హైదరాబాద్‌, డిసెంబరు 21 (ఆంధ్రజ్యోతి): ‘‘ఇప్పటివరకు ఓ లెక్క.. రేపటి నుంచి మరో లెక్క. నేనే వస్తున్నా.. తోలు తీస్తా. ప్రజలతో కలిసి కాంగ్రెస్‌ భరతం పడతా’’ అని బీఆర్‌ఎస్‌ అధినేత, మాజీ ముఖ్యమంత్రి కేసీఆర్‌ హెచ్చరించారు. కాంగ్రెస్‌ ప్రభుత్వానికి ఎంతసేపూ రియల్‌ ఎస్టేట్‌ దందా తప్ప.. ప్రజా సంక్షేమం పట్టడంలేదన్నారు. అన్ని రంగాలను కుదేలు చేస్తున్న సర్వభ్రష్ట కాంగ్రెస్‌ సర్కారుపై పోరాటం చేస్తామని ప్రకటించారు. వారికి ఇన్నిరోజులు అవకాశం ఇచ్చామని, ప్రజలకేదో మంచి చేస్తారని ఇంతకాలం మౌనంగా ఉన్నానని, తప్పదు కాబట్టే బయటకు వచ్చానని తెలిపారు. ఆదివారం తెలంగాణ భవన్‌లో బీఆర్‌ఎస్‌ నేతల సంయుక్త సమావేశం అనంతరం ఆయన మీడియాతో మాట్లాడారు. కాంగ్రెస్‌ ప్రభుత్వం రాష్ట్రానికి వచ్చే నీళ్లను కూడా కాపాడలేని దద్దమ్మ ప్రభుత్వమన్నారు. కేవలం 40 టీఎంసీలు చాలునంటూ కేంద్రానికి ఎలా లేఖ రాస్తారని ప్రశ్నించారు. తెలంగాణకు బచావత్‌ ట్రైబ్యునల్‌ 90 టీఎంసీల నీటి కేటాయింపులు చేసిందని తెలిపారు. అదనంగా వచ్చేవాటితో కలిపి 165 టీఎంసీల వరకు తీసుకెళ్లవచ్చని, దాంతో పాలమూరులో ఆరున్నర లక్షల ఎకరాలతోపాటు మరో కొంత కలిపి మొత్తం 13 లక్షల ఎకరాలకు నీరు వస్తుందని భావించామని చెప్పారు. తద్వారా పాలమూరు జిల్లాకు ఉపశమనం లభిస్తుందని అనుకున్నామన్నారు. కానీ, కేంద్రం కొత్తగా తాఖీదు ఇచ్చిందని, అందుకు కాంగ్రెస్‌ ఎందుకు తల ఊపుతోందని మండిపడ్డారు. 45 టీఎంసీలు ఇవ్వమని ఇరిగేషన్‌ మంత్రి ఉత్తమ్‌ ఎలా లేఖ రాస్తారని ప్రశ్నించారు. సర్కారుకు సంబంధించి ప్రతి విషయంలోనూ చెక్‌ చేస్తామన్నారు. అనేక అంశాలపై పోరాడుతున్నామని, భూ దందాలపై కొట్లాడుతున్నామని తెలిపారు.


ఇక మౌనంగా ఉండేది లేదు..

గోదావరి జలాల దోపిడీ జరుగుతుంటే.. ఎవరి ప్రయోజనాల కోసం చప్పుడు చేయకుండా ఉన్నారని కేసీఆర్‌ ప్రశ్నించారు. ఇక నుంచి తానే స్వయంగా రంగంలోకి దిగుతానన్నారు. రెండు మూడు రోజుల్లో పెద్ద ఎత్తున సమావేశాలు నిర్వహిస్తామని, ప్రతి ఊరిలో డప్పు కొడతామని, జలదోపిడీపై ఎండగడతామని ప్రకటించారు. తెలంగాణ ప్రయోజనాల కోసం ఎవరితోనైనా కొట్లాడతామన్నారు. రాష్ట్ర హక్కులను రక్షించుకోవాలని, ఈ విషయంలో తాను మౌనంగా ఉండేదిలేదన్నారు. పాలమూరుపై కేంద్రం తీరును నిలదీస్తామన్నారు. 50 ఏళ్ల కాంగ్రెస్‌ పాలనలో, 20ఏళ్ల టీడీపీ పాలనలో పాలమూరు జిల్లాను కోలుకోలేని దెబ్బకొట్టారని ఆరోపించారు. భీమా ప్రాజెక్టు, తుంగభద్ర ఎడమకాల్వ ద్వారా 174 టీఎంసీల నీరు పాలమూరు జిల్లాకు రావాల్సి ఉందన్నారు. నిజానికి ఆంధ్రప్రదేశ్‌ రాష్ట్ర ఏర్పాటే.. తెలంగాణకు పెనుశాపంగా మారిందని, అందులో ఉమ్మ డి పాలమూరు జిల్లా చాలా నిరాదరణకు గురైందని తెలిపారు. సమైక్య రాష్ట్రంలో నీళ్లు అడగలేదని, అయి నా.. జూరాలను అక్కడే కట్టాలని 70 టీఎంసీల నీటి ని ట్రైబ్యునల్‌ స్వయంగా కేటాయించిందని పేర్కొన్నారు. ఇదంతా 1974-76 మధ్య జరిగిందని, అప్పటి సీఎం అంజయ్య పునాదిరాయి వేస్తే.. పట్టించుకున్నవారే లేరని అన్నారు.

