రాష్ట్రం నుంచి క్వాంటమ్ టెక్నాలజీలో నోబెల్ బహుమతి సాధించినవారికి రూ.100 కోట్ల నజరానా అందిస్తామని సీఎం చంద్రబాబు ప్రకటించారు. అమరావతిని ప్రపంచంలోని ఐదు అగ్రశ్రేణి క్వాంటమ్ హబ్లలో ఒకటిగా తీర్చిదిద్దుతామన్నారు. భారతదేశంలో ఈ టెక్నాలజీలో విప్లవానికి ఏపీ నాయకత్వం వహిస్తుందన్నారు. 180 రోజుల్లో అమరావతిలో క్వాంటమ్ కంప్యూటర్ ఏర్పాటుచేస్తామని, రెండేళ్లలో అమరావతిలోనే కంప్యూటర్లు ఉత్పత్తి చేసి... విదేశాలకు ఎగుమతి చేస్తామని పేర్కొన్నారు. ‘‘ప్రపంచ ఐటీ రంగానికి కేంద్రస్థానం సిలికాన్ వ్యాలీ. రాబోయే రోజుల్లో క్వాంటమ్ కంప్యూటింగ్కి అమరావతి కేంద్రంగా మారుతుంది. కొత్త కంపెనీలు ప్రారంభించేందుకు, సాంకేతికతల ఆవిష్కరణకు అందరూ ఇక్కడికే వస్తారు’’ అని తెలిపారు. రాష్ట్రప్రభుత్వం, వైసర్, క్యూబిటెక్ సంస్థలు సంయుక్తంగా నిర్వహిస్తున్న శిక్షణ కార్యక్రమంలో నమోదుచేసుకున్న 54వేల మంది విద్యార్థులతో ముఖ్యమంత్రి మంగళవారం ఉదయం ‘క్వాంటమ్ టాక్ బై సీబీఎన్’ కార్యక్రమం నిర్వహించారు. ‘సిలికాన్ వ్యాలీ నుంచి క్వాంటమ్ వ్యాలీకి- అమరావతి నుంచి భారత క్వాంటమ్ భవిష్యత్తు నిర్మాణం’ అన్న అంశంపై ఆయన ఆన్లైన్లో పవర్పాయింట్ ప్రజంటేషన్ ఇస్తూ ప్రసంగించారు.
వివిధ దశల్లో 14 లక్షల మందికి శిక్షణ
అమరావతి క్వాంటమ్ వ్యాలీ అభివృద్ధికి రాష్ట్రప్రభుత్వ విజన్ను ముఖ్యమంత్రి ఆవిష్కరించారు. వివిధ స్థాయిల్లో విద్యార్థులకు శిక్షణనిచ్చి నిపుణులుగా తయారుచేసేందుకు ప్రత్యేక కార్యాచరణ సిద్ధం చేసినట్టు చెప్పారు. ‘‘క్వాంటమ్ మెకానిక్స్, ఆల్గరిథమ్స్, కంప్యూటింగ్ ఫండమెంటల్స్ లాంటి ఫౌండేషన్ కోర్సుల్లో 10లక్షల మందికి శిక్షణ ఇస్తాం. అడ్వాన్స్డ్ స్థాయిలో సాఫ్ట్వేర్, హార్డ్వేర్, సెన్సింగ్ అంశాల్లో 3లక్షల మంది నిపుణుల్ని తయారుచేస్తాం. నీతి ఆయోగ్ లక్ష్యం మేరకు అడ్వాన్స్డ్ రీసెర్చ్, ఎన్క్యూఎం హబ్ ఇంటిగ్రేషన్, స్టార్టప్ ఇంక్యుబేషన్లో లక్ష మంది డెవలపర్లను సిద్ధం చేస్తాం. వివిధ సంస్థలు అవి అందజేసే కోర్సులు, సామర్థ్యాన్ని బట్టి మాతో భాగస్వాములుగా చేరొచ్చు’’ అని సీఎం పేర్కొన్నారు.
