ఈనాడు, అమరావతి: ‘భాషంటే కేవలం భావ వ్యక్తీకరణే కాదు.. ఒక ప్రపంచాన్ని సృష్టించే బలం దానికి ఉంది. పుస్తకాల్లానే భాష మనతో పాటు మన మనసులో, ఆత్మలో ఉంటుంది. వాడుకలో లేకపోతే మనిషిలాగే క్షీణిస్తుంది. మాతృభాష వాడుకలో ఉన్నంత కాలం మనకు గౌరవం, మర్యాద, గుర్తింపు లభిస్తాయి. ఆ పరిస్థితి లేని నాడు ఏమీ మిగలదు’ అని సుప్రీంకోర్టు న్యాయమూర్తి జస్టిస్ పమిడిఘంటం శ్రీనరసింహ అన్నారు. గుంటూరులో శనివారం అట్టహాసంగా ప్రారంభమైన మూడో ప్రపంచ తెలుగు మహాసభల్లో ఆయన ముఖ్య అతిథిగా హాజరై ప్రసంగించారు. తెలుగు భాష గొప్పతనాన్ని వివరిస్తూ, దాన్ని కాపాడుకోవాల్సిన అవసరాన్ని నొక్కిచెప్పారు. ఆయన ప్రసంగంలో ప్రధానాంశాలివీ..
రెండు బంధాలతో పుడతాం
‘మనం పుట్టినప్పుడు రెండు బంధాలతో పుడతాం. ఒకటి మాతృబంధం, ఇంకొకటి భాషాబంధం. మాతృబంధం రక్తబంధమైతే, భాషా బంధం భాషానురక్తబంధంగా ఉంటుంది. భాషంటే కేవలం ఒకరితో ఒకరు మాట్లాడుకునేందుకు, భావం వ్యక్తపరిచేందుకు మాత్రమే కాదు. దానికి ఒక ప్రపంచాన్ని సృష్టించగలిగే బలం ఉంది. భారత రాజ్యాంగంలో మూడు ముఖ్యమైన విషయాల గురించి చెప్పారు. మొట్టమొదటిది స్వేచ్ఛ, రెండోది సమానత్వం, మూడోది రాజ్యాంగంలో పదం వాడినా వాడకపోయినా మనం తెలుగులో బంధుత్వం అని చెప్పుకోవచ్చు. బంధుత్వం అంటే అది మనందరినీ బంధిస్తుందని. అలాగే మనందరం మాతృభాష వల్ల బంధువులం. ఈ బంధం ఎప్పటికీ వదులుకోలేం. బంధుత్వం వల్ల ఒక గుర్తింపు కలుగుతుంది. వీరెవరు అంటే మా తెలుగువాళ్లు అంటాం. అలా మనకు భాష ద్వారా మర్యాద, గౌరవం, గుర్తింపు లభిస్తాయి. ప్రస్తుతం ఉన్న పరిస్థితుల్లో ఆ గౌరవం మనకు లభిస్తోందా లేదా అన్న దానిపై ఇప్పటికే చర్చ జరిగింది. భాషను కాపాడుకోవాలంటే ముఖ్యమైనది దాని వాడుక. వాడుక లేనిదే భాష ఉండదు. మనకు గౌరవం, గుర్తింపు, బంధం ఏమీ మిగలవు.
తప్పనిసరిగా అమలు చేయాలి
భాషను వాడుకలో ఉంచాలంటే పరిపాలన, అధికార వ్యవహారాల్లో తప్పనిసరిగా అమలు చేయాలి. న్యాయస్థానంలో జడ్జి, అడ్వకేట్ తమ కేసు గురించి సరిగ్గా చర్చిస్తున్నారా లేదా అనే విషయం కోర్టుకెళ్లిన ప్రతి ఒక్కరికీ తెలియాలి. అది మన బాధ్యత. అందుకే జిల్లా స్థాయి వరకు న్యాయస్థాన వ్యవహారాల్లో తెలుగును వాడాలి. దానివల్ల ధర్మాన్ని ప్రతి ఒక్కరి గడప వరకు తీసుకెళ్లాలనే డిక్లరేషన్ సార్థకమవుతుంది.పాఠశాలల్లో తప్పనిసరిగా మాతృభాషలో బోధన ఉండాలి.