గులాబీ జెండా ఎగిరాకే..

‘‘బ్యారేజీ కట్టారు కానీ, కాల్వలు లేవు.. నీళ్లు పారవు. 2001లో గులాబీ జెండా ఎగిరే వరకు ఇదే పరిస్థితి ఉండేది. పాలమూరు జిల్లాను అప్పటి సీఎం చంద్రబాబు దత్తత తీసుకుని ఇష్టం వచ్చినట్లు పునాదిరాళ్లు వేసుకుంటూ పోయారే తప్ప.. నిర్మాణాలు చేసిందే లేదు. కర్ణాటక రాష్ట్రానికి రూ.13 కోట్ల పరిహారం ఇవ్వకపోవడంతో అప్పట్లో బాబును ప్రశ్నించాను. తీవ్రమైన విమర్శ లు చేస్తే.. కర్ణాటకకు పరిహారం చెల్లించి, జూరాల కట్టించాడు. అయితే 80 వేల ఎకరాలకు పారాల్సిన జూరాల 20 వేల ఎకరాలకు పడిపోయింది. తెలంగాణ వచ్చా క.. పాలమూరు పెండింగ్‌ ప్రాజెక్టులను రన్నింగ్‌ ప్రాజెక్టులుగా మార్చాం. నెట్టెంపాడు, భీమా, కల్వకుర్తిని లైన్‌లోకి తెచ్చి 6.50 లక్షల ఎకరాల ఆయకట్టును అందుబాటులోకి తెచ్చాం. మిషన్‌ కాకతీయలో ప్రాధాన్యమిచ్చి మైనర్‌ ఇరిగేషన్‌ సామర్థ్యాలు పెంచాం. వాగులపై చెక్‌ డ్యామ్‌లు కట్టాం. వీటి ద్వారా మరో 1.50 లక్షల ఎకరాలు సాగులోకి వచ్చింది. పెండింగ్‌ ప్రాజెక్టులు పూర్తిచేస్తూనే.. పాలమూరు-రంగారెడ్డి ఎత్తిపోతల పథకాన్ని తెరమీద కు తెచ్చాం. అన్ని అనుమతులు సాధించి ప్రక్రియ మొదలు పెట్టేలోపు ప్రభుత్వం మారింది’’ అని కేసీఆర్‌ అన్నారు.


రెండేళ్లలో తట్టెడు మట్టి తీయలేదు..

