ప్రస్తుతం ఉన్న సర్పంచ్ల పదవీకాలం మరో మూడు నెలల్లో ముగియనుంది. మార్చిలో అందరూ మాజీలు కాబోతున్నారు. సర్పంచ్లలో అత్యధిక శాతం వైసీపీకి చెందినవారే. కూటమి బలంగా ఉన్న ప్రస్తుత పరిస్థితుల్లో మళ్లీ గెలవలేమన్న విషయం వారికీ తెలుసు. దీంతో పదవిలో ఉండగానే అందినకాడికి దోచేద్దాం అన్నట్టుగా చెలరేగిపోతున్నారు. ఈ విషయం కూటమి ప్రభుత్వం దృష్టికి రావడంతోఅప్రమత్తమైంది. నిబంధనలకు విరుద్ధంగా నిధులు డ్రా చేస్తే పంచాయతీ కార్యదర్శులు, సర్పంచ్లపై కఠిన చర్యలు తీసుకుంటామని పంచాయతీరాజ్ కమిషనరేట్ హెచ్చరించింది.

మొన్నటి దాకా చేసిన పనులకు బిల్లులు రాలేదంటూ గగ్గోలు పెట్టారు. గత వైసీపీ ప్రభుత్వంలో ఆ పార్టీకి చెందినవారే నిధుల కోసం రోడ్డెక్కారు. కూటమి ప్రభుత్వం వచ్చాక పంచాయతీలకు బకాయిలు చెల్లించడం, నిధులు విడుదల చేయడంతో ఇప్పుడు వారు ‘సొంత లాభం’ చూసుకుంటున్నారు. దీపం ఉండగానే ఇల్లు సర్దేద్దామన్న రీతిలో పంచాయతీ నిధులు కుమ్మేస్తున్నారు. గత వైసీపీ ఏలుబడిలో గెలిచిన సర్పంచ్ల వరస ఇదీ. రాష్ట్రవ్యాప్తంగా చాలా పంచాయతీల్లో ఇదే పరిస్థితి. గత వైసీపీ హయామంతా కేంద్రం ఇచ్చిన ఆర్థిక సంఘం నిధులను ప్రభుత్వమే దారి మళ్లించింది. పంచాయతీలను నామమాత్రం చేసేసింది. గ్రామాల్లో సర్పంచ్లు చిన్న పని చేయాలన్నా నిధులు లేని దుస్థితి. కూటమి ప్రభుత్వం వచ్చాక గ్రామాలకు మళ్లీ మహర్దశ తీసుకువచ్చింది. ఇటీవల పంచాయతీరాజ్ శాఖలో భారీగా సంస్కరణలకు శ్రీకారం చుట్టారు. పంచాయతీ కార్యదర్శులకు పదోన్నతులు కల్పించారు. అభివృద్ధి పనులు చేపడుతున్నారు. కేంద్ర ప్రభుత్వం నుంచి రావాల్సిన ఆర్థిక సంఘం నిధులను రాష్ట్ర ప్రభుత్వం చొరవ చూపించి తీసుకొచ్చింది.
పంచాయతీలకు బకాయిలన్నీ చెల్లించేసింది. తాజాగా మరో రూ.1000 కోట్లు దాకా పంచాయతీలకు నిధులు విడుదలయ్యాయి. ఈ నిధులను అభివృద్ధి పనులకు వెచ్చించాల్సిన సర్పంచ్లు తమ పదవీకాలం ముగిసేలోపు ఏదో ఒక రకంగా ఖర్చు చేసినట్లు చూపించి జేబులో వేసుకోవాలని చూస్తున్నారు. పంచాయతీల్లో ఒక్క పైసా కూడా లేకుండా ఖజానా ఖాళీ చేయాలన్న ప్రయత్నాల్లో ఉన్నారు. కొన్ని చోట్ల పంచాయతీ కార్యదర్శులే సర్పంచ్లకు 15వ ఆర్థిక సంఘం నిధులు ఎలా కాజేయాలో సలహాలిస్తున్నారనే ఆరోపణలు వస్తున్నాయి. పంచాయతీరాజ్, ఆర్డబ్ల్యూఎస్ ఏఈలు.. నిధులు స్వాహా చేయడానికి అవసరమైన మార్గాలను సర్పంచ్లకు సూచిస్తున్నారనే విమర్శలొస్తున్నాయి.
