గ్రామీణ భారతదేశానికి ఊపిరిలా ఉన్న మహాత్మాగాంధీ జాతీయ గ్రామీణ ఉపాధి హామీ పథకం నేడు నిర్వీర్యమవుతోంది. ఇది యాదృచ్ఛిక పరిపాలనా వైఫల్యం కాదు. ఉద్దేశ్యపూర్వక విధాన నిర్ణయాల ఫలితం. పేదలకు పని హక్కు ఇచ్చే ఈ పథకాన్ని క్రమంగా ఊపిరాడనీయకుండా చేయడమే కేంద్ర ప్రభుత్వ అసలైన ఉద్దేశ్యం అనిపిస్తోంది. మహాత్మాగాంధీ పేరు పెట్టుకుని అమలు చేస్తున్న పథకాన్నే బలహీనపరచడం కన్నా పెద్ద ద్రోహం ఇంకేముంటుంది? గ్రామాలే భారతదేశానికి పునాది అని గాంధీ అన్నారు. పేదల శ్రమకు గౌరవం కావాలన్నారు. ఆకలి మానవత్వానికి అవమానం అని చెప్పారు. కానీ నేటి పాలనలో గాంధీ ఆశయాలకు సమాధి కడుతున్నారు.

గతంలో ఉపాధి హామీ పథకానికి కేంద్రం 90శాతం, రాష్ట్రం 10శాతం నిధులు భరించేవి. ఇది పథకం సజావుగా నడవడానికి కీలకం. కానీ ఇప్పుడు కొత్త నిబంధనల పేరుతో కేంద్రం 60శాతం, రాష్ట్రాలు 40శాతం ఖర్చు చేయాలనే నిర్ణయం తీసుకున్నారు. ఇప్పటికే అప్పుల ఊబిలో ఉన్న రాష్ట్రాలు తమ 40శాతం వాటా ఇవ్వలేక చేతులెత్తేస్తాయి. అప్పుడు కేంద్రం ‘రాష్ట్రాలు ఖర్చు చేయడం లేదు’ అని నెపం వేసే అవకాశం ఉంది. ఇది కపటత్వం కాకపోతే మరేమిటి? 15 రోజుల్లో వేతనం ఇవ్వాలన్న చట్టాన్ని కేంద్రం తానే ఉల్లంఘిస్తోంది. నెలల తరబడి జీతాలు రాకపోయినా ఎవరూ బాధ్యత వహించడం లేదు. ఇది కేవలం నిర్లక్ష్యం కాదు – పేదల శ్రమను దోచుకోవడమే. ఆధార్‌, బయోమెట్రిక్‌, ఆన్‌లైన్‌ విధానాలన్నీ– లీకేజీ అరికట్టడానికన్నా, పేదలను పథకం నుంచి బయటకు నెట్టడానికి పనికొస్తున్నాయి. స్మార్ట్‌ఫోన్‌ లేని కూలీకి పని లేదన్నట్టుగా వ్యవహరించడం, ఉపాధి హామీని హక్కు నుంచి దయగా మార్చడం ప్రమాదకరం. గాడ్సే ఒక్కసారే మహాత్మాగాంధీని శారీరకంగా చంపాడు. మోదీ ప్రభుత్వం మాత్రం గాంధీ ఆలోచనలను, పేదల పట్ల ఆయన నమ్మిన మానవత్వాన్ని, శ్రమ గౌరవాన్ని తన విధానాల ద్వారా రోజూ చంపుతోంది. ఇది ఒక్కసారిగా జరిగే హత్య కాదు. నెమ్మదిగా జరిగే, లోతుగా గాయపరచే వ్యవస్థాగత హత్య. పథకాన్ని పూర్తిగా రద్దు చేస్తే ప్రజలు ప్రశ్నిస్తారు. అందుకే నిధులు తగ్గిస్తూ, బాధ్యతలు మళ్లిస్తూ, సాంకేతిక అడ్డంకులు పెడుతూ నిశ్శబ్దంగా చంపుతున్నారు.


ఉపాధి హామీ నిర్వీర్యమైతే గ్రామీణ నిరుద్యోగం పెరుగుతుంది. వలసలు ఉధృతమవుతాయి. మహిళల ఆర్థిక స్వావలంబన కూలిపోతుంది. పేదరికం మరింత లోతుగా మారుతుంది. ఇది అభివృద్ధి కాదు వెనుకడుగు. ఈ దేశానికి గాంధీ విధానాలు కావాలి. ఉపాధి హామీ పథకం దానం కాదు. అది హక్కు. ఆ హక్కును నిర్వీర్యం చేయడం ప్రజాస్వామ్యానికి అవమానం. కేంద్ర ప్రభుత్వం ఇప్పటికైనా తన బాధ్యతను స్వీకరించాలి. లేదంటే చరిత్రలో ఇది గాంధీ పేరు చెప్పుకుని గాంధీ ఆశయాలను హతమార్చిన పాలనగా నమోదు అవుతుంది.

A result of deliberate policy decisions. It seems that the central government's real intention is to gradually suffocate this scheme of giving the right to work to the poor. What can be a bigger betrayal than weakening the scheme implemented in the name of Mahatma Gandhi? Gandhi said that villages are the foundation of India. The labor of the poor should be respected. It is said that hunger is a disgrace to humanity. But in today's regime, Gandhi's ambitions are buried.

In the past, the center used to fund 90 percent and the state 10 percent for the employment guarantee scheme. This is crucial for the smooth running of the scheme. But now in the name of new rules, the center has decided to spend 60 percent and the states 40 percent. The states that are already in debt will not be able to give their 40 percent share and will give up. Then the center is likely to pretend that 'states are not spending'. If this is not hypocrisy, what is it? The Center itself is violating the law to pay within 15 days. No one is taking responsibility even if salaries are not received for months. This is not just negligence – it is robbing the labor of the poor. Aadhaar, biometrics, online systems – all work to push the poor out of the scheme rather than check leakage. Treating a laborer without a smartphone as if he has no job is dangerous, turning the guarantee of employment from a right to a kindness. Godse physically killed Mahatma Gandhi once. But the Modi government is killing Gandhi's ideas, his belief in humanity towards the poor and the respect of labor through its policies on a daily basis. This is not a one-off murder. A slow, deeply wounding systemic murder. People will question if the scheme is scrapped completely. That is why they are killing silently by reducing funds, diverting responsibilities and putting technical barriers.


If employment guarantee is weakened, rural unemployment will increase. Migration will increase. Women's financial independence will collapse. Poverty deepens. This is not progress but regression. This country needs Gandhi policies. Employment Guarantee Scheme is not charity. That's right. Denying that right is an affront to democracy. The central government should still take up its responsibility. Otherwise it will go down in history as a regime that killed Gandhi's ambitions by using Gandhi's name.
