పరిపాలనలో వినూత్న విధానాలు క్షేత్రస్థాయి నుంచే రావాలని, ఇందుకు కలెక్టర్లే చొరవ తీసుకోవాలని ముఖ్యమంత్రి చంద్రబాబు సూచించారు. ఈసారి కలెక్టర్ల సదస్సులో సీఎం కొత్త పద్ధతిని అనుసరించారు. వివిధ జిల్లాల్లో అమలవుతున్న వినూత్న విధానాల్ని పరిశీలించేందుకు కమిటీ నియమించి, వాటిలో ఆరింటిని ఉత్తమమైనవిగా ఎంపిక చేశారు. గురువారం సదస్సులో వాటి గురించి వివరించే అవకాశం ఆయా కలెక్టర్లకే ఇచ్చారు. ఈ ఆరు విధానాలు ‘గేమ్ ఛేంజర్లు’ అవుతాయని ముఖ్యమంత్రి ప్రశంసించారు. అన్ని జిల్లాల కలెక్టర్లు అక్కడికి వెళ్లి వాటిని పరిశీలించి, వారి జిల్లాల్లోనూ అమలు చేయాలని ఆదేశించారు. మేలైన విధానాలు రూపొందించిన కలెక్టర్లే.. రాష్ట్రవ్యాప్తంగా అమలుకు ఛాంపియన్స్గా ఉంటూ, మార్గదర్శనం చేస్తారని తెలిపారు. వచ్చే సదస్సు నాటికి ఉత్తమ విధానాల సంఖ్య పదికి పెరగాలన్నారు. ఉత్తమ విధానాల వల్ల మనం నమూనాగా మారుతామని, ఇతర రాష్ట్రాల వారు వచ్చి ఇక్కడ నేర్చుకుంటారని తెలిపారు. ‘రిజిస్ట్రేషన్ల శాఖలో చాలా మార్పు వచ్చింది. మంగళగిరిలో పవన్ అనే వ్యక్తికి 10 నిమిషాల్లో రిజిస్ట్రేషన్ చేయగా, అతనికి వచ్చిన మెసేజ్ను సీఎంవోకు పంపించారు’ అని సీఎం చదివి వినిపించారు. ఈ తరహాలో పనిచేస్తే దేశమంతా మన నుంచే నేర్చుకుంటుందని ఉదహరించారు.
లక్ష్యం:గిరిజన ప్రాంతాల్లోని ఆశ్రమ పాఠశాలల విద్యార్థులకు ప్రాథమిక దశ నుంచే పటిష్ఠ పునాది వేసి, మంచి గ్రేడ్ సాధించేలా చూడటం. ప్రతిభావంతులను సూపర్-50 పేరుతో ఎంపికచేసి రాష్ట్ర, జాతీయ స్థాయి పోటీ పరీక్షలకు సిద్ధం చేయడం. మార్గదర్శిని పేరుతో విద్యార్థులకు కెరీర్ గైడెన్స్.
అమలు విధానం:ఆశ్రమ పాఠశాలల్లోని విద్యార్థులకు ఫౌండేషన్ లిటరసీ అండ్ న్యూమరసీ (ఎఫ్ఎల్ఎన్) పేరుతో ఈ కార్యక్రమం చేపట్టారు. తెలుగు, ఇంగ్లిష్, గణితంలో మే నెలలో పరీక్ష నిర్వహించి, ఫలితాల మేరకు ప్రత్యేక శిక్షణ ఇచ్చారు. పదో తరగతి విద్యార్థులకు జిల్లాస్థాయిలో పరీక్షపెట్టి, సూపర్-50లో భాగంగా 50 మందికి ప్రత్యేక శిక్షణ ఇచ్చారు. వారిలో ఒక విద్యార్థి ఈ ఏడాది పదో తరగతి పరీక్షల్లో 577 మార్కులతో రాష్ట్రంలోని ఆశ్రమ పాఠశాలల విభాగంలో మొదటి స్థానంలో నిలిచాడు. 2023-24, 2014-25లో సూపర్-50లో శిక్షణ పొందిన విద్యార్థులంతా ప్రథమ శ్రేణిలో ఉత్తీర్ణులయ్యారు.
సీఎం సూచన:కుప్పం నియోజకవర్గంలో ‘విలువల బడి’ పేరుతో నిత్యం గంటన్నర పాటు పిల్లలకు స్ఫూర్తిదాయక అంశాలు బోధిస్తున్నారు. దాన్నికూడా అన్నిచోట్లా అమలు చేయాలి.
లక్ష్యం:విద్యార్థుల్లో వ్యక్తిగత శుభ్రత, జబ్బు పడకుండా చూడటం. మంచి అలవాట్లు, ఆత్మవిశ్వాసం, క్రమశిక్షణ పెంచడం.
అమలు విధానం:ప్రతి తరగతి గదిలో ‘ముస్తాబు కార్నర్’ ఏర్పాటు చేశారు. వాటిలో అద్దం, దువ్వెన, తువాలు, సబ్బు, నెయిల్ కట్టర్, హ్యాండ్ వాష్, బకెట్ తదితరాలు ఉంచారు. ఇంటి దగ్గర సరిగ్గా తయారై రానివాళ్లను ముస్తాబు కార్నర్కి పంపించి ముఖం కడుక్కొని, తల దువ్వుకుని వచ్చాకే తరగతి గదిలోకి అనుమతిస్తున్నారు.
సీఎం సూచన:అన్ని ప్రభుత్వ, ప్రైవేటు స్కూళ్లలో ‘ముస్తాబు’ను ప్రవేశపెడతాం. మొత్తం 79 లక్షల మంది విద్యార్థులున్నారు. వారి తల్లిదండ్రులను కూడా కలిపితే సుమారు 2 కోట్ల మందిని ఇది ప్రభావితం చేస్తుంది.