యథేచ్ఛగా దోచేస్తున్నారు
పలువురు వైసీపీ సర్పంచ్లతో పాటు వైసీపీ నేతల గుప్పిట్లో ఉన్న రిజర్వుడ్ పంచాయతీల్లో యథేచ్ఛగా నిధులను స్వాహా చేస్తున్నారు. కొన్ని చోట్ల ఆర్డబ్ల్యూఎస్ ఏఈలు మోటార్ల మైనర్ రిపేర్లకూ భారీగా ఎస్టిమేట్ వేసి పంచాయతీ నిధులను పంచుకుంటున్నారు. లైట్లు, మోటార్ ఉపకరణాలు, పంచాయతీలకు అవసరమైన ఇతర కొనుగోళ్లలో కూడా సర్పంచ్లు అందినంత దోచుకుంటున్నారు. పంచాయతీ తరఫున షాపుల్లో 50 శాతం వస్తువులు కొనుగోలు చేసి, 18 శాతం జీఎ్సటీ పోను మిగిలిన మొత్తానికి కొనుగోళ్లు లేకుండానే బిల్లులు పెడుతున్నారు. పంచాయతీల్లో ఏ పనులు చేపట్టాలన్నా వర్క్ కమిటీలు వేయాలి. ఆ సంప్రదాయాన్ని గత ఐదేళ్లూ తుంగలో తొక్కారు. ఇప్పుడూ అదే పంథా అవలంభిస్తున్నారు. పంచాయతీల్లో రూ.50 వేలకు పైబడి కొనుగోళ్లకు టెండర్లు పిలవాలి. కానీ ఎక్కడా టెండర్లు జరిగిన దాఖలాల్లేవు. ఇష్టమొచ్చినట్లు షాపుల్లో బిల్లులు తెచ్చి పెడుతున్నారు. ఆర్డబ్ల్యూఎస్, పంచాయతీరాజ్ ఏఈలు అధిక శాతం పర్సంటేజీలు తీసుకుని ఎంబుక్ రికార్డు చేసి ఇస్తున్నారు. దీంతో పంచాయతీల్లో పనులు చేయకుండానే నిధులు ఖాళీ అవుతున్నాయి.
ఆడిట్ తీరూ అంతే..
వార్షిక ఆడిట్లో పంచాయతీ ఆడిట్ అధికారులు సాధారణంగా అక్రమాలను పట్టించుకునే పరిస్థితి లేదు. ఆడిటర్లకు పర్సంటేజీలు ఇస్తే ఏదైనా ఓకే చేసే పరిస్థితి గ్రామ పంచాయతీల్లో ఉంది. పెద్ద పంచాయతీల్లో ఆడిట్ చేసినందుకు ఆడిటర్కు లంచంగా రూ.లక్ష నుంచి లక్షన్నర దాకా చెల్లిస్తున్నారు. లేని పనిని ఉన్నట్టుగా చూపి బిల్లులు పెట్టి పంచాయతీల నిధులు డ్రా చేస్తున్నారు.
సీఎఫ్ఎంఎస్లో బిల్లుల తనిఖీ ఏదీ?
గతంలో ట్రెజరీ ద్వారా బిల్లులు సమర్పించేవారు. ట్రెజరీ అధికారులు సరిచూసుకుని బిల్లులు విడుదల చేసేవారు. ఇప్పుడు కేంద్రం ఆదేశాలతో ట్రెజరీల నుంచి తప్పించి సీఎఫ్ఎంఎస్ ద్వారా బిల్లులు అప్లోడ్ చేస్తున్నారు. కొన్ని మేజర్ పంచాయతీల్లో ఏవేవో బిల్లులు పెట్టి డ్రా చేస్తున్నారు. కొన్నిసార్లు విడ్డూరంగా వైట్పేపర్ పెట్టి మరీ సీఎఫ్ఎంఎస్ ద్వారా బిల్లులు అప్లోడ్ చేస్తున్నారు. వాటిని తనిఖీ చేసే పరిస్థితి లేకపోవడంతో పంచాయతీల్లో ఇష్టారీతిగా డబ్బులు డ్రా చేస్తున్నారు. ప్రభుత్వ నిధులను దుర్వినియోగం చేస్తున్నారు. ఎక్కడైనా పంచాయతీల్లో ఫిర్యాదులు వస్తేనే సీఎఫ్ఎంఎస్లో అప్లోడ్ చేసిన బిల్లులను పరిశీలిస్తున్నారు. లేకపోతే ఆ బిల్లుల గురించి పరిశీలించే వ్యవస్థ గ్రామ పంచాయతీల్లో లేదు. మున్సిపాలిటీల్లో డబ్బులు డ్రా చేయాలంటే ముందు ప్రీ అడిట్ చేస్తారు. గ్రామ పంచాయతీల్లో అలాంటి విధానం లేదు. పంచాయతీల్లో స్టాక్ రిజిస్టర్లు పెట్టకుండానే, కొనుగోలు చేయకున్నా కొనుగోలు చేసినట్లు డబ్బులు డ్రా చేస్తున్నారు.
