ఈనాడు, అమరావతి: రాష్ట్రంలో సాగునీటి ప్రాజెక్టులకు మళ్లీ మంచిరోజులు వచ్చాయి. ఎన్డీయే ప్రభుత్వంలో తొలి 18 నెలల్లో సాగునీటి రంగంపై రూ.23,793 కోట్లు ఖర్చు చేశారు. రాష్ట్రంలో వివిధ ప్రాజెక్టులు నిర్మాణంలో ఉండగా ప్రాధాన్య క్రమంలో తక్కువ ఖర్చుతో ఎక్కువ ప్రయోజనాలు ఇచ్చే ప్రాజెక్టులను పూర్తి చేసే లక్ష్యంతో నిధుల కేటాయింపు, పర్యవేక్షణ, ఖర్చు, అవసరమైన సమస్యలు పరిష్కరించి నిర్దిష్ట గడువు లోపు పనులు పూర్తయ్యేందుకు అడుగులు వేస్తున్నారు. పాత ప్రభుత్వం ఒక్క జలవనరుల శాఖలోనే రూ.18 వేల కోట్ల బిల్లులు పెండింగు ఉంచి వెళ్లింది. ఒక వైపు వీటిని చెల్లిస్తూనే అనేక సాగునీటి ప్రాజెక్టులను గాడిలో పెడుతూ పనుల వేగం పెంచారు. 2014-19 మధ్య రాష్ట్రంలో సాగునీటి ప్రాజెక్టులకు స్వర్ణయుగంగా పేర్కొంటారు. ఆ ఐదు సంవత్సరాల్లోనూ రూ.50 వేల కోట్లకు పైగా జలవనరుల శాఖకు, మరో రూ.11 వేల కోట్ల వరకు నీరు ప్రగతి పనులకు ప్రభుత్వం ఖర్చు చేసింది. మళ్లీ ఇప్పుడు ఆ దిశగా పనులు ఊపందుకున్నాయి.
హంద్రీ-నీవాలో జలాలు పరుగులు
హంద్రీ-నీవా కాలువ రాయలసీమ ఉమ్మడి జిల్లాల్లో పరుగులు తీస్తుంది. కృష్ణా వరద జలాలను 738 కిలోమీటర్ల వరకు తీసుకెళుతుంది. 2,200 క్యూసెక్కుల సామర్థ్యం ఉన్న ఈ కాలువను వెడల్పు చేయడంతో పాటు లైనింగు పనులు కూడా చేసి ప్రవాహ సామర్థ్యం 3,850 క్యూసెక్కులకు పెంచారు. ఈ పనులకు రూ.3,500 కోట్లు ఖర్చు చేశారు. ఈ కాలువ ద్వారా సీమ జిల్లాలకు ఈ ఏడాది 43 టీఎంసీలకు పైగా జలాలు పంపిణీ చేశారు. కుప్పానికి తొలిసారిగా నీటిని అందించారు.
వెలిగొండ పనులకు అండాదండ
వెలిగొండ ప్రాజెక్టు తొలిదశ పూర్తి చేయాలంటేనే ఇంకా నిర్మాణ పనులకు రూ.2,000 కోట్లకు పైగా ఖర్చు చేయాలి. పునరావాసానికి సుమారు వెయ్యి కోట్లు కావాలి. ఎన్డీయే ప్రభుత్వం వచ్చిన తర్వాత టన్నెళ్ల తవ్వకాల్లో పెండింగు పనులతో పాటు లైనింగు పనుల వేగం పెంచారు. హెడ్ రెగ్యులేటర్ పనులూ చేస్తున్నారు. 18 నెలల కాలంలో 3,708 మీటర్ల మేర టన్నెల్ లైనింగు పూర్తయింది. ఫీడర్ కాలువ మరమ్మతులు లైనింగు కోసం రూ.456 కోట్లు మంజూరు చేశారు. ఎన్డీయే ప్రభుత్వంలో వెలిగొండపై ఇంతవరకు రూ.571 కోట్లు ఖర్చు చేశారు.
- పోలవరం ఎడమ కాలువ పనులు వేగవంతమయ్యాయి. ఈ ప్రాజెక్టులో జగన్ సర్కారు హయాంలో ఒక్క శాతం పనులు కూడా చేయలేదు. ఒక వైపు ప్రధాన డ్యాం నిర్మిస్తున్నా ఎడమ కాలువ పనులు చేయకపోతే ఉపయోగం లేదు. ఎన్డీయే ప్రభుత్వంలో రూ.1,226 కోట్లతో కాలువలో వివిధ ప్యాకేజీలకు టెండర్లు పిలిచి పనుల వేగం పెంచారు. ఇంతవరకు రూ.900 కోట్ల విలువైన పనులు పూర్తయ్యాయి.
