సాక్షి,హైదరాబాద్:జిల్లాల పునర్వ్యవస్థీకరణపై సీఎం రేవంత్ రెడ్డి కీలక ప్రకటన చేశారు. ఉన్న జిల్లాలను తొలగించేది లేదు. కొత్త జిల్లాలను ఏర్పాటు చేసేది లేదు. జిల్లాల పునర్వవస్థికరణ కోసం అసెంబ్లీలో చర్చించి నిర్ణయం తీసుకుంటాం. ప్రతిపక్షాలు కావాలనే తప్పుడు ప్రచారం చేస్తున్నాయి. ఆ తప్పుడు ప్రచారాన్ని నమ్మోద్దు’ అని సీఎం రేవంత్ విజ్ఞప్తి చేశారు.
గత జనవరిలో సచివాలయంలో తెలంగాణ గెజిటెడ్ అధికారుల సంఘం (టీజీవో) డైరీ ఆవిష్కరణ సందర్భంగా సీఎం రేవంత్ కీలక వ్యాఖ్యలు చేశారు. రాష్ట్రంలోని జిల్లాలు, రెవెన్యూ డివిజన్లు, మండలాలను పునర్వ్యవస్థీకరించాల్సిన ఆవశ్యకత ఉందన్నారు. గత ప్రభుత్వం ఎలాంటి శాస్త్రీయత పాటించకుండా ఏర్పాటు చేసిన జిల్లాలు, మండలాలతో ప్రజలు, ఉద్యోగులు తీవ్ర ఇబ్బందులు పడుతున్నారన్నారు. కేవలం రాజకీయ విభజన కోణంలో ఏర్పాటు చేసిన జిల్లాలను ప్రజల అభీష్టం మేరకు హేతుబద్ధీకరించాల్సిన అవసరం ఉందని చెప్పారు.
అప్పట్లో అడ్డగోలుగా విభజన
‘గత ప్రభుత్వం రాష్ట్రంలోని జిల్లాలు, మండలాలను ఇష్టానుసారంగా విభజించింది. ఒక జిల్లాలో ఒక అసెంబ్లీ నియోజకవర్గం ఉంటే, మరో జిల్లాలో 14 ఉన్నాయి. ఇక మండలాలు, రెవెన్యూ డివిజన్ల విభజన అడ్డగోలుగా జరిగింది. జిల్లాల సంఖ్య తగ్గించడం, పెంచడం అని కాదు కానీ రేషనలైజేషన్ చేయాల్సిన అవసరం ఉంది. ఏ విధంగా చేయాలి..ఒక మండలంలో ఎంత జనాభా ఉండాలి, ఒక డివిజన్లో ఎంత ఉండాలి, ఒక జిల్లాలో ఎంత ఉండాలనేది నిర్ణయించాలి. ప్రస్తుతం ఒక జిల్లాలో 3 లక్షల జనాభా ఉంటే ఒక జిల్లాలో కోటి జనాభా ఉంది.
ఇలాంటప్పుడు పరిపాలన ఏవిధంగా చేస్తారు? ఇలాంటి సమస్యలు మా దృష్టికి వచ్చాయి. ఒక లీడర్ తనకు నచ్చిన 3, 4 గ్రామాలతో ఒక మండలాన్ని ఏర్పాటు చేసుకుంటే... మరొకాయన 2, 3 ఎంపీటీసీలతో ఒక మండలాన్ని ఏర్పాటు చేసుకున్నాడు. నేను ఎంపీగా ఉన్నప్పుడు మేడ్చల్ జిల్లా పరిషత్ సమావేశానికి వెళ్లా. వేదికపై చైర్మన్, వైస్ చైర్మన్ ఇద్దరు మాత్రమే కూర్చున్నారు. మరొకాయన రాలేదు. నాకు ఎవర్ని చూసి మాట్లాడాలో అర్థం కాలేదు. జిల్లా ఈ విధంగా ఉంటే ఎలా? ఇలాంటి తప్పిదాల వల్ల పాలనపై నమ్మకం పోతుంది. దీన్ని సరి చేయాలి..’ అని సీఎం అన్నారు.
