ఈనాడు, ఒంగోలు: వివిధ ప్రభుత్వ శాఖలకు చెందిన మనుగడలో లేని బ్యాంకు ఖాతాల్లో రూ.వంద కోట్లకు పైగా సొమ్ములున్నాయి.. జిల్లా అధికారులు ఆ నగదును తీసుకుంటే.. స్థానిక అవసరాలకు వినియోగించుకోవచ్చని ఇటీవల కలెక్టర్ల సదస్సులో ఆర్థిక శాఖ అధికారులు.. సీఎం చంద్రబాబుకు నివేదించారు. వాటిని తీసుకొని, మీ జిల్లాల్లో వినియోగించుకోండని సీఎం కలెక్టర్లకు సూచించారు. ఈ తరహా మనుగడలో లేని ప్రజల వ్యక్తిగత బ్యాంకు ఖాతాల్లోనూ భారీగా నగదు నిల్వలు మూలుగుతున్నాయి. ఏదైనా బ్యాంకు ఖాతాలో రెండేళ్ల పాటు లావాదేవీలు చేయకుంటే, అది స్తంభిస్తుంది. ఈ-కేవైసీ చేస్తే.. బ్యాంకు స్థాయిలోనే దాన్ని పునరుద్ధరిస్తారు. పదేళ్ల పాటు పట్టించుకోకుంటే బ్యాంకు అధికారులు ఆ ఖాతాలో ఉన్న మొత్తాన్ని రిజర్వు బ్యాంకులోని డిపాజిటర్స్ ఎడ్యుకేషన్, ఎవేర్నెస్ ఫండ్ (డెఫ్)కు జమ చేస్తారు. ఇలా బ్యాంకు ఖాతాలు, బీమా పరిహారం, పింఛన్లు, ఫండ్లు.. ఇతరత్రా క్లెయిమ్ చేయని నగదు దేశవ్యాప్తంగా రూ.1.84 లక్షల కోట్లు ఆర్బీఐ వద్ద పేరుకుపోయాయి.
ఆర్బీఐ ప్రత్యేక కార్యాచరణ
డెఫ్కు జమైన ప్రజల డబ్బును వారికి అప్పగించాలని ఆర్బీఐ ప్రత్యేక కార్యాచరణ ప్రకటించడంతో బ్యాంకులు.. అలాంటి ఖాతాలను గుర్తించి, ఖాతాదారులకు సమాచారం ఇస్తున్నాయి. మనుగడలో లేనివి (అన్ఆపరేటివ్), ఖాతాదారు చనిపోవడంతో కుటుంబ సభ్యులు పట్టించుకోనివి (అన్ క్లెయిమ్డ్) కేటగిరీలకు చెందిన వాటి పాస్పుస్తకాలు, ఇతర వివరాలు లేకున్నా.. ఆర్బీఐ వైబ్సైట్లో తెలుసుకోవచ్చని బ్యాంకర్లు సూచిస్తున్నారు. ఒంగోలు సంతపేట ఎస్బీఐలో ఒకరు రూ.4 లక్షలు ఖాతాలో వదిలేయడంతో ఆ డబ్బును వడ్డీతో సహా ఇటీవల అందించారు. రేపల్లెకు చెందిన చనిపోయిన ఓ వ్యక్తి ఖాతాలో రూ.10 లక్షలు ఉండిపోగా, వాటిని ఆయన వారసులకు అందజేశారు. ఒంగోలు జిల్లా విద్యాశాఖకు చెందిన రూ.40 లక్షలు అప్పగించారు. ఆర్బీఐ సూచన మేరకు అక్టోబరు నుంచి మనుగడలో లేని ఖాతాల గురించి ప్రజలకు అవగాహన కల్పిస్తున్నామని ప్రకాశం జిల్లా లీడ్ బ్యాంకు మేనేజర్ రమేష్ పేర్కొన్నారు. ఈ నెల 31 వరకు ఈ కార్యక్రమం ముమ్మరంగా కొనసాగుతుందన్నారు.
