ఉపాధ్యాయ అర్హత పరీక్ష(టెట్‌) అందరికీ తప్పనిసరి చేస్తూ సుప్రీంకోర్టు వెలువరించిన తీర్పు రాష్ట్రంలో లక్ష మందికి పైగా టీచర్లపై ప్రభావం చూపుతోంది. వీరిలో దాదాపు 31 వేలమంది ప్రస్తుతం టెట్‌ రాశారు. ఐదేళ్లలోపు సర్వీసు ఉన్నవారిని మినహాయిస్తే మరో 74 వేలమంది పరిస్థితి ఏంటి? కేంద్ర, రాష్ట్ర ప్రభుత్వాల చొరవతో ఇన్‌ సర్వీసు టీచర్లకు మినహాయింపు లభిస్తుందా? ఒకవేళ మినహాయింపు లభించకపోతే వారి పరిస్థితి ఏంటి? అనేది ప్రశ్నార్థకంగా మారింది. ఇన్‌ సర్వీస్‌ టీచర్ల టెట్‌ వివరాలను పంపాలని ఇటీవల కేంద్ర ప్రభుత్వం రాష్ర్టాలను కోరింది. ఆ మేరకు రాష్ట్ర ప్రభుత్వం సమగ్ర వివరాలను కేంద్రానికి పంపింది. రాష్ట్రంలో 1.51 లక్షల మంది టీచర్లు ఉన్నారు. వారిలో 1,27,802 మంది 2012కు ముందు డీఎస్సీ ద్వారా ఉద్యోగాలు పొందారు. 2011లో దేశవ్యాప్తంగా టెట్‌ అమల్లోకి వచ్చింది. ఏపీలో మాత్రం 2012లో మొదటిసారి టెట్‌ నిర్వహించారు. అంటే.. 1.27 లక్షల మంది టీచర్లు ఇప్పుడు టెట్‌ అర్హత సాధించాల్సిన అవసరం ఏర్పడింది. వారిలో 23,207 మందికి సర్వీసు ఐదేళ్లలోపే ఉంది. వారికి టెట్‌ నుంచి సుప్రీంకోర్టు మినహాయింపునిచ్చింది. అయితే వారు పదోన్నతి పొందాలంటే మాత్రం టెట్‌ ఉండాల్సిందేనని స్పష్టం చేసింది. దీంతో వారిలోనూ పదోన్నతికి సమీపంలో ఉన్నవారికి టెట్‌ అవసరం వచ్చింది. ఇక 1,04,595 మంది తప్పనిసరిగా టెట్‌ అర్హత సాధించాల్సి ఉంది. వారిలో 30,938 మంది మినహాయింపు లభించినా, లభించకపోయినా ఇబ్బంది రాకూడదనే ఉద్దేశంతో ప్రస్తుతం టెట్‌ రాశారు.


మరో 74 వేలమంది మినహాయింపుపై ఆశతో టెట్‌ జోలికి వెళ్లలేదు. టీచర్లందరికీ టెట్‌ తప్పనిసరి అని ఈ ఏడాది సెప్టెంబరు 1న సుప్రీంకోర్టు తీర్పు ఇచ్చింది. అప్పటి నుంచి రెండేళ్లలోపు టెట్‌ లేని టీచర్లంతా అర్హత సాధించాలని స్పష్టం చేసింది. వచ్చే జనవరిలో డీఎస్సీ నిర్వహిస్తున్నందున రాష్ట్ర ప్రభుత్వం తాజాగా టెట్‌ నిర్వహించింది. ఇప్పుడు టెట్‌ రాయనివారు మళ్లీ నోటిఫికేషన్‌ వరకు ఆగాలి. మినహాయింపు లభించకపోతే రెండోసారి అయినా టీచర్లు టెట్‌ రాయాల్సి వస్తుంది. ఐదేళ్లలోపు సర్వీసు ఉన్నవారికి మినహాయింపు ఇవ్వడంతో 23,207మంది టీచర్లు మాత్రం కాస్త ప్రశాంతంగా ఉన్నారు. ఇన్‌సర్వీసు టీచర్లకు టెట్‌ మినహాయింపు కోరుతూ దేశవ్యాప్తంగా ఉద్యమం చేస్తున్నారు. సుప్రీంకోర్టు తీర్పుపై సమీక్ష కోరుతూ ఉపాధ్యాయ సంఘాలు పిటిషన్లు దాఖలు చేశాయి. రాష్ట్ర ప్రభుత్వం కూడా సుప్రీంలో రివ్యూ పిటిషన్‌ వేసింది. ఈ ప్రయత్నాలు ఫలించి మినహాయింపు లభిస్తే దేశవ్యాప్తంగా లక్షల మంది టీచర్లు ఊపిరి పీల్చుకుంటారు.


ఈ వయసులో ఎలా రాయగలం?