భవిష్యత్తులో క్వాంటమ్ సప్లై చైన్కి అవసరమైన మొత్తం పరికరాల్ని అమరావతిలోనే ఉత్పత్తి చేస్తామన్నారు. రాష్ట్ర యువతకు వేలకొద్దీ అత్యధిక వేతనంతో కూడిన ఉద్యోగాలు కల్పిస్తామన్నారు. ‘‘క్వాంటమ్ కంప్యూటర్లలో వినియోగించే 85% పరికరాలను తయారుచేస్తున్న కంపెనీలు ఇప్పటికే రాష్ట్రప్రభుత్వంతో ఒప్పందం చేసుకున్నాయి. మిగతా 15% రావడం పెద్ద కష్టం కాదు. సూపర్ కండక్టింగ్, న్యూట్రల్ ఆటమ్, ఫోటానిక్, అయాన్-ట్రాప్ టెక్నాలజీలతో అన్ని రకాల క్వాంటమ్ కంప్యూటర్లు అభివృద్ధి చేస్తాం. ఏఐ, మెషీన్ లెర్నింగ్, సైబర్ సెక్యూరిటీ, క్వాంటమ్ మెటీరియల్స్ వంటి నెక్స్ట్ జనరేషన్ నైపుణ్యాలు పెంపొందిస్తాం. క్రయోజెనిక్స్, సెమీకండక్టర్ల నుంచి ఆల్గరిథమ్స్, ఏఐ ఎనేబుల్డ్ అప్లికేషన్ల వరకూ అమరావతి నుంచే అందజేస్తాం’’ అని సీఎం తెలిపారు. క్వాంటమ్ రంగంలో పెట్టుబడులకు ఆంధ్రప్రదేశ్ను మించిన ప్రదేశం మరొకటి లేదని, వేగం, ఆవిష్కరణ, కార్యాచరణల్లో మనతో ఎవరూ సరితూగలేరని తెలిపారు.
మూడు దశాబ్దాల క్రితం ఐటీ విజన్తో అద్భుతమైన ఫలితాలు సాధించామని సీఎం తెలిపారు. ఇప్పుడు క్వాంటమ్ కంప్యూటింగ్లోనూ ఆంధ్రప్రదేశ్ను ప్రపంచపటంలో నిలిపేందుకు కార్యాచరణ రూపొందించినట్లు తెలిపారు. ‘‘ఐటీ విప్లవాన్ని అందిపుచ్చుకుని ఉమ్మడి ఆంధ్రప్రదేశ్లో ఐటీ నిపుణుల్ని తయారుచేసి ప్రపంచానికి అందించాం. సైబరాబాద్ అభివృద్ధితో హైదరాబాద్ ప్రపంచ ఐటీహబ్గా ఎదిగింది. అప్పట్లోనే మైక్రోసాఫ్ట్ని హైదరాబాద్కి తీసుకొచ్చాం’’ అని పేర్కొన్నారు. ప్రపంచంలోని దిగ్గజ ఐటీ కంపెనీలకు సుందర్ పిచాయ్, సత్య నాదెళ్ల, అరవింద్ కృష్ణ వంటి భారతీయ మూలాలున్నవారే సీఈఓలుగా ఉన్నారని గుర్తుచేశారు. ‘‘ఏపీని క్వాంటమ్తో పాటు, గ్రీన్ హైడ్రోజన్ వ్యాలీగా మారుస్తున్నాం’’ అని సీఎం పేర్కొన్నారు.
‘‘చైనా 1978లోనే ఆర్థిక సంస్కరణలకు తెరతీస్తే, మనం 1991లో ప్రారంభించాం. సరళీకృత ఆర్థిక విధానాలు, ప్రపంచీకరణ, నాలెడ్జ్ ఎకానమీ, మేకిన్ ఇండియా, స్టార్టప్, స్కిల్, డిజిటల్ ఇండియా, జీఎస్టీ లాంటి చర్యల వల్ల ఆర్థికంగా పుంజుకున్నాం. నాలుగో అతిపెద్ద ఆర్థికవ్యవస్థగా ఆవిర్భవించాం’’ అని సీఎం వివరించారు. ‘‘మన డీఎన్ఏలోనే విజ్ఞానం ఉంది. క్రీస్తుపూర్వం 2,500లోనే పట్టణ ప్రణాళిక, ఇంజినీరింగ్లో మనం నిష్ణాతులం. క్రీ.పూ.900 నాటికే ఆరోగ్య రంగం, యోగ విద్యల్లోను, క్రీ.పూ.600 నాటికి ఆయుర్వేద వైద్యంలోను మనం అగ్రగణ్యులం. క్రీ.పూ.138లోనే సిల్క్రూట్ ఏర్పాటైంది. క్రీ.శ.427లో నలంద విశ్వవిద్యాలయం ఏర్పాటైంది. క్రీ.శ.500లో ఆర్యభట్ట ‘సున్నా’ను కనిపెట్టారు. అప్పటికే లోహశాస్త్రంలో దిట్టలం. క్రీ.శ.600లో చదరంగం కనిపెట్టాం’’ అని సీఎం చంద్రబాబు తెలిపారు.