తెలుగు ఉపాధ్యాయులను గౌరవించండి
తెలుగువాళ్లమైన మనం తెలుగు ఉపాధ్యాయుడికి ఇవ్వాల్సిన గౌరవం ఇవ్వడం లేదనే భావన నా మనసును కష్టపెడుతోంది. ఆ గౌరవం ఇవ్వనందువల్లనే ఇవాళ ఈ పరిస్థితి ఉంది. తెలుగు ఉపాధ్యాయులను హేళన చేయకుండా కాళ్లు కడిగి దణ్ణం పెట్టాలి. వారిని గౌరవించని సమాజం సమాజం కాదు. ఈ రోజు నుంచే వారిని గౌరవించి, మన భాషను కాపాడుకోవాలి. ఈ వేదికపై నుంచి నేను చెప్పదలచుకున్న ముఖ్యమైన విషయమిదే.
నేను సమ్మతిస్తున్నాను
సుప్రీంకోర్టులో ఇద్దరు కంటే ఎక్కువ జడ్జిలు ఉంటే మా పని సులువవుతుంది. మేం వేరుగా తీర్పు రాయాల్సిన అవసరం లేకుండా.. నేను సమ్మతిస్తాను అని చిన్నగా రాస్తే సరిపోతుంది. మీరన్న ప్రతి ఆలోచన, వాగ్దానాన్ని నేను పూర్తిగా సమ్మతిస్తున్నాను. ఇంత పెద్ద కార్యక్రమాన్ని ఏర్పాటు చేసిన గజల్ శ్రీనివాస్కు ధన్యవాదాలు. ఆయన ప్రతి పాటలో తెలుగు భాషపై అనురాగం, ప్రేమ కనిపిస్తున్నాయి’ అని వివరించారు. వందేమాతరం అంటూ జస్టిస్ శ్రీనరసింహ ప్రసంగం ముగించగానే.. సభికులందరూ లేచి నిల్చుని చప్పట్లతో అభినందనలు తెలిపారు.
భాషతోనే మంచి ప్రవర్తన
భాష మన వ్యక్తిత్వాన్ని వృద్ధి చేస్తుంది. ‘ఇంత పెద్ద రాజ్యాంగాన్ని మనం రాత్రింబవళ్లు కష్టపడి సిద్ధం చేశాం. ఇంత మంచి రాజ్యాంగం ఉన్నా దీన్ని నడిపించే మనుషులు సరైనవారు కాకపోతే ఇది ఉండీ లాభం లేదు. మన దగ్గర మంచి ప్రవర్తన కలిగిన మనుషులుంటే ఇంత పెద్ద రాజ్యాంగం అవసరం లేదు’... రాజ్యాంగ రచన పూర్తి చేశాక అంబేడ్కర్ అన్న మాటలివి. ఆయన ఉద్దేశం సత్ప్రవర్తనకు మించింది ఏదీ లేదని. ఇంజినీరింగ్, మెడిసిన్, పీహెచ్డీలు, సైన్స్, గణితం.. ఇలా దేని వెనక పరుగెడుతున్నామో అవి డేటాను ఇస్తాయే కానీ మంచి నడవడికను నేర్పలేవు. అది తల్లిదండ్రుల పెంపకాన్ని బట్టి వస్తుంది. దానికి భాష తోడవుతుంది. చిన్నప్పటి నుంచి చక్కటి తెలుగులో మాట్లాడేలా ప్రేరేపించేటట్లుగా జీవనం సాగాలి. చందమామ రావే అన్నా, నీరు పల్లమెరుగు.. నిజము దేవుడెరుగు అని చెప్పినా, పరుల సొమ్ము పామువంటిది అని పలికినా వాటిని సామెతలుగా తీసుకుంటాం. కానీ ఈ చిన్న సామెతల్లో పెద్దతత్వం ఉంది. మన వ్యక్తిత్వాన్ని రూపొందించడంలో ఇవి కీలకపాత్ర పోషిస్తాయి.
