పేదల కోసం నగర శివారు ప్రాంతాల్లో నిర్మిస్తున్న కాలనీల్లో 33 వేల ఇళ్ల పనులు పూర్తిచేశారు. వాటిని నెలాఖరులోగా లబ్ధిదారులకు అందజేయాలన్న ఉన్నతాధికారుల ఆదేశాలను జిల్లా గృహ నిర్మాణ సంస్థ అమలుచేస్తోంది. ఇప్పటివరకూ సుమారు నాలుగు వేల మందికి ఇళ్ల కేటాయింపు పత్రాలు అందజేశారు. మిగిలిన 29 వేల మందికి నెలాఖరులోగా పత్రాలు ఇవ్వాలని నిర్ణయించారు.
ఇంతవరకు బాగానే ఉన్నా నిర్మించిన ఇళ్లల్లో నివాసం ఉండేలా వసతుల విషయాన్ని అధికారులు పట్టించుకోలేదు. శివారు ప్రాంతాల్లో 65 లేఅవుట్లలో 88 వేల ఇళ్ల నిర్మాణాలు ప్రారంభించిన హౌసింగ్ అధికారులు, ఇప్పటివరకు 33 వేల ఇళ్లు పూర్తిచేయగా, మిగిలినవి వివిధ దశల్లో ఉన్నాయి. అయితే ప్రతి కాలనీలో రోడ్లు, డ్రైన్లు, తాగునీరు, విద్యుత్, అప్రోచ్ రోడ్లు, పాఠశాలలు, అంగన్వాడీ, ఆరోగ్య శాఖ సబ్సెంటర్లు ఉండాలి. అయితే ప్రస్తుతం ఏ కాలనీలోనూ ఈ వసతులు లేవు. ఇళ్ల నిర్మాణాల కోసం తాత్కాలికంగా వేసిన బోరుబావుల నుంచి తాగునీరు కొంతవరకూ తీసుకునే వీలుంటుంది. కానీ విద్యుత్ సౌకర్యం లేకపోతే ఎలా ఉంటామని లబ్ధిదారులు ప్రశ్నిస్తున్నారు. తాగునీటి సౌకర్యం కోసం సుమారు రూ.600 కోట్లతో ప్రతిపాదనలు రూపొందించారు. విద్యుత్ సౌకర్యం, డ్రైన్లు, రోడ్లకు ప్రతిపాదనలు సిద్ధం చేస్తున్నారు. ప్రభుత్వం ఆమోదించి టెండర్లు పిలిచిన తరువాత పనులు పూర్తికి కనీసం రెండేళ్లు పడుతుంది. అప్పటివరకూ లబ్ధిదారుల పరిస్థితి ఏమిటనేది ప్రశ్నగా మిగిలింది.
ప్రధానమంత్రి ఆవాస్ యోజన కింద ప్రతి ఇంటి నిర్మాణానికి కేంద్రం రూ.1.8 లక్షలు మంజూరుచేసింది. ఆనిధులతో ఆప్షన్-3 కింద కాంట్రాక్టర్ల ద్వారా నిర్మాణాలు చేస్తున్నారు. అదనపు వసతుల కోసం మహిళా లబ్ధిదారులకు డ్వాక్రా సంఘాల ద్వారా రూ.35 వేలు మంజూరుచేసిన రుణాలను ఇళ్ల నిర్మాణాలకు కేటాయించారు. ఇలా సుమారు 30 వేల మంది మాత్రమే ముందుకువచ్చారు. అయితే లబ్ధిదారులు స్వయంగా అదనపు హంగులు ఏర్పాటుచేసుకుంటే బీసీ/ఎస్సీ లైతే రూ.50 వేలు, ఎస్టీలకు రూ.75 వేల వరకు రాష్ట్ర ప్రభుత్వం సాయం అందిస్తోంది. దీనిని పరిగణనలోకి తీసుకుని ఇప్పటివరకూ ఆప్షన్-3 కింద నిర్మించిన ఇళ్లను లబ్ధిదారులకు అందజేసిన నేపథ్యంలో వాటిని ఆప్షన్-1 (లబ్ధిదారులు స్వయంగా నిర్మించుకునే విధానం) కిందకు తీసుకువస్తారు. అప్పుడు బీసీ/ఎస్సీ/ఎస్టీ వర్గాలకు సాయం అందించేందుకు అవకాశం ఉంటుందని అధికారులు చెబుతున్నారు. ఓపెన్ కేటగిరీ వారికి మాత్రం ప్రభుత్వం నుంచి సాయం ఉండదు.

33 thousand houses have been completed in the colonies being built in the suburbs of the city for the poor. The District Housing Corporation is implementing the orders of the superiors to deliver them to the beneficiaries by the end of the month. So far about four thousand people have been given house allotment documents. It has been decided to give documents to the remaining 29,000 people by the end of the month. The housing authorities started the construction of 88 thousand houses in 65 layouts in the suburbs, so far 33 thousand houses have been completed and the rest are in various stages. But every colony should have roads, drains, drinking water, electricity, approach roads, schools, Anganwadi, health department sub-centres. But at present none of the colonies have these facilities. Drinking water can be taken to some extent from borewells temporarily constructed for house construction. But the beneficiaries are questioning what will happen if there is no electricity facility. Proposals have been made for drinking water facility with about Rs.600 crores. Proposals are being prepared for electricity facility, drains and roads. After the government approves and calls for tenders, the work will take at least two years to complete. The question remains as to what is the condition of the beneficiaries till then.
The Center has sanctioned Rs.1.8 lakh for the construction of each house under the Pradhan Mantri Awas Yojana. Construction is being done by contractors under Option-3 with Anidhu. Loans of Rs.35 thousand sanctioned by Dwakra Sanghas to women beneficiaries for additional facilities have been earmarked for construction of houses. Only about 30 thousand people came forward. However, the state government is providing assistance up to Rs.50,000 for BC/SC and Rs.75,000 for STs if the beneficiaries themselves arrange additional shelters. Considering this, the houses built till now under Option-3 will be brought under Option-1 (Beneficiary Self-Constructed Method) in the context of handover to the beneficiaries. Officials say that then there will be an opportunity to provide assistance to BC/SC/ST communities. Open category people will not get any help from the government.