- 2024 ఆగస్టులో తుంగభద్ర ప్రాజెక్టులో 19వ గేటు కొట్టుకుపోయింది. ప్రాజెక్టుల మరమ్మతుల నిపుణుడు కన్నయ్యనాయుడిని పిలిచి ఏపీ ప్రభుత్వం మాట్లాడింది. ‘జిందాల్’ సహకారంతో అక్కడ స్టాప్ లాగ్ గేటు యుద్ధ ప్రాతిపదికన ఏర్పాటు చేసి నీళ్లు వృథా కాకుండా అడ్డుకోగలిగారు. అక్కడ 33 గేట్ల కాలపరిమితి ముగిసిపోవడంతో కొత్తగా గేట్లు ఏర్పాటు చేసేందుకు రూ.55 కోట్లు ఏపీ ప్రభుత్వం మంజూరు చేసింది. పనులు ప్రారంభమయ్యాయి.
- గత ప్రభుత్వ హయాంలో కాలువ, నది వరద కట్టలకు మరమ్మతులు లేవు. ప్రాజెక్టుల నిర్వహణకూ నిధులు ఇవ్వలేదు. ప్రస్తుతం ఎన్డీయే ప్రభుత్వం ధవళేశ్వరం బ్యారేజి, శ్రీశైలం రిజర్వాయర్, తుంగభద్ర డ్యాం, సోమశిల, కండలేరు, మైలవరం, గుండ్లకమ్మ, గోరకల్లు, అవుకు వంటి ప్రాజెక్టుల మరమ్మతులకు తొలి విడతగా రూ.610 కోట్లతో పనులు చేపట్టింది.
- మరోవైపు కాలువల నిర్వహణ, పూడిక తీత, కాలువల లాకులు, ఇతర నిర్మాణాల నిర్వహణ, మరమ్మతులకు సంబంధించి గడిచిన రెండు సంవత్సరాల్లో 11,359 పనులకు రూ.878 కోట్లు కేటాయించింది. ఇప్పటికే రూ.400 కోట్ల వరకు ఖర్చు చేశారు.
- చింతలపూడి ఎత్తిపోతల పనులకు జాతీయ హరిత ట్రైబ్యునల్ అనుమతులు లేవు. తాజాగా సుప్రీంకోర్టు తీర్పుతో ఈ ఇబ్బందులు తొలగిపోయాయి.

In those five years, the government spent more than Rs.50 thousand crores on the water resources department and another Rs.11 thousand crores on water development works. Again, now the work is gaining momentum in that direction.
Water runs in Handri-Neeva
Handri-Neeva canal runs in the combined districts of Rayalaseema. Krishna carries the flood waters up to 738 km. The canal, which has a capacity of 2,200 cusecs, has been widened and lined to increase the flow capacity to 3,850 cusecs. 3,500 crores were spent on these works. More than 43 TMC of water has been distributed to Seema districts this year through this canal. Water has been provided to the heap for the first time.
Weligonda works in progress
In order to complete the first phase of the Weligonda project, more than Rs.2,000 crores have to be spent on construction work. About 1000 crores are required for rehabilitation. After the coming of the NDA government, the speed of the lining works along with the pending works in the excavations of Tonnes has been increased. Head regulator is also working. 3,708 meters of tunnel lining was completed in 18 months. Rs.456 crores have been sanctioned for lining of feeder canal repairs. Under the NDA government, Rs.571 crores have been spent on Veligonda so far.
- Polavaram left canal work has been speeded up. In this project, not even one percent of work was done during the Jagan government. While the main dam is being built on one side, the left channel is useless if the works are not done. In the NDA government, tenders were called for various packages of the canal with Rs.1,226 crores and the speed of work increased. Works worth Rs.900 crores have been completed so far.
- In August 2024, the 19th gate of the Tungabhadra project was washed away. The AP government called Kannaya Naidu, an expert in the repair of projects. With the cooperation of 'Jindal', a stop log gate was established there on a war footing and they were able to stop the water from being wasted. As the time limit of 33 gates has expired, the AP government has sanctioned Rs.55 crores for setting up new gates. The works have started.
- During the previous government, there were no repairs to the canal and river flood embankments. Funds were not given for the management of the projects. At present, the NDA government has taken up works for the repair of projects like Dhavaleshwaram Barrage, Srisailam Reservoir, Tungabhadra Dam, Somashila, Kandaleru, Mylavaram, Gundlakamma, Gorakallu, Avuku with Rs.610 crore as the first installment. 878 crore has been allocated for 11,359 works. Rs.400 crores have already been spent.
- There is no permission from National Green Tribunal for Chintalapudi lifting works. These difficulties have been removed with the recent Supreme Court ruling.