నిత్యజీవితంలో అలవరుచుకోవాలి
మన ప్రవర్తన (క్యారెక్టర్ ఫార్మేషన్)కు దేశానికి చాలా పెద్ద అనుబంధం ఉందని అంబేడ్కర్ అన్నారు. ఆ క్యారెక్టర్కు, భాషకు అనుబంధం ఉంది. భాషల్లో మాతృభాషతో ఉండే అనుబంధమే ప్రత్యేకం. ఇవన్నీ పెద్దపెద్ద సభల్లో మాట్లాడుకునే విషయాలు కావు. చిన్నచిన్న పనుల్లో, క్రియల్లో ఉంటాయి. వాటిని మన జీవితంలో చేర్చుకుని తు.చ. తప్పకుండా పాటిస్తూ ఉంటే భాష సార్థకమవుతుంది. తద్వారా మనమూ సార్థకత పొందుతాం. మంచి పద్యాలకు జవాబు నిశ్శబ్దమే. అయ్యన్నపాత్రుడు తన వ్యక్తిగత అనుభవాలతో తెలుగు పరిస్థితిని వివరించారు. జిల్లా న్యాయస్థానాల వరకు తీర్పులు తెలుగులో ఉండాలని జస్టిస్ రఘురాం స్పష్టం చేశారు. విశ్వంజీ ప్రవచనంతో పాటు మనల్ని ప్రేరేపించారు. పాఠశాలల్లో తెలుగును తప్పనిసరి చేయాలని లక్ష్మీనారాయణ చెప్పారు. అవధానం ప్రాధాన్యం, తెలుగుతో దానికున్న అనుబంధాన్ని మాశర్మ చక్కగా వివరించారు. విశ్వామిత్రుడి కుమారుడు ఆంధ్రుడని నాకు ఈ సభావేదికపైనే తెలిసింది. ఇక్కడికి వచ్చి ఎన్నో విషయాలు నేర్చుకున్నాను.

- అప్పులు తగ్గించుకుని.. ప్రగతి దిశగా అప్పులు తగ్గించుకుంటూ రాష్ట్రాన్ని అభివృద్ధి దిశగా నడిపించేలా బడ్జెట్ను రూపొందించినట్లు ఆర్థిక మంత్రి పయ్యావుల కేశవ్ తెలిపారు. ఆర్థిక క్రమశిక్షణ పాటిస్తూ.. గత ప్రభుత్వం అడ్డగోలుగా చేసిన అప్పులపై వడ్డీరేట్లు తగ్గించేందుకు చర్యలు తీసుకున్నామని వెల్లడించారు.
- విద్యకు రూ.34,875 కోట్లు రాష్ట్ర బడ్జెట్లో విద్యకు ప్రభుత్వం అధిక ప్రాధాన్యం ఇచ్చింది. మొత్తం బడ్జెట్లో విద్యకు రూ.34,875 కోట్లు (11శాతం) కేటాయించింది. ఇందులో పాఠశాల విద్యకు రూ.32,308 కోట్లు కేటాయించింది.
- ఊపందుకోనున్న అమరావతి రాజధాని అమరావతి నిర్మాణానికి ప్రభుత్వం ఈ బడ్జెట్లో రూ.6,000.10 కోట్లు ప్రతిపాదించింది. భూసమీకరణ పథకానికి రూ.50 కోట్లు, రాజధాని ప్రాంతంలో సామాజిక భద్రతా నిధి, భూమిలేని పేదలకు పింఛన్ల కోసం రూ.115.14 కోట్లు కేటాయించింది.
- కొత్త పథకాలు, కార్యక్రమాలు రాష్ట్ర బడ్జెట్లో ప్రభుత్వం పలు కొత్త పథకాలు, కార్యక్రమాలను ప్రకటించింది. ఇంద్రధనుస్సు కార్యక్రమం కింద దివ్యాంగులకు ఉచిత బస్సు ప్రయాణం కల్పించనుంది.
- రైతుకు రాజమార్గం రైతును రాజుగా నిలబెట్టాలనే సంకల్పంతో ప్రభుత్వం పనిచేస్తోందని, రాష్ట్ర ఆర్థిక సౌధానికి మూలస్తంభమైన వ్యవసాయరంగాన్ని పటిష్ఠపరిచేలా బడ్జెట్ కేటాయింపులు చేశామని వ్యవసాయశాఖ మంత్రి అచ్చెన్నాయుడు తెలిపారు.

Everyone who goes to the court should know whether the judge and the advocate are discussing their case properly or not. That is our responsibility. That is why Telugu should be used in court proceedings up to the district level. That makes the declaration to take dharma to everyone's doorstep valid. I feel that we Telugus do not give the Telugu teacher due respect. This situation exists today because that respect was not given. Language is useful if it is followed without fail. That way we will be fulfilled. The answer to good poetry is silence. Ayyannapatra explained the Telugu situation with his personal experiences.