మనుగడలో లేనివి కోటికిపైగా ఖాతాలు
రాష్ట్రంలో మనుగడలోని లేని బ్యాంకు ఖాతాల సంఖ్య కోటి దాటేసింది. పాతికేళ్ల క్రితం నాటి ఫోన్ నంబర్లు మారిపోవడం, బ్యాంకు ఖాతాల్లో చిరునామాలు స్పష్టంగా పేర్కొనకపోవడంతో ఆయా ఖాతాదారులను గుర్తించడం సమస్యగా మారింది. జిల్లాల్లోని ప్రభుత్వ శాఖల్లో కూడా ఇదే మాదిరి.. అధికారి మారినప్పుడల్లా కొత్త ఖాతాలు తెరవడం, పాత వాటిని విస్మరించడంతో రాష్ట్రం మొత్తం మీద ఇలాంటివి లక్షకు పైగా ఉన్నాయి. ఇలా వదిలేసిన ప్రభుత్వ ఖాతాల్లో ఒక్క ఎస్బీఐలోనే రూ.64 కోట్ల మేర నగదు నిల్వలు ఉన్నాయి.
పెద్ద మొత్తంలో విశాఖ జిల్లాలో
అత్యధికంగా విశాఖపట్నం జిల్లా పరిధిలో మనుగడలో లేని ఖాతాల్లో రూ.195.65 కోట్లు, తరువాత గుంటూరు జిల్లాలో రూ.149.47 కోట్లు ఉన్నట్లు గుర్తించారు. పదకొండు జిల్లాల్లో ఒక్కోచోట రూ.వంద కోట్లకు పైగా బ్యాంకుల్లో వదిలేశారు. అట్టడుగున పార్వతీపురం మన్యం జిల్లాలో రూ.28 కోట్ల మేర ఉన్నాయి. యూబీఐ పరిధిలో రాష్ట్రం మొత్తం మీద 47 లక్షల మనుగడ లేని ఖాతాల్లో రూ.654.78 కోట్ల నగదు నిల్వలున్నాయి. తరువాత ఎస్బీఐలో 23 లక్షల ఖాతాల్లో రూ.620 కోట్లున్నాయి. జిల్లా కేంద్ర సహకార శాఖ బ్యాంకుల్లోని నాలుగు లక్షల ఖాతాల్లో రూ.58 కోట్లు ఉన్నాయి.

RBI special activity

A person left Rs.4 lakh in an account at Ongolu Santapet SBI and the money was recently given along with interest. A deceased person from Raypalle left Rs.10 lakh in his account and handed it over to his heirs. Ongolu District Education Department handed over Rs.40 lakhs. Prakasam District Lead Bank Manager Ramesh stated that people are being made aware about non-existent accounts from October as per the instructions of RBI. He said that this program will continue vigorously till 31st of this month.
Non-surviving accounts are more than one crore
The number of non-surviving bank accounts in the state has crossed one crore. It has become a problem to identify the respective customers as the phone numbers from years ago have changed and the addresses are not clearly mentioned in the bank accounts. This is the pattern in the government departments in the districts as well.. Whenever the officer changes, new accounts are opened and the old ones are ignored. There are more than one lakh such cases in the entire state. In the government accounts left like this, there are cash balances of Rs.64 crores in SBI alone.
Visakha District
Most of the non-surviving accounts in Visakhapatnam district were found to be Rs.195.65 crores, followed by Rs.149.47 crores in Guntur district. More than Rs.100 crores were left in banks in each of the eleven districts. Parvathipuram Manyam district has Rs.28 crores at the bottom. There are Rs.654.78 crore cash balances in 47 lakh non-performing accounts across the state under UBI. Later, SBI has Rs.620 crore in 23 lakh accounts. There are Rs.58 crores in four lakh accounts in District Central Cooperative Banks.
