ఈనాడు, హైదరాబాద్: కృష్ణా జలవివాద ట్రైబ్యునల్-2 తీర్పు తర్వాతే పాలమూరు-రంగారెడ్డి ఎత్తిపోతల సమగ్ర ప్రాజెక్టు నివేదిక (డీపీఆర్)ను పరిశీలించగలమని కేంద్ర జలసంఘం (సీడబ్ల్యూసీ) స్పష్టం చేసింది. అప్పుడే.. ఈ ఎత్తిపోతల పథకం ద్వారా పూర్తిస్థాయిలో ప్రయోజనాలు పొందేలా ప్రణాళిక రూపొందించడంతోపాటు సమీకృత ప్రతిపాదనను అందజేయాలని సూచించింది. 90 టీఎంసీలతో చేపట్టిన ‘పాలమూరు-రంగారెడ్డి’ పథకానికి గోదావరి నీటి మళ్లింపు ద్వారా 45 టీఎంసీలను, చిన్ననీటి వనరుల్లో ఆదా అయిన 45 టీఎంసీలను ప్రతిపాదించామని.. గోదావరి నీటిమళ్లింపు అంశం ట్రైబ్యునల్లో ఉన్నందున ఈలోగా తాగు, సాగునీటి ప్రయోజనాలను పాక్షికంగా కల్పించడానికి చిన్ననీటి వనరుల్లో ఆదా అయిన నీటిని వినియోగించుకోవడానికి అనుమతించాలని నీటిపారుదలశాఖ ప్రతిపాదన చేసింది. దీనికి ట్రైబ్యునల్ తీర్పు వచ్చిన తర్వాతేనంటూ సీడబ్ల్యూసీ తాజాగా సమాధానం ఇచ్చింది. ‘మొదటి దశలో చిన్ననీటి వనరుల్లో ఆదా అయిన 45 టీఎంసీలతో, ట్రైబ్యునల్ నుంచి అనుమతులు పొందాక మిగిలిన 45 టీఎంసీలతో చేపడతామని తెలంగాణ నీటిపారుదలశాఖ లేఖ రాసింది.
చిన్న నీటి వనరుల్లో 45 టీఎంసీలు ఆదా అయినట్లు సమగ్ర వివరాలు లేనందున ఈ డీపీఆర్ను పరిశీలించడం లేదు’ అని సీడబ్ల్యూసీ పేర్కొంది. గోదావరి నుంచి కృష్ణాలోకి మళ్లించే నీటిలో 45 టీఎంసీల కేటాయింపు గురించి వివరంగా సీడబ్ల్యూసీ నివేదించింది. దీని ప్రకారం.. పోలవరం నుంచి మళ్లించే 80 టీఎంసీల గోదావరి నీటిలో 45 టీఎంసీలు ఉమ్మడి ఆంధ్రప్రదేశ్కు ట్రైబ్యునల్ కేటాయించింది. అయితే పునర్విభజన తర్వాత రెండు రాష్ట్రాలూ వాటా కోరాయి. ఆంధ్రప్రదేశ్ 2022 సెప్టెంబరు 19న రాసిన లేఖలో గోదావరి నుంచి కృష్ణాలోకి మళ్లించే నీటిలో ప్రస్తుత ట్రైబ్యునల్ ఎదుట వాదనకు సంబంధించిన అంశాల్లో ఇది ఒకటని (ఇష్యూ నం-5) పేర్కొంది. ఈ అంశం ట్రైబ్యునల్ వద్ద విచారణలో ఉన్నందున ఉమ్మడి ఆంధ్రప్రదేశ్కు ఇచ్చిన 45 టీఎంసీలను ఏ రాష్ట్రం కూడా ఏకపక్షంగా కేటాయించుకోవడం కుదరదు. ఇప్పటివరకు కృష్ణా ట్రైబ్యునల్-2 అవార్డు ఇవ్వలేదు.. ఈ నీటి పంపిణీకి సంబంధించి రెండు రాష్ట్రాల మధ్య పరస్పర అంగీకారం కుదరలేదు. కాబట్టి తెలంగాణ ప్రభుత్వం పాలమూరు-రంగారెడ్డి ఎత్తిపోతలకు 45 టీఎంసీల కేటాయింపును సమర్థించుకొనే ఒప్పందం ఉంటే సమర్పించాలి. 2023 అక్టోబరు 6న కేంద్రం జారీచేసిన గెజిట్ నోటిఫికేషన్లో పేర్కొన్న మార్గదర్శకాల ప్రకారం కృష్ణా ట్రైబ్యునల్-1 ఉమ్మడి ఆంధ్రప్రదేశ్కు చేసిన 811 టీఎంసీల కేటాయింపుతోపాటు.. దీనికి మించి ఇంకా ఏమైనా కేటాయింపులు చేసిఉంటే వాటిపైన, గోదావరి నుంచి కృష్ణాలోకి పోలవరం ద్వారా మళ్లించే నీటిపైన ట్రైబ్యునల్లో వాదనలు జరగాలని పేర్కొంది. ఈ దశలో పాలమూరు-రంగారెడ్డి ఎత్తిపోతల డీపీఆర్ను పరిశీలించలేమని కేంద్ర జలసంఘం స్పష్టం చేసింది. కాగా 2023లో తాగునీటికి 7.1 టీఎంసీలు వినియోగించుకోవడానికి తగ్గట్లుగా పనులు చేసుకోవడానికి సుప్రీంకోర్టు అనుమతించిన విషయం తెలిసిందే.

Palamuru Ranga Reddy project: After the tribunal's verdict.. 'Palamuru-Ranga Reddy' DPR review

