భారత్-అమెరికా మధ్యంతర వాణిజ్య ఒప్పందం వల్ల మన దేశంతో పాటు అగ్రరాజ్యానికీ ప్రయోజనం దక్కనుంది. ఆ దేశం నుంచి వచ్చే వస్తువులపై మనం కూడా సుంకాలను మినహాయించాం. అందులో ముఖ్యంగా చెప్పుకోవలసిందేమిటంటే.. 800 సీసీ నుంచి 1600 సీసీ సామర్థ్యం కలిగిన బైక్లపై దిగుమతి సుంకాన్ని పూర్తిగా ఎత్తివేయడం. దీంతో హార్లే డేవిడ్సన్ వంటి బైక్ తయారీ కంపెనీలకు ప్రయోజనం దక్కనుంది. అమెరికా యాపిళ్లకు కోటా ఆధారిత ప్రయోజనాలకూ భారత్ అంగీకరించింది.
మరో వైపు, విమాన విడిభాగాలపై దిగుమతి సుంకాలను తొలగించేందుకు అమెరికా అంగీకరించడంతో, ఆ దేశ సంస్థలైన బోయింగ్, ఎయిర్బస్ వంటివి భారత్ నుంచి భారీ ఎత్తున విడిభాగాలను కొనుగోలు చేయడానికి మార్గం సుగమం అయింది. దీంతో భారత్ అతిపెద్ద ఒరిజినల్ ఎక్విప్మెంట్ మాన్యుఫాక్చరర్(ఓఈఎం)గా మారనుందని కేంద్ర మంత్రి పీయూశ్ గోయల్ పేర్కొన్నారు. భారత వస్తువులపై అమెరికా టారిఫ్లు 18 శాతానికే చేరడంతో జౌళి, రత్నాభరణాలు, ఆక్వా వంటి కార్మిక ఆధారిత రంగాలకు గట్టి ప్రయోజనం దక్కనుంది.
భారత్ అమెరికా మధ్య కుదిరిన మధ్యంతర వాణిజ్య ఒప్పందం ఇరు దేశాల మధ్య తయారీ రంగం, సరఫరా వ్యవస్థ భాగస్వామ్యాలను బలోపేతం చేయనుందని ఆటోమోటివ్ కాంపోనెంట్ మాన్యుఫ్యాక్చరర్స్ అసోసియేషన్ ఆఫ్ ఇండియా (ఏసీఎంఏ) పేర్కొంది. ఈ ఒప్పందంలో భాగంగా అమెరికాకు చెందిన మోటార్ సైకిల్ బ్రాండ్ హార్లే డేవిడ్సన్కు భారీ ఊరట లభించనుంది. 800 సీసీ నుంచి 1600 సీసీ సామర్థ్యం కలిగిన బైక్లపై దిగుమతి సుంకాన్ని పూర్తిగా ఎత్తివేయాలని భారత్ నిర్ణయించింది.
- పూర్తిగా తయారైన వాహనాలు(సీబీయూ)గా దిగుమతి అయ్యే 1600 సీసీ వరకు సామర్థ్యం ఉన్న మోటార్ సైకిళ్లపై దిగుమతి సుంకాన్ని 50 శాతం నుంచి 40 శాతానికి గతేడాది భారత్ తగ్గించింది. 1600 సీసీ మించిన బైక్లపై సుంకాన్ని 50 శాతం నుంచి 30 శాతానికి కుదించింది.
- తాజా ఒప్పందంతో నిర్దేశిత సామర్థ్యం ఉన్న బైక్లకు ‘జీరో-డ్యూటీ’ (సున్నా సుంకం) వర్తించనుంది.
అమెరికాకు ఎంత ప్రయోజనం:భారతదేశంలో ప్రీమియం బైక్ల మార్కెట్ పరిమితంగా ఉండగా, ఇందులో అమెరికా వాటా చాలా తక్కువ. భారత మార్కెట్ కోసం అక్టోబర్ 2020లో హీరో మోటోకార్ప్, హార్లే డేవిడ్సన్ భాగస్వామ్యాన్ని ప్రకటించిన విషయం తెలిసిందే.
ఈవాణిజ్య ఒప్పందం కింద అమెరికా నుంచి దిగుమతయ్యే కార్లపైనా భారత్ సుంకం రాయితీలను అందించనుంది. ముఖ్యంగా 2,500 సీసీ కంటే ఎక్కువ సామర్థ్యంగల డీజిల్ వాహనాలు, 3,000 సీసీ కంటే ఎక్కువ సామర్థ్యం ఉన్న పెట్రోలు వాహనాలకు ఈ వెసులుబాటు లభించనుంది. ప్రతిగా, భారత్ నుంచి దిగుమతి అయ్యే కొన్ని వాహన విడిభాగాలపైన అమెరికా సుంకాలను తొలగించనుంది. మరికొన్నింటిపై ఇది 18 శాతంగా ఉండనుంది.