రెండేళ్లుగా పాలమూరు-రంగారెడ్డి ప్రాజెక్టుకు తట్టెడు మట్టి తీయడం లేదని, పైసా పనిచేయడం లేదని కేసీఆర్‌ విమర్శించారు. దీని వెనుక ఎవరి ఒత్తిడి దాగి ఉందని ప్రశ్నించారు. చంద్రబాబు కుట్ర కారణంగానే పాలమూరు- రంగారెడ్డి ప్రాజెక్టు డీపీఆర్‌ను కేంద్రం వెనక్కు పంపిందని ఆరోపించారు. బీజేపీ మొదటి నుంచీ తెలంగాణకు శని అయిందని, కేంద్ర ప్రభుత్వానికి ఎంపీలు అవసరం కాబట్టి చంద్రబాబు మాటలు విని డీపీఆర్‌ను వాపస్‌ పంపింద న్నారు. దీనిపై రాష్ట్ర ప్రభుత్వం ఎందుకు లొల్లి చేయడంలేదని ప్రశ్నించారు. ‘‘కేంద్ర, రాష్ట్ర ప్రభుత్వాల తీరును ప్రజల మధ్య ఎండగడతాం. పాలమూరు, రంగారెడ్డి, నల్లగొండ జిల్లాల్లో గ్రామగ్రామాన పెద్ద ఎత్తున ప్రజా ఉద్యమానికి శ్రీకారం చుడతాం. పోస్టర్‌ తయారు చేస్తున్నాం. రెండు మూడు రోజుల్లో విడుదల చేస్తాం. భారీ బహిరంగ సభలు నిర్వహించి, నేనే స్వయంగా హాజరవుతా’’ అని కేసీఆర్‌ అన్నారు. కాంగ్రెస్‌ ప్రభుత్వం సర్వభ్రష్ట ప్రభుత్వమని విమర్శించారు. తమ హయాంలో మంచి పద్ధతిలో ప్రభుత్వాన్ని నడిపించామని, ప్రస్తుతం రాష్ట్రంలో శాంతిభద్రతలు కరువయ్యాయని, పట్టపగలే హత్యలు, అత్యాచారాలు జరుగుతున్నాయన్నారు. నేరాల తీవ్రత 20 శాతం పెరిగిందన్నారు. రాష్ట్ర ప్రజలకు కాంగ్రెస్‌ 420 హామీలిచ్చిందని, అలవికాని హామీలిచ్చి..ప్రజలను రెచ్చగొట్టి మోసం చేశారని ఆయన ఆరోపించారు.

ఫార్మాసిటీని అమ్మేసే ప్రయత్నం..

ఐడీపీఎల్‌ను నెహ్రూ హయాంలో పెట్టారని, దాని పుణ్యాన కొందరు సొంతంగా ఫార్మా పెట్టి విస్తరించారని కేసీఆర్‌ తెలిపారు. ఆ తర్వాత విస్తరించి హైదరాబాద్‌ ఫార్మా హబ్‌గా మారిందన్నారు. అయితే వాటి నుంచి వచ్చే రసాయనాలు, వ్యర్థాలతో అంతా కలుషితం చేస్తాయని ముచ్చర్లలో ఫార్మాసిటీ, యూనివర్సిటీ ఏర్పాటుకు సంకల్పించామని చెప్పారు. అందుకోసం 20 వేల ఎకరాల అవసరం కాగా.. 14 వేల ఎకరాలను సేకరించామ ని, కేంద్రం పర్యావరణ అనుమతులు సైతం మంజూరు చేసిందని అన్నారు. కానీ, ఇప్పుడు దాన్ని అమ్మేసేందుకు ప్రయత్నిస్తున్నారని మండిపడ్డారు. ఫ్యూచర్‌ సిటీ ఎవరికి కావాలి? వైబ్రెంట్‌ సిటీ నువ్వు చేసేదేంటి? అంటూ సీఎం రేవంత్‌రెడ్డినుద్దేశించి వ్యాఖ్యానించారు. అందరూ తలో చేయి వేస్తేనే హైదరాబాద్‌ ఇంత పెద్దసిటీ అయిందన్నారు. ఫార్మాసిటీ కోసం తీసుకున్న భూములను దాని ఏర్పాటు కోసమే వాడతామనే కండిషన్‌ ఉందని, హైకోర్టుకు కూడా ప్రభుత్వం అదే చెప్పిందని తెలిపారు. కానీ, అక్కడ అంబానీ కోసం 3వేల ఎకరాలు ఇస్తామంటున్నారని, ఇదెక్కడి దందా? అని ప్రశ్నించారు. ఈ రాష్ట్రాన్ని ఏం చేయదలుచుకున్నారని నిలదీశారు. కాంగ్రెస్‌ పాలసీలన్నీ గందరగోళంగా ఉన్నాయన్నారు. ప్రభుత్వాలు బిజినెస్‌ మీట్లు పెట్టడం, ఎంవోయూ చేసుకోవడం సహజమని, కానీ.. హైప్‌ క్రియేట్‌ చేశారని తప్పుబట్టారు.


కేసీఆర్‌ చచ్చిపోవాని తిడుతున్నరు..