2012కు ముందు టీచర్‌ ఉద్యోగాలు పొందినవారంటే.. వారి కనీస సర్వీసు 15 ఏళ్లు. ఇరవై ఏళ్లకు పైగా టీచర్లుగా కొనసాగుతున్నవారు చాలామంది ఉన్నారు. వారిలో చాలా మంది వయసు 50 ఏళ్లు దాటింది. ఈ వయసులో కొత్తగా టెట్‌ రాయడం ఎలా సాధ్యమని వారు ప్రశ్నిస్తున్నారు. గణితం, ఫిజికల్‌ సైన్స్‌, బయలాజికల్‌ సైన్స్‌కు ఒకే పేపరుతో టెట్‌ జరుగుతుంది. కానీ ఈ సబ్జెక్టులకు టీచర్లు వేర్వేరుగా ఉంటారు. వారి సంబంధిత సబ్జెక్టు నుంచి 20 మార్కులకే ప్రశ్నలు వస్తాయి. టెట్‌ అర్హత సాధించాలంటే 150 మార్కులకు ఓసీలకు 90, బీసీలకు 75, ఎస్సీ, ఎస్టీ, దివ్యాంగులకు 60 మార్కులు రావాలి. వృత్తిపరంగా ఇన్నేళ్ల అనుభవం ఉన్న టీచర్లు టెట్‌ ఎందుకు ఉత్తీర్ణత సాధించలేరని కొందరు ప్రశ్నిస్తున్నారు. సుప్రీంకోర్టు కూడా ఇదే అభిప్రాయంతో ఇన్‌సర్వీసు టీచర్లు టెట్‌ అర్హత సాధించాలని తీర్పులో పేర్కొంది.

టెట్‌కు 2.48 లక్షల మంది హాజరు

ఉపాధ్యాయ అర్హత పరీక్షలు ఆదివారం ముగిశాయని టెట్‌ కన్వీనర్‌ ఎంవీ కృష్ణారెడ్డి ఓ ప్రకటనలో తెలిపారు. టీచర్లు, బీఈడీ, డీఈడీ అభ్యర్థులు మొత్తం 2,71,698 మంది దరఖాస్తు చేసుకోగా, 2,48,427(91.43శాతం) మంది పరీక్షలకు హాజరయ్యారని పేర్కొన్నారు. ఇప్పటికే కొన్ని పేపర్ల ప్రాథమిక కీ విడుదల చేశామని, మిగిలిన పేపర్ల కీని 26వ తేదీన విడుదల చేస్తామని వివరించారు. అభ్యర్థులు ప్రాథమిక కీపై అభ్యంతరాలుంటే టెట్‌ వెబ్‌సైట్‌ ద్వారా తెలుపవచ్చని సూచించారు. వ్యక్తిగతంగా, లేఖల రూపంలో వచ్చే అభ్యంతరాలను పరిగణనలోకి తీసుకోరని స్పష్టం చేశారు.

Supreme Court has issued a verdict making Teacher Eligibility Test (TET) mandatory for all. It is affecting more than one lakh teachers. About 31 thousand of them have written Tet at present. If we exclude those with less than five years of service, what will be the condition of 74 thousand others? Will in-service teachers get an exemption at the initiative of the central and state governments? What is their situation if not exempted? It has become questionable. Recently, the central government has asked the states to send the TET details of in-service teachers. To that extent, the state government has sent the complete details to the centre. There are 1.51 lakh teachers in the state. 1,27,802 of them got jobs through DSC before 2012. In 2011, Tet came into effect across the country. Tet was held for the first time in AP in 2012. That means.. 1.27 lakh teachers are now required to qualify for TET. 23,207 of them have less than five years of service. The Supreme Court exempted them from Tet. But it made it clear that if they want to get promoted, they have to have Tet. Due to this, those who are close to promotion also need a tet. And 1,04,595 people have to qualify TET. 30,938 of them have written the Tet with the intention of not getting into trouble whether they get an exemption or not.


Another 74 thousand people did not go for the Tet in the hope of getting an exemption. The Supreme Court ruled on September 1 this year that TET is mandatory for all teachers. Since then, it has been clarified that all teachers who do not have TET within two years should be qualified. As the DSC is being held next January, the state government has organized the latest TET. Now those who have not written tet have to wait till notification again. If the exemption is not granted, the teachers will have to write TET for the second time. 23,207 teachers are a bit calm as those with less than five years of service are exempted. A movement is being made across the country demanding exemption from Tet for in-service teachers. The teachers unions filed petitions seeking a review of the Supreme Court verdict. The state government also filed a review petition in the Supreme Court. Lakhs of teachers across the country will breathe a sigh of relief if these efforts are exempted.


How can we write at this age?

Those who got teacher jobs before 2012.. their minimum service is 15 years. There are many who have been teachers for more than twenty years. Most of them are over 50 years old. They are questioning how it is possible to write a new Tet at this age. TET will be conducted in one paper for Mathematics, Physical Science and Biological Science. But teachers are different for these subjects. There will be questions of 20 marks only from their respective subject. 90 marks for OCs, 75 marks for BCs, 60 marks for SC, ST and differently abled are required to qualify for TET. Some are questioning why teachers with so many years of professional experience cannot pass TET. The Supreme Court also took the same view and said that in-service teachers should qualify for TET.

2.48 lakh people attended TET

Teacher qualification exams ended on Sunday, TET convener MV Krishnareddy said in a statement. A total of 2,71,698 teachers, BED and DED candidates applied and 2,48,427 (91.43 percent) appeared for the exams. It was explained that the primary key of some papers has already been released and the key of the rest of the papers will be released on 26th. Candidates are advised to raise objections on primary key through TET website. It has been clarified that objections received in the form of letters or in person will not be considered.
