Farmers have been suffering a lot due to land disputes for a long time. The Vaikapa government, which conducted a resurvey under the name of Land Titling Act, committed many manipulations with the conspiracy to grab the lands of the farmers. Passbooks were given with mistakes. Due to them, land disputes broke out in the villages and led to clashes. CM Chandrababu has taken many measures to streamline the systems.

Cleaning operations in the revenue department have been accelerated. Orders have already been issued regarding the resolution of the resurvey issues inherited from the Vaikapa government. It also started treatment anywhere by setting up revenue clinics. Recently, it has issued clear guidelines aimed at solving long-standing problems, including deletion of private lands from 22A lists, mutation services, duplication of survey numbers, change of notional accounts to permanent accounts, modification of Aadhaar numbers. In order to reduce the delay in the settlement of applications, the special chief secretary of the revenue department, Saiprasad, on Friday directed to transfer the powers of the joint collector (JC) to the tehsildars and RDOs. It has been clarified that even if there is a deliberate delay in resolving the revenue issues or not updating the revenue/registration documents, they will be considered negligent in the performance of duty and an explanation will be sought. Collectors have been empowered to take action against the responsible officials. Revenue forums, Public Grievance Redressal System (PGRS) are receiving applications on various types of land issues. As part of their solution, they have discussed with the RDOs and Tehsildars in several stages and given comprehensive instructions. He clarified that revenue officers, RDOs, joint collectors and collectors should remember that the measure of people's satisfaction. In accordance with the guidelines, the Stamps, Registrations and CMRO departments have been ordered to take immediate steps to make changes in the software. 

All 22A applications must be resolved within 3 months

All applications for removing their lands from the 22A list must be resolved within three months. They should not be rejected as a matter of routine. Orders should be given citing clear reasons including laws, regulations and government directives.

  • On the basis of any of the 10 types of documents prescribed, 22A can be removed from the list. Do not insist on various documents and their records. If a record is to be set aside, the concerned officer should take a decision on merit. 
  • JC should remove the prescribed documents from the restricted list if the assignment is made before 10 years. If there are prescribed documents under 22A (1)(e) the Collector should send them to the Government with recommendations. Private patta lands should be removed automatically. A survey number entered by mistake should be deleted. The required subdivision area should be included. 
  • RDO has the power to remove from 22A list. RDO orders can be appealed to JC within 30 days. 22A Collector has the power to include in the list. Separate orders will be issued on these. 

RDVOL has to convert Poramboku lands into AW and AUW

RDVOL has been given the authority to convert Poramboku lands not handed over to rural and urban local bodies into assessed/unassessed waste lands. The nature of Poramboku lands related to water flow should not be changed without Government orders. If the Collectors have assigned them before 10 years, they should not be cancelled. should be resolved separately. 

Registration of Inheritance Lands with Family Member Certificate

Certificate of family members (family member) is mandatory for registration of inheritance lands (agriculture). All the certificates should be made available to the Sub-Registrar Offices to know their authenticity. Automation should be done after the registration of heritage lands is completed. The details of those lands should appear on Webland immediately. 

Reasons should be given in writing if registration is pending

If property is pending due to revenue issues without registration, reasons should be given. It should be given in print rather than word of mouth. Online preverification services to follow. 

To be completed within three months

  • All private notional accounts should be converted into regular accounts. All services applicable to private lands should be made available to them. 
  • Zero accounts should be converted into regular accounts as per the provisions of RVR Act. This process should be completed within three months. 
  • Duplicate survey numbers should be edited in webland. If created with same survey number (/), (-) they should be deleted by Tehsildars. 

Transfer of authority

Even if you want to change Aadhaar number in Webland, you have to go to JC now. He should delete the account numbers of the dead students and add the names of the heirs. There is also a lack of clarity on who should take the decision on some issues or a large number of applications remain unresolved. With this, the Special Chief Secretary of the Revenue Department, Sai Prasad, has given guidelines by handing over the powers and transferring those that were with the JC to Tehsildars. Allotment of land to soldiers, ex-servicemen, freedom fighters and powers to convert government land into patta land were retained by joint collectors.  

JC to Tehsildars

If a Pattadar has more than one account in the same village, then JC has the authority to delete them, delete the account numbers of dead Pattadars and register them with the names of their heirs. These are being transferred to Tehsildars. 

Conversion of private notional accounts into permanent accounts, conversion of zero accounts into permanent accounts under ROR Act, removal of duplicate survey numbers, exchange of lands, enforcement of court orders (civil/revenue courts), land allotments, land acquisition, assignment, modification of Aadhaar number etc. have been given to Tehsildars from JC. 

From JC to RDVO

LPM in reserve villages, amendment of land nature, correction of differences in actual area compared to ROR, correction of LPMs wrongly linked with account numbers, etc., have been handed over to Sub-Collectors/RDOs, while till now they were with JC. RDOs are also empowered to add, delete, delete survey numbers, changes in nature of land, classification, additions and deletions in the dispute register through application. 

  • Mutations related to court orders
  • Transactions registered before the year 2000
  • Mutation to heirs of assignees (including other inheritance cases)
  • Addition, deletion of missing/duplicate survey numbers
  • Deletion of more than one account of Pattadaru in a village, names of heirs Registration