రాష్ట్ర ప్రభుత్వాన్ని నడిపించడం చేతగాక, తనను తిట్టడమే పనిగా పెట్టుకున్నారని, వాళ్ల నోటికి మొక్కాలని కేసీఆర్‌ అన్నారు. ‘‘కేసీఆర్‌ చచ్చిపోతే బాగుండునని తిడుతున్నారు. స్కూలు పిల్లల వద్దకు వెళ్లినా, యూనివర్సిటీకి వెళ్లినా, ఎక్కడ మీటింగ్‌ పెట్టినా.. నన్ను తిట్టడానికే ప్రాధాన్యమిస్తున్నారు. దుర్మార్గపు మాటలు మాట్లాడుతున్నారు’’ అని కేసీఆర్‌ ఆవేదన వ్యక్తం చేశారు. తాను రంగంలోకి దిగానని, రేపటి నుంచి ప్రజాక్షేత్రంలో అందరికీ అందుబాటులో ఉంటానని తెలిపారు. హైదరాబాద్‌లో రియల్‌ ఎస్టేట్‌ గంగలో కలిసిపోయిందని, రాష్ట్రంలో భూముల ధరలు పడిపోయాయన్నారు. గతం లో డాంబర్‌ రోడ్డుకు ఆనుకొని రాష్ట్రంలో ఏ మూలన ఉన్నా ఎకరం రూ.50 లక్షలు పలికిందని, నాలుగెకరాలున్న రైతులు కోటీశ్వరులమని సంతోషపడ్డారని పేర్కొన్నారు. కానీ, ఇప్పుడు భూముల ధరలు పాతాళానికి పడిపోయాయని, ఒక్క ఎకరం కూడా అమ్ముడుపోయే పరిస్థితి లేదన్నారు. కాంగ్రెస్‌ పాలకులు ప్రజలను వం చించి అందరినీ ఏడిపిస్తున్నారని మండిపడ్డారు. కేసీఆర్‌ చేసిన అప్పులకు వడ్డీలు కట్టడానికే ఇబ్బంది పడాల్సి వస్తోందంటూ పచ్చి అబద్ధాలు మాట్లాడుతున్నారన్నారు. రూ.2.90 లక్షల కోట్లు మాత్రమే గత ప్రభుత్వం అప్పులు చేసినట్లు కాగ్‌ చెప్పింది కదా? అని గుర్తు చేశారు. ఏది ఏమైనా పాలమూరు- రంగారెడ్డి విషయంలో రాజీ పడబోమని, ఇక్కడ రాష్ట్ర ప్రభుత్వాన్ని, ఢిల్లీలో కేంద్ర ప్రభుత్వాన్ని నిద్రపోనీయమని స్పష్టం చేశారు. బీఆర్‌ఎస్‌ పుట్టిందే తెలంగాణ ప్రజల కోసమని అన్నారు.

ఎంవోయూలకు ఆద్యుడు చంద్రబాబే

ఎంవోయూలకు ఆధ్యుడు చంద్రబాబునాయుడని కేసీఆర్‌ అన్నారు. చంద్రబాబు లెక్కల ప్రకారం ఏపీకి రూ.20 లక్షల కోట్లు రావాలని, తొలుత వైజాగ్‌లో ఇటువంటి సమ్మిట్‌లు పెటి.. ఎంవోయూ చేసుకున్నారని తెలిపారు. చివరికి ఆ ఎంవోయూలు చేసుకున్నవారు వైజాగ్‌లో వంటమనుషులని అన్నారు. ఏపీ ఎంవోయూల్లో ఆఖరికి 10 వేల కోట్లు కూడా రాలేదని పేర్కొన్నారు. తాను సీఎంగా ఉన్న సమయంలో మధ్యప్రదేశ్‌కు వెళ్తే అక్కడ ప్రధాని మోదీ చేసుకున్న 14 లక్షల కోట్ల ఎంవోయూలు అన్నీ బోగస్‌ అని ఆ రాష్ట్ర పరిశ్రమల శాఖ మంత్రే తనతో స్వయంగా చెప్పారని తెలిపారు. బోగస్‌ ఎంవోయూలతో ప్రజల్ని ఎందుకు మోసం చేస్తున్నారని ప్రశ్నించారు. తమ హయాంలో బిజినెస్‌ మీట్‌లు, కాంక్లేవ్‌లు పెట్టలేదన్నారు. మంచి పాలసీలు తీసుకువస్తే.. పారిశ్రామికవేత్తలు వారే స్వయంగా వస్తారని ఆయన అన్నారు.
