ఈనాడు, హైదరాబాద్: రాష్ట్ర బడ్జెట్ కేటాయింపుల్లో అభివృద్ధేతర వ్యయానికి కళ్లెం వేయడంలో కొత్త ప్రభుత్వం తొలి ఏడాది విజయవంతమైంది. ఈ క్రమంలో తెలంగాణ దేశంలోనే ప్రథమ స్థానంలో నిలిచింది. కాంగ్రెస్ అధికారంలోకి వచ్చిన తర్వాత ప్రవేశపెట్టిన తొలి పూర్తిస్థాయి బడ్జెట్ (2024-25 ఆర్థిక సంవత్సరానికి) వ్యయాన్ని పరిశీలిస్తే అభివృద్ధేతర (నాన్ డెవలప్మెంట్ - ఎన్డీ) వ్యయపద్దు కింద వృథా ఖర్చులను తగ్గించడంలో తెలంగాణ అగ్రస్థానంలో నిలిచింది. ఈ మేరకు రాష్ట్రాల బడ్జెట్లపై విశ్లేషణలో రిజర్వు బ్యాంకు (ఆర్బీఐ) వివరాలను వెల్లడించింది. 2023-24 వాస్తవ బడ్జెట్ గణాంకాల ప్రకారం తెలంగాణలో ఎన్డీ వ్యయపద్దు కింద రూ.56,554 కోట్లను రాష్ట్ర ప్రభుత్వం ఖర్చుపెట్టింది. 2024-25లో అంతకన్నా 18.8% తగ్గించి రూ.45,894.10 కోట్లకే పరిమితం చేసింది. ఇలా ‘మైనస్ 18.8 శాతం’ మరే రాష్ట్రంలో లేదా కేంద్రపాలిత ప్రాంతంలో నమోదు కాలేదని ఆర్బీఐ స్పష్టం చేసింది. ఈ పద్దు కింద ఖర్చుపెట్టే నిధుల వల్ల రాష్ట్ర ఖజానాకు వచ్చే ఆదాయం ఏమీ ఉండదు. ఇది ఎంత తగ్గితే అంతమేర ‘అభివృద్ధి వ్యయం’ పద్దు కింద అదనంగా పెంచుకునేందుకు రాష్ట్ర ప్రభుత్వానికి సౌలభ్యం ఏర్పడుతుంది.
దేశంలో పెద్ద రాష్ట్రమైన ఉత్తర్ప్రదేశ్లో ఎన్డీ వ్యయపద్దు కింద 2023-24లో రూ.1.61 లక్షల కోట్లు వెచ్చించగా, 2024-25లో అంతకన్నా ఏకంగా 22.2% ఎక్కువ (రూ.1.97 లక్షల కోట్లు) వ్యయమైందంటే.. తెలంగాణలో ‘మైనస్ 18.8 శాతం’ నమోదవడానికున్న ప్రాధాన్యం అర్థమవుతుంది.
అలాగే బిహార్లో 34.4, కర్ణాటకలో 18, మధ్యప్రదేశ్లో 19.2, మహారాష్ట్రలో 16.7, తమిళనాడులో 11.2, ఏపీలో 3.3 శాతం చొప్పున.. ఇలా ప్రతి రాష్ట్రంలో ఎన్డీ వ్యయం పెరగడమే తప్ప తగ్గిందే లేదని, తెలంగాణ ఒక్కటే తగ్గించగలిగిందని ఆర్బీఐ వివరించింది. జాతీయస్థాయిలో కూడా ఇది సగటున 13.6% పెరిగింది.
- ఈ ఏడాది (2025-26లో) ఇదే పద్దు కింద రూ.50,320 కోట్లు ఖర్చుపెట్టాలని రాష్ట్ర బడ్జెట్లో ప్రభుత్వం అంచనా వేసింది. ఇది మొత్తం ఖర్చవుతుందా లేదా అనేది వచ్చే మార్చి ఆఖరుకల్లా తేలనుంది. ఈ మొత్తం కూడా 2023-24లో ఎన్డీ వ్యయం కింద పెట్టిన రూ.56,554 కోట్ల కన్నా తక్కువగానే ఉండటం గమనార్హం.
- ఎన్డీ వ్యయాన్ని తగ్గించి ప్రథమ స్థానంలో నిలిచిన తెలంగాణ ప్రభుత్వం అభివృద్ధి వ్యయం 24.8% పెంపుద్వారా 11వ స్థానంలో ఉంది. ఈ పెరుగుదల శాతం జాతీయస్థాయిలో 22.2గా నమోదైంది. ఈ క్రమంలో మణిపుర్ (96.9%), త్రిపుర (48.3%), బిహార్ (46.1%) తొలి మూడు ర్యాంకుల్లో నిలిచాయి.
- 2023-24లో తెలంగాణలో అభివృద్ధి వ్యయపద్దు కింద రూ.1.62 లక్షల కోట్లకు పైగా ఖర్చవగా 2024-25లో రూ.2.03 లక్షల కోట్లు ఖర్చుచేశారు. ఈ ఏడాది కూడా గతేడాదికన్నా 15.5 శాతం పెంచి రూ.2.34 లక్షల కోట్లను వ్యయం చేస్తామని బడ్జెట్లో తెలంగాణ ప్రభుత్వం తెలిపినట్లు ఆర్బీఐ వివరించింది.
- అభివృద్ధి పనుల కోసం మూలధన వ్యయం ఎలా ఉందనేది ఆర్బీఐ విడిగా వివరించింది. దీనిప్రకారం తెలంగాణలో ఈ ఏడాది సామాజిక సేవల రంగానికి రూ.10,503 కోట్లను బడ్జెట్లో కేటాయించారని గత మూడేళ్లలో ఇదే అధికమని తెలిపింది.
- మూలధన వ్యయం కింద 2024-25లో విద్య, క్రీడలు, సాంస్కృతిక రంగాలకు తెలంగాణ ప్రభుత్వం రూ.1,225.15 కోట్లు ఖర్చుచేయగా.. ఈ ఏడాది రూ.1,225.40 కోట్లు కేటాయించింది. ఈక్రమంలో వైద్యం, ప్రజారోగ్యంలో మూలధన వ్యయాన్ని రూ.1,320 కోట్ల నుంచి రూ.1,992.78 కోట్లకు.. రోడ్లు, వంతెనలకు రూ.947 కోట్ల నుంచి రూ.3,131 కోట్లకు పెంచింది.

Uttar Pradesh, the largest state in the country, spent Rs. 1.61 lakh crore under the ND expenditure tax in 2023-24, but in 2024-25, 22.2% more (Rs. 1.97 lakh crore) was spent in Telangana. The importance of registering 18.8 percent is understandable.
