ఈనాడు, హైదరాబాద్: నీటిపారుదల శాఖ ముందుచూపు లోపం.. ప్రణాళిక లేమి రెండు ఎత్తిపోతల పథకాల కింద రైతులకు కడగండ్లు మిగులుస్తున్నాయి. చిన్న మొత్తం వెచ్చిస్తే రూ.వందల కోట్ల పంటను పండించే రైతులకు ఇక్కట్లు తప్పుతాయి. ఆ దిశగా చర్యలు లేకపోవడంతో వరదలు వచ్చిన ప్రతిసారీ వారు బిక్కుబిక్కుమని గడపాల్సి వస్తోంది. కృష్ణా నదిపై శ్రీశైలం జలాశయం వెనుక జలాలు తీసుకునే మహాత్మాగాంధీ కల్వకుర్తి ఎత్తిపోతలు, గోదావరిపై శ్రీరాంసాగర్ వెనుక జలాలు తీసుకునే కాళేశ్వరం ప్యాకేజీ 20లోని పంపుహౌస్లు వరదలు వస్తే వణికిపోతున్నాయి.
సమస్య ఏంటంటే..
ఈ జలాశయాల్లో కనిష్ఠ నీటి మట్టం ఉన్నప్పుడూ నీటిని తీసుకునేలా గ్రావెటీ కాలువను తవ్వి పంపుహౌస్కు ముందు భాగాన ఉండే సర్జిపూల్కు అనుసంధానించారు. జలాశయంలో ఎంత మట్టం పెరిగితే సర్జిపూల్లో కూడా అంతే నీటి మట్టం పెరుగుతుంది. దీనికి అనుగుణంగా డిజైన్ చేశారు. వరదలు వచ్చినప్పుడు పూర్తి మట్టం స్థాయిని (ఎఫ్ఆర్ఎల్) దాటి జలాశయంలో నీళ్లు పెరుగుతాయి. అప్పుడు ఆ నీటి ఒత్తిడి సర్జిపూల్కు.. పంపుహౌస్కు మధ్య ఉండే గేట్లపై పడుతోంది. అవి విఫలమైనప్పుడు ఒక్కసారిగా పంపుహౌస్లోకి వరద ప్రవేశిస్తోంది. ఇలా రాష్ట్రంలోని పలు పంపుహౌస్లు అనేక సార్లు ముంపునకు గురయ్యాయి. జలాశయం నుంచి వచ్చే గ్రావెటీ కాలువకు, సర్జ్పూల్కు మధ్యలో హెడ్ రెగ్యులేటర్ నిర్మిస్తే వరద సర్జిపూల్కు చేరకుండా నియంత్రించవచ్చు. కానీ, ఈ నిర్మాణాలు లేక ముంపు ఏర్పడుతోంది. యంత్రాంగం పాఠాలు నేర్వలేదు.
కల్వకుర్తి వద్ద ఇలా..
నాగర్కర్నూల్ జిల్లా కొల్లాపూర్ మండలం రేగుమానుగడ్డ వద్ద ఉన్న మహాత్మాగాంధీ కల్వకుర్తి ఎత్తిపోతల పథకం (కేఎల్ఐ) మొదటి పంపుహౌస్కు శ్రీశైలం జలాశయం నుంచి గ్రావెటీ కాలువ ద్వారా నీళ్లు వస్తాయి. శ్రీశైలం జలాశయం పూర్తి స్థాయి నీటి మట్టం 885 అడుగులు కాగా.. 800 అడుగుల స్థాయి నుంచి కేఎల్ఐతో నీటిని తీసుకునేలా పంపుహౌస్ నిర్మించారు. శ్రీశైలం పూర్తి స్థాయిలో నిండి, ఎగువ నుంచి భారీ వరద వస్తే నీటి ఒత్తిడి అధికంగా ఉంటుంది. ఆ ఒత్తిడి కేఎల్ఐ పంపుహౌస్ వద్ద కూడా ఉంటుంది. గ్రావెటీ కాలువకు హెడ్ రెగ్యులేటర్ లేకపోవడంతో నీటిని నియంత్రించడం సాధ్యం కావడం లేదు. పంపులను నడిపించేందుకు సర్జిపూల్ గేట్లను ఇంచు తెరిచినా చాలు నీటి ఒత్తిడి అధికంగా ఉంటుంది. కృష్ణా నదికి భారీ వరదలు వచ్చిన సమయంలో 2014, 2022లలో సర్జిపూల్ గేట్లు విఫలమై పంపుహౌస్ మునిగి పోయింది. ఐదు పంపులు ఉండగా మూడింటికి మాత్రమే మరమ్మతులు పూర్తి చేశారు. 4.20 లక్షల ఎకరాలకు సాగునీరు, చెరువులు, కుంటల ద్వారా అదనపు ఆయకట్టుకు సాగునీరు ఇవ్వాల్సి ఉన్నా.. చివరి ఆయకట్టుకు నీరు అందడం లేదు. ఉమ్మడి మహబూబ్నగర్, రంగారెడ్డి జిల్లాల్లోని పలు మండలాలకు మిషన్ భగీరథ పథకం కింద నిరంతరం ఇక్కడి నుంచే తాగునీటిని ఇస్తున్నారు. భారాస ప్రభుత్వ హయాంలో రూ.11 కోట్లతో హెడ్ రెగ్యులేటర్కు ప్రతిపాదనలు సిద్ధం చేసినా ముందడుగు పడలేదు.
కాళేశ్వరం ప్యాకేజీ వద్ద..
కాళేశ్వరం ఎత్తిపోతల్లోని ఏడో లింక్లోని 20వ ప్యాకేజీ కింద నాలుగు లక్షల ఎకరాల ఆయకట్టు ఉంది. నిజామాబాద్ శివారుల్లోని సారంగాపూర్ పంపుహౌస్ ద్వారా గోదావరి జలాలు ఆయకట్టుకు అందాల్సి ఉంది. దీనికోసం ఈ జిల్లా నవీపేట మండలం బినోలా గ్రామం వద్ద నుంచి శ్రీరాంసాగర్ జలాలు గ్రావెటీ కాలువ ద్వారా పంప్హౌస్కు చేరుతాయి. ఎస్సారెస్పీ ఎఫ్ఆర్ఎల్ 332.450 మీటర్లు కాగా అంతకు మించి వరద వస్తే ఈ గ్రావెటీ కాలువపై ప్రభావం పడుతోంది. 2021లో పంపుహౌస్లోకి వరద చేరి పంపులు మునిగాయి.

The first pump house of the Mahatma Gandhi Kalvakurti lift scheme (KLI) at Regumanugadda, Kolhapur mandal, Nagarkurnool district receives water from Srisailam reservoir through gravity canal. While the full water level of Srisailam reservoir is 885 feet, a pump house has been built to take water from the 800 feet level with KLI. If Srisailam is full and there is a heavy flood from above, the water pressure will be high. That pressure will also be at the KLI pumphouse. There is four lakh acres of Ayakattu under the 20th package of the seventh link in the Kaleshwaram uplifts. Godavari water is to be supplied to Ayakattu through the Sarangapur pump house in the suburbs of Nizamabad. For this, the waters of Sri Ramsagar reach the pump house from Binola village of Navipet mandal of this district through gravity canal. The SSRSP FRL is 332.450 meters and if the flood occurs beyond that, this gravity affects the canal. In 2021, the pump house was flooded and the pumps submerged.
