జీవితాన్ని సంతోషంగా గడపాలంటే ముందు ఆరోగ్యం బాగుండాలి. ఊరికే జబ్బుపడకూడదంటే జనావాసాల్లో పారిశుద్ధ్య సమస్యలు లేకుండా ఉండటంతో పాటు ప్రతిఒక్కరూ సురక్షితమైన తాగునీటికి నోచుకోవాలి. ఈ రెండూ కరవైన చోట రోగాలు విజృంభించి అకాల మరణాలకు మూలమవుతాయి. ప్రజల ప్రాణాలకు అలాంటి ప్రమాదమేదీ తలెత్తకుండా చూసే బాధ్యత ప్రభుత్వాలదేనని గుర్తుచేస్తూ ఐరాస సర్వప్రతినిధి సభ 2010లో స్వచ్ఛమైన తాగునీరు, పరిశుభ్రమైన పరిసరాలను మానవ హక్కుల్లో అంతర్భాగాలుగా గుర్తించింది. ‘కలుషితంకాని నీటిని పొందడం ప్రజల ప్రాథమిక హక్కు. సంక్షేమ రాజ్యంలో దాన్ని తు.చ.తప్పకుండా అమలు చేసి తీరాలి’ అని భారత సర్వోన్నత న్యాయస్థానమూ అయిదేళ్ల నాడే నిర్దేశించింది. కానీ, నిర్లక్ష్యంలో జోగాడుతున్న అధికార యంత్రాంగం కారణంగా వ్యక్తిగత, గృహ అవసరాలకు తగినంత మంచినీటిని నిరంతరం పొందే హక్కు జనభారతానికి ఉండీ లేనిదవుతోంది. పైప్లైన్లలో పోటెత్తుతున్న మలిన జలాల మూలంగా దేశీయంగా ప్రజారోగ్యం తరచూ పడకేస్తోంది!
ఏమాత్రం ఆలోచన ఉన్నవారైనా సరే, మంచినీళ్ల పైప్లైన్ మీద మరుగుదొడ్డి కడతారా? ఇంటింటికీ సరఫరా అయ్యే నీటిలో మురుగు వచ్చి కలుస్తుంటే చూస్తూ ఊరుకుంటారా? అలా కట్టిన మరుగుదొడ్డి గుంత నుంచి పెల్లుబికిన వ్యర్థ జలాలు... ఆ టాయిలెట్ కింద నుంచి వెళ్తున్న ప్రధాన తాగునీటి పైప్లైన్లో కలవడంతో ఇందౌర్లోని భగీరథ్పుర ప్రాంతంలో ఇప్పుడెన్నో కుటుంబాలు కన్నీళ్లలో మునిగాయి. సర్కారీ సిబ్బంది బాధ్యతారాహిత్యంతో అక్కడ కనీసం పదిమంది మరణిస్తే- దాదాపు మూడువేల మంది ఆసుపత్రి పాలయ్యారు. వరసగా ఎనిమిదేళ్ల పాటు దేశంలోనే శుభ్రమైన నగరంగా పురస్కారాలు పొందిన ఇందౌర్లోనే పరిస్థితి అలా అఘోరిస్తే- చెత్త మేటలకు, మురుగునీటి ఊటలకు పేరుమోసిన మన పట్టణాల మాటేంటి? హైదరాబాద్, విజయవాడ, గుంటూరు తదితర నగరాల్లో తాగునీటి కాలుష్యం గతంలో ఎంతోమందిని పొట్టనపెట్టుకుంది. అయినా రెండు తెలుగు రాష్ట్రాల్లో చాలాచోట్ల కాలంచెల్లిన పైపులైన్లు అలాగే కనిపిస్తున్నాయి. మురుగుకాల్వల మధ్యలో తాగునీటి గొట్టాలు, శుభ్రత లేని జలాశయాలు వంటివి జనజీవనాన్ని రోగగ్రస్తం చేస్తూనే ఉన్నాయి!
ఏటా 3.77 కోట్ల మంది భారతీయులు కలుషిత నీళ్లలోంచి పురుడుపోసుకునే జబ్బుల బారినపడుతున్నారు. 15 లక్షల మంది పిల్లలు డయేరియాతో చనిపోతున్నారు. జలకాలుష్యంతో జనారోగ్యం దెబ్బతింటుండటంతో దేశం ఏడాదికి 7.3 కోట్ల పనిదినాలను నష్టపోతోంది. దానివల్ల భారతావనికి సంవత్సరానికి 60 కోట్ల డాలర్ల ఆర్థిక నష్టం సంభవిస్తోంది. పరిశోధకులు లెక్కగట్టిన ఈ కష్టనష్టాల అంచనాలన్నీ 2019 నాటివి. ఆ తరవాత కూడా పరిస్థితులు మెరుగైన దాఖలాలేమీ లేవు. అన్ని రాష్ట్రాల ప్రభుత్వాలు, పురపాలక సంస్థలు ఇప్పటికైనా మేల్కొని శిథిలమైన పైపులైన్లను వెంటనే మార్చాలి. మురుగు కాల్వలకు సమీపంలోనే తాగునీటి గొట్టాలుండే దురవస్థను తప్పించాలి. వేసవి వచ్చేస్తే సాధారణ ప్రజానీకానికి నీటి అగచాట్లు అధికమవుతాయి. ఆలోగానే యంత్రాంగం చురుకు తెచ్చుకోవాలి. రోజుల తరబడి మంచినీళ్లు దొరకని దుస్థితిని పరిహరించడమెంత ప్రధానమో- సరఫరా చేసే ముందే నీటినాణ్యతను పరీక్షించడం అంతే ముఖ్యం!
