No matter how great an activity the government takes.. if it is to be 100% successful, there should be cooperation from the authorities. Performance should be improved. If there is no change in the performance.. If there is negligence, strict measures will be taken.

Today, Hyderabad: “To reverse the misconception that vision is limited to propaganda, we must immediately tighten our belts to implement every aspect of the vision document. The government should prepare a solid plan for the development of Cure, Pure and Rare. Chief Minister Revanth Reddy reiterated that if all departments work in a coordinated and efficient manner, we can achieve the goals of Telangana Rising Vision 2047. CSK Ramakrishna Rao, special chief secretaries, CMO officers, chief secretaries, secretaries and senior officials of all departments attended the meeting held on various issues in the secretariat on Tuesday. On this occasion, Chief Minister Revanth Reddy directed the higher officials. "We have achieved some success in these two years. We made some plans. In the past, some problems arose due to the lack of a policy related to various departments like energy, education, irrigation and health. That is why we have brought policies in important departments. We have released Telangana Rising 2047 vision document that the state should have a future plan along with policies. Henceforth there will be a review of the secretaries' performance every month. All the secretaries should submit a monthly report to the CS on their performance and departmental progress. I myself conduct a review once in three months. IAS officers should go to the field every ten days. At least three times a month, they should go to the field level and check what is happening in their department. The superiors of all departments should work with accountability. If there is no coordination between the departments and the officers... the expected results will not come. A system should be established for inter-departmental coordination in matters of development. About 10 lakh employees are working in the government departments and departments on regular, contract and outsourcing basis. Full details of employees should be provided to CS by January 26. The officials of the concerned departments should check whether the outsourced employees are getting the salaries and EPF etc. Officials are solely responsible for job data. 

New Government Buildings on Vacant Sites

Government offices in Hyderabad as well as across the state should no longer be in rented buildings. The rented buildings should be vacated by January 26 and shifted to available government buildings. If there is no vacancy.. the available places should be identified and estimates should be prepared for the construction of own buildings. This process should be completed within the stipulated time. 113 municipal offices in the state should be identified and reported where they are located in rented buildings. If there are buildings belonging to other departments, they should be used. Otherwise, vacant sites should be identified and estimates for construction should be made immediately. Government BC, SC, ST minority hostels, Anganwadis, etc. which are in rented buildings, should immediately prepare plans to have their own buildings. The government will grant the necessary funds.

Don't go around holding papers and files

All the departments should take advantage of the funds coming from the Central Government Sponsored Schemes (CSS). If the state government pays 40 percent of the funds as share, the center will give about 60 percent. With these schemes it is possible to get Rs.3 thousand crores. Accordingly, all departments should prepare proposals immediately. Liaise with Central Government Departments. The state share required for the funds coming from CSS should be released from time to time. Permissions to be received from the Central Government, pending items related to various departments at the Center should be made available online from time to time. Their progress should be reviewed every week. All government departments should implement 'e-filing' system by January 31. Everything should be done online without having to carry around papers and files. All departments should prepare a dashboard regarding the implementation of programs under their department. CS, CMO should be connected to the dashboard. This will make monitoring of all departments easier. 

To what extent the investments that have come in flood to the state have been grounded.. their progress should be reviewed every month. Special officers should be appointed as necessary for land acquisition and allotment of land for industries. Special measures should be taken for the development of government schools in the core urban area. There should be plans towards the implementation of transport facility and breakfast to increase the enrollment percentage in government schools in corporate style. Teaching hospitals in government medical colleges in the state should be developed to provide excellent medical services. Sanatnagar, Kothapet, Alwal Tims and Warangal hospitals should be developed on the lines of NIMS. Osmania should equip the new hospital with all the facilities to provide better healthcare to the people. Medical college hospitals should also be linked with Arogyasree and CMRF.