లక్ష్యం:నాటు సారా తయారుచేసే కుటుంబాలతో ఆ వృత్తి మాన్పించి, ప్రత్యామ్నాయ ఉపాధి చూపించడం. గౌరవప్రదంగా బతికేలా చేయడం.
అమలు విధానం:గత పదేళ్లుగా సారా తయారీలో ఉంటూ, కేసులు ఎదుర్కొంటున్న 226 కుటుంబాలను ఎంపికచేసి కౌన్సెలింగ్ ఇచ్చారు. 40 కుటుంబాలు ముందుకురాగా, వారికి రూ.31.40 లక్షల రుణం ఇప్పించారు. వారు పశువుల పెంపకం, మాంసం దుకాణం, కుండల తయారీ వంటి యూనిట్లు పెట్టుకొని, నెలకు రూ.8-15 వేల ఆదాయం పొందుతున్నారు.

లక్ష్యం:అందుబాటులో ఉన్న జల వనరులతోనే సాగు విస్తీర్ణం పెంచడం. వరికి ప్రత్యామ్నాయ పంటలను ప్రోత్సహించడం. ఎరువులు, క్రిమిసంహారకాల వాడకం తగ్గించడం.
అమలు విధానం:727 పంచాయతీల నుంచి ఒక్కో ఛాంపియన్ ఫార్మర్ను ఎంపిక చేశారు. జిల్లాలోని మధ్య ప్రాంతంలో మొక్కజొన్న, పశ్చిమ ప్రాంతంలో వేరుశనగ, నిమ్మ, డెల్టాలో వరికి బదులు సీవీడ్, ఆక్వా, అరటి, పొలం గట్లపై ఆయిల్పాం సాగును ప్రోత్సహించారు. యాంత్రీకరణ కింద 45 పరికరాలను రాయితీపై అందిస్తున్నారు.
సీఎం సూచన:రైతులు మూణ్నాలుగు రకాల పంటలు వేస్తారు. వాటిని వేర్వేరు విభాగాలు పర్యవేక్షిస్తాయి. వాటి మధ్య సమన్వయం లోపిస్తోంది. ఆ సమస్యకు ఇదొక పరిష్కారం. జిల్లా కేంద్రంగా వ్యవసాయ పరికరాల బ్యాంక్ ఏర్పాటుచేసి, రైతులు వాడుకునేలా పర్యవేక్షించాలి.
లక్ష్యం:మధ్యాహ్న భోజన పథకంలో శుచి, శుభ్రత, నాణ్యత, ప్రమాణాలు పెంచడం. పిల్లలకు పోషకాహారాన్ని అందించడం. పర్యావరణహిత వంటశాలలు.
అమలు విధానం:మండలానికి ఒక ఆధునిక వంటశాల ఏర్పాటు చేశారు. అక్కడే సౌర విద్యుత్, బయోగ్యాస్పై ఆహార పదార్థాలు వండి, పాఠశాలలకు పంపిస్తున్నారు. వంటవారికి పౌష్టికాహార నిపుణులతో శిక్షణ ఇప్పించారు. ప్రకృతి సేద్యం చేస్తున్న రైతుల నుంచే సరకులు కొంటున్నారు. గతంలో రేషన్ బియ్యం సరఫరాకు వాడిన వాహనాలను స్కూళ్లకు ఆహార పదార్థాల సరఫరాకు వినియోగిస్తున్నారు. ప్రస్తుతం రోజూ 136 స్కూళ్లలోని పది వేల మందికి భోజనం అందిస్తున్నారు. మరో 33 వంటశాలలు నిర్మాణంలో ఉన్నాయి. జనవరి 26 నాటికి జిల్లాలోని అన్ని పాఠశాలలకు ఈ వంటశాలల నుంచే ఆహారం పంపిస్తారు. దీన్ని నీతి ఆయోగ్ మెచ్చుకుని వంటశాలల నిర్మాణానికి రూ.2.5 కోట్లు ఇచ్చింది. ఒక్కో వంటశాల నిర్మాణానికి రూ.62 లక్షలు ఖర్చవుతోంది.
సీఎం సూచన:వంట దినుసుల్లో అన్యపదార్థాల్ని తొలిగించేందుకు తితిదేలో వాడుతున్న ఏఐ ఆధారిత పరిజ్ఞానాన్ని పరిశీలించండి. పిల్లలకు ఆరోగ్య పరీక్షలు చేయించండి. అవసరమైన సప్లిమెంట్లను ఆహారం ద్వారా ఇవ్వాలి. రక్తహీనతను నివారించాలి.
రాష్ట్రమంతా వంటశాలలు:ఈ స్మార్ట్ కిచెన్ ప్రాజెక్టు కేంద్ర విద్యాశాఖ మంత్రి ధర్మేంద్ర ప్రధాన్కు బాగా నచ్చిందని, దీనికి కేంద్రం సహకరిస్తుందని విద్యాశాఖ మంత్రి లోకేశ్ తెలిపారు. కలెక్టర్లు క్లస్టర్ల వారీగా స్థలం గుర్తిస్తే, రాష్ట్రమంతా వంటశాలలు నిర్మిద్దామని సూచించారు.

The cost of constructing each kitchen is Rs.62 lakhs.
CM Suggestion:Check out the AI-based technology being used in Tithide to remove foreign matter from cooking. Get children tested. Necessary supplements should be given through food. Anemia should be avoided.
Kitchens all over the state:The Education Minister Lokesh said that the Union Education Minister Dharmendra Pradhan liked this smart kitchen project and the Center will cooperate with it. It is suggested that kitchens will be set up across the state if the Collectors identify cluster wise locations.
