ఈనాడు, అమరావతి: పోలవరం ప్రాజెక్టు నిర్మాణానికి తాజా అంచనాల ప్రకారం మొత్తం రూ.62,436 కోట్లు ఖర్చవుతుందని తేలింది. ఇంతవరకు కేంద్ర ప్రభుత్వం తొలిదశలో +41.15 మీటర్ల ఎత్తు వరకు నీళ్లు నిలిపేందుకు వీలుగా పనులు చేపట్టేందుకు రూ.30,436.95 కోట్లు మంజూరు చేసింది. రెండో దశలో +45.72 మీటర్ల ఎత్తు వరకు నీళ్లు నిలిపేందుకు అవసరమైన నిధులు ఇవ్వాల్సి ఉంది. ఇందుకు మరో రూ.32,000 కోట్ల వరకు ఖర్చవుతుందని పోలవరం అధికారులు ప్రాథమికంగా అంచనా వేశారు. దీనిపై సమగ్ర లెక్కలు రూపొందించి, త్వరలోనే కేంద్ర ప్రభుత్వానికి ప్రతిపాదనలు పంపనున్నారు. తొలిదశలో మంజూరైన నిధులు, రెండోదశ అంచనాలు కలిపి మొత్తంగా పోలవరం ప్రాజెక్టు నిర్మాణ వ్యయం రూ.62,436 కోట్లకు చేరనుంది. ఈ అంచనాలపై సమగ్ర స్పష్టత రావాల్సి ఉంది. ముఖ్యమంత్రి చంద్రబాబు ఇటీవల దిల్లీలో కేంద్ర జల్శక్తి మంత్రి సీఆర్ పాటిల్ను కలిసిన సందర్భంగా రెండో దశ నిధుల సాధన కోసం లేఖ సమర్పించారు.
ఇంతవరకు కేంద్రం ఇచ్చింది రూ.23,658 కోట్లు
పోలవరాన్ని జాతీయ ప్రాజెక్టుగా ప్రకటించాక గత 11 ఏళ్లలో కేంద్ర ప్రభుత్వం రాష్ట్రానికి ఈ ప్రాజెక్టు నిమిత్తం ఇచ్చిన నిధులు రూ.23,658.40 కోట్లు. తొలిదశలో మొత్తం రూ.30,436.95 కోట్లకు ఇంకా రూ.6,645 కోట్లు ఇవ్వాల్సి ఉంది. ఇటీవల కేంద్రం అడ్వాన్స్గా నిధులు ఇస్తున్నందున ఒకప్పటిలా రీయింబర్స్మెంట్ తిప్పలు లేవు. పైగా ప్రస్తుతం కొంత అడ్వాన్స్ మొత్తం రాష్ట్ర ఖజానాలోనే ఉంది. ఇప్పటికే ఇచ్చిన అడ్వాన్స్లో దాదాపు 80% ఖర్చు చేసినందున మరో విడత నిధుల కోసం పోలవరం అథారిటీకి అధికారులు ప్రతిపాదించారు. ఈ ఆర్థిక సంవత్సరంలో రూ.3,034 కోట్ల వరకు రాబట్టుకోవాలని యోచిస్తున్నారు. ఈ తరుణంలో ప్రాజెక్టు నిర్మాణం, పునరావాస చర్యలు వేగవంతం చేయాల్సి ఉంది.
- ఈ ప్రాజెక్టులో భాగంగా కుడి, ఎడమ కాలువలను ఏ ప్రవాహ సామర్థ్యం మేరకు తవ్వారో.. అందుకు తగ్గట్టుగా కేంద్రం నిధులు రీయింబర్స్ చేయలేదు. 2009 డీపీఆర్ ప్రకారం ఎడమ కాలువ 8,123 క్యూసెక్కులు, కుడి కాలువ 11,654 క్యూసెక్కుల ప్రవాహ సామర్థ్యం మేరకు తవ్వాలి. 2019లో సాంకేతిక సలహా కమిటీ సిఫార్సుల ప్రకారం రెండు కాలువలనూ 17,500 క్యూసెక్కుల ప్రవాహ సామర్థ్యం మేరకు నిర్మిస్తున్నారు. కుడి కాలువ నిర్మాణం పూర్తికాగా, ఎడమ కాలువ పనులు సాగుతున్నాయి.