Today, Hyderabad: The Central Water Society (WCS) has clarified that the Comprehensive Project Report (DPR) of the Palamuru-Ranga Reddy risers can be examined only after the verdict of the Krishna Water Disputes Tribunal-2. Only then.. it suggested that a plan should be made and an integrated proposal should be submitted to get full benefits from this upliftment scheme. For the 'Palamuru-Ranga Reddy' scheme undertaken with 90 TMC, 45 TMC has been proposed by diverting Godavari water and 45 TMC saved in small water sources.. As the issue of Godavari water diversion is in the tribunal, the Irrigation Department has proposed to allow the water saved in small water sources to be used for partially providing the benefits of drinking and irrigation water. CWC has given a fresh reply to this after the tribunal's verdict. The Irrigation Department of Telangana has written a letter that it will be taken up with the 45 TMC saved in small water resources in the first phase and the remaining 45 TMC after getting permission from the tribunal.
This DPR is not being examined as there is no comprehensive details of saving 45 TMCs in small water sources,' said CWC. CWC has reported in detail about allocation of 45 TMC of water diverted from Godavari into Krishna. According to this, out of 80 TMC of Godavari water diverted from Polavaram, the tribunal allocated 45 TMC to Andhra Pradesh. But after repartition both the states demanded a share. Andhra Pradesh in its letter dated September 19, 2022 stated that this is one of the issues (Issue No-5) related to the argument before the present tribunal regarding the diversion of water from Godavari into Krishna. As this issue is pending before the tribunal, no state can unilaterally allocate 45 TMCs given to the united Andhra Pradesh. So far no award has been given by Krishna Tribunal-2.. There is no mutual agreement between the two states regarding the distribution of this water. So the Telangana government should submit an agreement justifying the allocation of 45 TMC for the Palamuru-Ranga Reddy upliftment. According to the guidelines mentioned in the gazette notification issued by the Center on October 6, 2023, along with the allocation of 811 TMCs made to the joint Andhra Pradesh by Krishna Tribunal-1. The Central Water Society has clarified that the DPR of the Palamuru-Rangareddy risers cannot be examined at this stage. It is known that the Supreme Court has allowed the works to reduce the consumption of 7.1 TMCs of drinking water in 2023.