‘‘2047నాటికి భారత్ను అగ్రశ్రేణి ఆర్థికవ్యవస్థగా తీర్చిదిద్దాలని లక్ష్యంగా పెట్టుకున్నాం. రాబోయే 22 ఏళ్లు మనకు కీలకం. ఈ కాలాన్ని జారవిడుచుకుంటే మళ్లీ సాధించలేం. డీప్టెక్, క్వాంటమ్ కంప్యూటింగ్ విజన్ని మీరంతా అందిపుచ్చుకోవాలి. 5-7 ఏళ్లు కష్టపడితే భవిష్యత్తులో మీరు కోరుకున్నది జరుగుతుంది. టెక్నాలజీలో మౌలికాంశాలపై పట్టుసాధించి మెదడుకు సానబెడితే అద్భుతాలు చేస్తారు’’ అని సీఎం పేర్కొన్నారు. ఈ కార్యక్రమంలో కేంద్ర శాస్త్ర, సాంకేతికశాఖ కార్యదర్శి అభయ్ కరాండికర్, మద్రాస్, తిరుపతి ఐఐటీల డైరెక్టర్లు సత్యనారాయణ, కామకోటి, వైసర్ కంపెనీ డైరెక్టర్ ప్రాచీ వఖారియా తదితరులు పాల్గొన్నారు.
ఏసాంకేతిక విప్లవమైనా ఆంధ్రప్రదేశ్ నాయకత్వం వహిస్తుందే తప్ప ఎవరినీ అనుసరించదని చంద్రబాబు స్పష్టంచేశారు. ‘‘అమరావతిలో క్వాంటమ్ ఎకోసిస్టంను అభివృద్ధి చేసేలా ప్రణాళికలు రూపొందించాం. క్వాంటమ్ అప్లికేషన్ల ద్వారా వ్యక్తిగత ఔషధాలు, వ్యాధుల్ని ముందే గుర్తించి నివారించడం వంటివి సాధ్యమవుతాయి. మరింత సామర్థ్యం, వేగం, కచ్చితత్వం సాధించవచ్చు. క్వాంటమ్ టెక్నాలజీలో ‘ఫస్ట్ మూవర్’ ప్రయోజనాల్ని భారతీయులు అందిపుచ్చుకోవాలి’’ అని సీఎం సూచించారు. క్వాంటమ్ కంప్యూటింగ్లో శిక్షణ పొందేందుకు పేర్లు నమోదుచేసుకోవాలని తాను పిలుపునిస్తే... 48 గంటల్లో 54వేల మంది రిజిస్ట్రేషన్ చేసుకున్నారని, వారిలో 51% విద్యార్థినులు ఉండడం విశేషమని తెలిపారు. ఇప్పటికే ఈ టెక్నాలజీలో రాష్ట్రంలో 870 కాలేజీలు మైనర్ డిగ్రీలు, 53 కాలేజీలు మేజర్ డిగ్రీలు, ఆంధ్రా యూనివర్సిటీ బీటెక్ కోర్సు అందజేస్తున్నాయని తెలిపారు. 1,056 మంది శిక్షణ పొందిన అధ్యాపకులు ఉన్నారన్నారు. 134 టీచింగ్ ల్యాబ్స్ ఏర్పాటు చేస్తున్నామని, 84 ఆల్గరిథమ్ రీసెర్చ్ ప్రతిపాదనలు ఉన్నాయని సీఎం వివరించారు.