అమెరికాకు చెందిన విమాన తయారీ సంస్థ బోయింగ్, భవిష్యత్తులో తమకు అవసరమైన విడిభాగాల కోసం భారత్ను అతిపెద్ద ‘ఒరిజినల్ ఎక్విప్మెంట్ మాన్యుఫ్యాక్చరర్ (ఓఈఎం)’ కేంద్రంగా తీర్చిదిద్దేందుకు ఆసక్తి చూపిస్తోందని పీయూష్ గోయల్ వెల్లడించారు. భారత్-అమెరికా మధ్య కుదిరిన మధ్యంతర వాణిజ్య ఒప్పందం మేరకు.. విమాన విడిభాగాలపై దిగుమతి సుంకాలను తొలగించేందుకు అమెరికా అంగీకరించింది. ‘ఇప్పటికే బోయింగ్, ఎయిర్బస్ సంస్థలు భారత్ నుంచి భారీ ఎత్తున విమాన విడిభాగాలను కొనుగోలు చేస్తున్నాయి. భవిష్యత్తులో విడిభాగాల తయారీకి సంబంధించి భారత్ను తమ అతిపెద్ద విదేశీ ఓఈఎం కేంద్రంగా మార్చాలని ప్రయత్నిస్తున్నాయి. ఈ విషయంపై ఆయా సంస్థల సీఈఓలు, బోర్డు సభ్యులతో చర్చలు జరిపాన’ని గోయల్ వెల్లడించారు.
- భారత్లో ప్రస్తుతం బోయింగ్కు చెందిన 265కు పైగా వాణిజ్య, మిలటరీ విమానాలున్నాయి. దేశవ్యాప్తంగా బోయింగ్కు 325కి పైగా సరఫరాదారులు ఉన్నారు.
- ఏటా సుమారు రూ.11 వేల కోట్ల (1.25 బిలియన్ డాలర్లు) విలువైన విడిభాగాలను, సేవలను భారత్ నుంచి ఈ సంస్థ సేకరిస్తోంది. మరోవైపు ఎయిర్బస్ సైతం భారత్ నుంచి రూ.12 వేల కోట్ల (1.4 బి.డాలర్లు) విడిభాగాలను కొనుగోలు చేస్తోంది. 2030 నాటికి దీనిని రూ.18 వేల కోట్ల (2 బి.డాలర్లు)కు పెంచాలని లక్ష్యంగా పెట్టుకొంది.
భారత్-అమెరికా వాణిజ్య ఒప్పందం వల్ల ఏరోస్పేస్ రంగానికి బహుళ ప్రయోజనాలుంటాయని బోయింగ్ ఇండియా, దక్షిణాసియా ప్రెసిడెంట్ సలీల్ గుప్తా హర్షం వ్యక్తం చేశారు. అంతర్జాతీయ ఓఈఎంలు ప్రస్తుతం భారత్ నుంచి ఏటా 2 బిలియన్ డాలర్ల విలువైన విడిభాగాలను సేకరిస్తున్నాయని ఎక్విస్ ఛైర్మన్ అరవింద్ మెల్లిగేరి తెలిపారు. తాజా ఒప్పందం వల్ల విడిభాగాల సరఫరా వ్యవస్థలో ఖర్చుల పరంగా పోటీతత్వం పెరుగుతుందని అభిప్రాయపడ్డారు.
అమెరికా నుంచి దిగుమతి అయ్యే యాపిళ్ల విషయంలో భారత ప్రభుత్వం ఆచితూచి అడుగులు వేసింది. వాణిజ్య ఒప్పందంలో భాగంగా యాపిల్స్కు కోటా ఆధారిత సుంకాల రాయితీ కల్పించేందుకు నిర్ణయించింది. తద్వారా దేశీయ రైతుల ప్రయోజనాలకు ఇబ్బంది లేకుండా రక్షణ ఏర్పాటు చేసినట్లు వాణిజ్య మంత్రి పీయూష్ గోయల్ వెల్లడించారు. అమెరికా యాపిల్స్పై కనీస దిగుమతి ధరను కిలోకు రూ.80గా, దీనిపై 25 శాతం దిగుమతి సుంకాన్ని విధించాలని నిర్ణయించారు. దీనివల్ల మార్కెట్లో ఈ యాపిల్స్ ధర కిలో రూ.100కు తక్కువగా పడిపోయే ప్రసక్తే ఉండదని, తద్వారా హిమాచల్, కశ్మీర్ రైతుల యాపిల్స్కు పోటీ ఉండదని ఆయన స్పష్టం చేశారు. గతంలో కనీస దిగుమతి ధర రూ.50, సుంకం 50 శాతం ఉండేది. దీంతో ఈ యాపిల్స్ కిలో ధర రూ.75కే వచ్చేవి.

As part of this agreement, American motorcycle brand Harley Davidson will get a huge relief. India has decided to completely remove the import duty on bikes with a capacity of 800 cc to 1600 cc.
- Last year, India reduced the import duty on motorcycles with a capacity of up to 1600 cc from 50 percent to 40 percent, which are imported as complete vehicles (CBU). The duty on bikes above 1600 cc has been reduced from 50 percent to 30 percent.
