి ఉండాలి. సాంకేతికతలో ఎదురయ్యే సవాళ్లను కమిషన్లు ముందుగానే గుర్తించి పారదర్శకతను మరింత బలోపేతం చేయడం, విశ్వసనీయత పెంచడం ద్వారా ప్రపంచస్థాయి ప్రమాణాలతో కూడిన అధికారుల బృందాలను తీర్చిదిద్దాలి. సర్వీసులు, పబ్లిక్ సర్వీస్ కమిషన్ల కోసం డాక్టర్ బీఆర్ అంబేడ్కర్.. రాజ్యాంగంలో ప్రత్యేక భాగాన్ని కేటాయించి, ప్రత్యేక విధులు, బాధ్యతలకు ప్రాముఖ్యమిచ్చారు.
జాతి నిర్మాతల కలలు నిజం చేస్తున్న పీఎస్సీలు
రాజ్యాంగ ఆదర్శాలైన సామాజిక, ఆర్థిక, రాజకీయ న్యాయం, సమానహోదా, అవకాశాలు దేశం పనితీరుకు ప్రమాణాలుగా ఉన్నాయి. ఈ దిశగా మార్గనిర్దేశం చేస్తూ, సివిల్ సర్వెంట్ల ఎంపికలో జాతి నిర్మాతల కలలను పీఎస్సీలు నిజం చేస్తున్నాయి. యూపీఎస్సీ, రాష్ట్రాల పీఎస్సీలకు పనిచేస్తున్న, పనిచేసిన ఛైర్పర్సన్లు, కమిషన్ బృందాలను అభినందిస్తున్నా. అత్యంత విశ్వసనీయత కలిగిన ప్రభుత్వ సంస్థల్లో యూపీఎస్సీ ఒకటి. నిష్పక్షపాతంగా అధికారులను ఎంపిక చేస్తోంది. సివిల్, పబ్లిక్ సర్వీసుల్లో అత్యంత నైపుణ్యం కలిగిన బృందాలను సిద్ధం చేస్తున్న యూపీఎస్సీకి గొప్ప పరపతి ఉంది. వివిధ రాష్ట్రాల పీఎస్సీలు ఆయా రాష్ట్రాల అభివృద్ధిలో భాగస్వాములై.. రాజ్యాంగం నిర్దేశించిన విధులు నిర్వర్తిస్తున్నాయి. 2047 నాటికి వికసిత్ భారత్ లక్ష్యాన్ని సాధించేలా అడుగులు వేస్తున్నాం. సర్వీస్ కమిషన్లు భవిష్యత్తు అవసరాలకు సిద్ధంగా ఉండే సివిల్ సర్వెంట్ల బృందాన్ని నిర్మించడంలో తమ బాధ్యతలు నిరంతరంగా నిర్వర్తిస్తూనే ఉండాలి’’ అని సూచించారు.
పారదర్శకత, నిష్పక్షపాతం పునాదిగా ఉండాలి: గవర్నర్
గవర్నర్ జిష్ణుదేవ్ వర్మ మాట్లాడుతూ.. ‘‘పబ్లిక్ సర్వీస్ కమిషన్లు కచ్చితమైన కాలపరిమితితో నిష్పక్షపాతంగా, ప్రతిభ ఆధారిత నియామకాలు చేపట్టాలి. సమర్థులైన వ్యక్తులు ప్రభుత్వ పరిపాలనలోకి వచ్చేలా చూడాలి. ప్రశ్నపత్రం తయారీ నుంచి మూల్యాంకనం, ఇంటర్వ్యూల వరకు ప్రతి ప్రక్రియలో పారదర్శకత, నిష్పక్షపాతంతో వ్యవహరించాలి. నియామకాలకు పీఎస్సీలు క్యాలండర్ ప్రకటించి.. దాన్ని రాజీ లేకుండా పాటించాలి. టీజీపీఎస్సీ గత ఏడాది లక్ష్యం మేరకు అన్ని పరీక్షలను విజయవంతంగా నిర్వహించి, అర్హులైన యువతకు రికార్డుస్థాయిలో ఉద్యోగాలు కల్పించి జాతీయస్థాయిలో గుర్తింపు పొందింది’’ అని ప్రశంసించారు.
సెంటర్ ఆఫ్ ఎక్స్లెన్స్ అవసరం: యూపీఎస్సీ ఛైర్మన్
యూపీఎస్సీ ఛైర్మన్ అజయ్కుమార్ మాట్లాడుతూ.. ‘‘పబ్లిక్ సర్వీస్ కమిషన్ల బలోపేతం కోసం సెంటర్ ఆఫ్ ఎక్స్లెన్స్ (సీవోఈ) ఏర్పాటు చేయాల్సిన అవసరముంది. ఉమ్మడి నిబంధనలు, ఉత్తమ విధానాలను ఒకరితో ఒకరు పంచుకోవడానికి, పారదర్శకతను పెంచేందుకు ఇది ఉపయోగపడుతుంది. రాష్ట్రాల పీఎస్సీల కోసం 100 ముఖ్యమైన న్యాయ తీర్పులతో కూడిన నియమావళి సిద్ధం చేస్తున్నాం. వీటి ఆధారంగా న్యాయవివాదాలను అధిగమించేలా ముందుకు వెళ్లవచ్చు’’ అని తెలిపారు. కమిషన్లకు సోషల్ మీడియా పెద్దసవాలుగా మారిందని, అభ్యర్థుల్లో అపోహలు సృష్టిస్తూ పీఎస్సీల విశ్వసనీయతను కొన్ని మీడియా వేదికలు దెబ్బతీస్తున్నాయని టీజీపీఎస్సీ ఛైర్మన్ బుర్రా వెంకటేశం పేర్కొన్నారు. పారదర్శక నియామకాలతో ప్రతిభ ఆధారంగా అత్యుత్తమ అభ్యర్థులను ఎంపిక చేస్తున్నామన్నారు. ఈ సదస్సుకు 24 మంది పీఎస్సీల ఛైర్మన్లు వచ్చారని తెలిపారు.