తొలుత మండలాల హేతుబద్ధీకరణ
‘ముందుగా మండలాలను హేతుబద్ధీకరించాలి. మండలంలో 10 శాతం ఎక్కువ జనాభా లేదా తక్కువ.. రెవెన్యూ డివిజన్, జిల్లాల్లో కూడా ఇదే ఫార్ములాతో విభజన జరగాలి. దీనిపై అసెంబ్లీలో డిబేట్ పెడతాం. అందరి సలహాలు, సూచనలు తీసుకుంటాం. మార్గదర్శకాలు రూపొందిస్తాం. కూలంకషంగా చర్చించిన తర్వాతే విధివిధానాలు ఖరారు చేసి నిర్ణయం తీసుకుంటాం. శాస్త్రీయ పద్ధతిలో వీటిని హేతుబద్ధీకరించాలనేది ప్రభుత్వ నిర్ణయం.
ఇందుకోసం ప్రత్యేకంగా హైకోర్టు లేదా సుప్రీంకోర్టు మాజీ జడ్జి ఆధ్వర్యంలో కమిషన్ను ఏర్పాటు చేస్తాం. ఇందులో రెవెన్యూ అధికారులతో పాటు సంబంధిత అధికారులంతా సభ్యులుగా ఉంటారు. ఈ కమిషన్ రాష్ట్రవ్యాప్తంగా ఆర్నెల్లు పర్యటించి ప్రజల అభిప్రాయాలను స్వీకరిస్తుంది. ఒక నివేదికను తయారు చేసి రాష్ట్ర ప్రభుత్వానికి సమర్పిస్తుంది. దాని ఆధారంగా చర్యలు తీసుకుంటాం. రానున్న బడ్జెట్ సమావేశాల్లో ఈ అంశంపై చర్చించి విధివిధానాలు ఖరారు చేస్తాం’ అని రేవంత్ తెలిపారు.

Sakshi, Hyderabad: CM Revanth Reddy made a key announcement on the reorganization of districts. There is no deletion of existing districts. No creation of new districts. We will discuss and take a decision in the assembly for the reorganization of the districts. The opposition is spreading false propaganda. Don't believe that false propaganda,' appealed CM Revanth.
Last January, CM Revanth made key comments during the inauguration of Telangana Gazetted Officers Association (TGO) diary at the Secretariat. He said that there is a need to reorganize the districts, revenue divisions and mandals of the state. He said that the people and employees are facing serious difficulties with the districts and mandals which were established by the previous government without following any science. He said that there is a need to rationalize the districts which were established only in terms of political division as per the will of the people.
At that time horizontal division
'The previous government divided the districts and mandals of the state at will. While one district has one assembly constituency, another district has 14. The division of mandals and revenue divisions was done horizontally. There is a need to rationalize the number of districts, not to increase or decrease them. What should be done..how much population should be in a mandal, how much should be in a division, how much should be in a district. At present one district has a population of 3 lakh while another district has a population of one crore.
How is administration done in this case? Such issues have come to our attention. If one leader forms a mandal with 3 or 4 villages of his choice... another mandal forms a mandal with 2 or 3 MPTCs. When I was an MP, I went to Medchal Zilla Parishad meeting. Only the chairman and the vice chairman were sitting on the stage. Another one did not come. I don't know who to talk to. What if the district is like this? Mistakes like these destroy trust in governance. This should be corrected..'' said the CM.
Rationalization of Mandals First
`First the zones should be rationalized. 10 percent more or less population in the mandal.. Revenue division and districts should also be divided with the same formula. We will debate this in the assembly. We will take everyone's advice and suggestions. Guidelines will be made. We will finalize the procedures and take a decision only after thorough discussion. It is the government's decision to rationalize these in a scientific manner.
For this, we will form a commission under the leadership of a former judge of the High Court or the Supreme Court. It will have revenue officers as well as all concerned officers as members. This commission will tour the arnels across the state and take the views of the people. Prepares a report and submits it to the state government. We will take action based on that. Revanth said that we will discuss this issue in the upcoming budget meetings and finalize the procedures.