- 2017-18 ధరల ప్రకారం, పెంచిన ప్రవాహ సామర్థ్యం మేరకు రాష్ట్ర ప్రభుత్వం డీపీఆర్లో ప్రతిపాదనలు సమర్పించింది. ప్రస్తుతం కేంద్రం 2009 డీపీఆర్ ప్రకారమే కాలువల పనులకు ధరలు కట్టింది. వాటిలోనూ కుడి కాలువకు సంబంధించి 93%, ఎడమ కాలువకు సంబంధించి 77% మాత్రమే అనుమతించి, మిగిలిన నిధులు కోత పెట్టింది.
- పెంచిన ప్రవాహ సామర్థ్యం మేరకు కాలువల నిర్మాణానికి అయిన ఖర్చు కేంద్రం చెల్లించాలని రాష్ట్ర ప్రభుత్వం కోరుతోంది. తాజాగా దిల్లీ పర్యటనలో సీఎం చంద్రబాబు ఈ విషయాన్ని కూడా కేంద్ర జలశక్తి మంత్రి పాటిల్ దృష్టికి తీసుకువెళ్లారు.
2005-06నాటి అంచనాల ప్రకారం పోలవరం ప్రాజెక్టు నిర్మాణ వ్యయం రూ.10,151.03 కోట్లు. తర్వాత ప్రాజెక్టు నిర్మాణం ఆలస్యమయ్యే కొద్దీ పెరిగిన ధరలకనుగుణంగా సవరణలు చేస్తూ వచ్చారు. అలా 2010-11, 2013-14, 2017-18 సంవత్సరాల్లో అంచనాలు సవరించారు. తాజాగా రెండో దశ నిర్మాణం దృష్ట్యా అంచనాలు మళ్లీ సవరిస్తున్నారు.

In the last 11 years after declaring Polavaram as a national project, the funds given by the Central Government to the state for this project is Rs.23,658.40 crores. In the first phase, out of the total Rs.30,436.95 crores, Rs.6,645 crores are yet to be given. Lately, as the Center has been providing funds in advance, there are no refunds as before. Moreover, currently some advance amount is in the state treasury. Officials have proposed to the Polavaram Authority for another tranche of funds as nearly 80% of the already given advance has been spent. It is planned to earn up to Rs.3,034 crores in this financial year. At this juncture, the project construction and rehabilitation activities need to be accelerated.
- The central funds were not reimbursed according to the flow capacity of the right and left canals dug as part of this project. According to the 2009 DPR, the left canal should be dug up to the flow capacity of 8,123 cusecs and the right canal 11,654 cusecs. As per the recommendations of the Technical Advisory Committee in 2019, both the canals are being constructed with a flow capacity of 17,500 cusecs. While the construction of the right canal has been completed, the work of the left canal is in progress.
- The state government has submitted proposals in the DPR for increased flow capacity as per 2017-18 rates. At present, the Center has fixed the prices for canal works as per the 2009 DPR. Among them, only 93% of the right canal and 77% of the left canal have been allowed and the rest of the funds have been cut.
- The state government wants the center to pay the cost of construction of canals according to the increased flow capacity. During his recent visit to Delhi, CM Chandrababu also brought this matter to the notice of Union Water Power Minister Patil.
According to the estimates of 2005-06, the construction cost of the Polavaram project is Rs.10,151.03 crores. Later, as the construction of the project got delayed, they made modifications according to the increased prices. Thus the estimates were revised for the years 2010-11, 2013-14, 2017-18. The estimates are being revised again in view of the latest construction of the second phase.