నిధులు అడ్డగోలు డ్రాకు చెక్
గ్రామ పంచాయతీల్లో ఆర్థిక సంఘం నిధుల స్వాహాకు సర్పంచ్లు తెరదీయడంతో పంచాయతీరాజ్ కమిషనరేట్ అధికారులు అప్రమత్తమయ్యారు. అన్ని పంచాయతీలకు ఇప్పటికే పలు సూచనలు చేశారు. నిబంధనలకు విరుద్ధంగా 15వ ఆర్థిక సంఘం నిధులు డ్రా చేస్తే పంచాయతీ కార్యదర్శులు, సర్పంచ్లపై కఠిన చర్యలు తీసుకుంటామని హెచ్చరించారు. పనులు చేయకుండానే బిల్లులు పెట్టినా చర్యలు తప్పవన్నారు. పనులు చేయకుండానే ఎంబుక్లు రికార్డు చేస్తే ఏఈలపై కూడా చర్యలు తీసుకుంటామని హెచ్చరించారు. సాధారణ నిధుల వినియోగానికి సంబంధించి కూడా పంచాయతీరాజ్ కమిషనరేట్ పర్యవేక్షిస్తోంది. కమిషనరేట్లో ఏర్పాటు చేసిన ఉన్నతాఽధికారుల సెల్ ఇప్పటికే రాష్ట్ర వ్యాప్తంగా గ్రామ పంచాయతీల్లో అవకతవకలపై ఫిర్యాదులు స్వీకరిస్తున్నారు. ఎప్పటికప్పుడు ఆయా జిల్లాల డీపీఓలను హెచ్చరిస్తున్నారు. పంచాయతీల్లో నిధుల వినియోగానికి సంబంధించి డీపీఓలు, డీఎల్పీఓలు ఎప్పటికప్పుడు తనిఖీలు చేపట్టాలని సూచించారు. అడ్డగోలుగా డ్రా చేసిన పంచాయతీల పట్ల అప్రమత్తంగా ఉండి బాధ్యులపై చర్యలు తీసుకోవాలని అధికారులకు పంచాయతీరాజ్ కమిషనర్ ఆదేశాలిచ్చారు.

The tenure of the current Sarpanchs will end in another three months. Everyone is going to be former in March. Majority of Sarpanchs belong to YCP. Panchayats were made nominal. Sarpanchs in villages have no funds to do small work. When the coalition government came, it brought mahardasa to the villages again. Recently, massive reforms have been initiated in the Panchayat Raj department. Panchayat secretaries were promoted. Development work is underway. The state government has taken the initiative to bring the funds of the financial union due from the central government.
All dues have been paid to the panchayats. Recently, funds up to Rs.1000 crores have been released to panchayats. The sarpanches who are supposed to spend these funds on development works are looking to pocket some form of spending before the end of their term. Panchayats are trying to empty the coffers without a single penny. In some places there are allegations that the Panchayat Secretaries are advising the Sarpanchs on how to disburse the funds of the 15th Finance Commission. Panchayati Raj, RWS AEs are criticizing the sarpanches for suggesting the necessary ways to embezzle funds. In some places, RWSAs are making huge estimates for minor repairs of motors and sharing panchayat funds. The sarpanchs are also looting as much as they can in purchasing lights, motor accessories and other things required by the panchayats. On behalf of the panchayat, 50 percent of the goods are purchased from the shops and 18 percent GST is billed for the remaining amount without purchases. Work committees should be formed for any work to be undertaken in Panchayats. That tradition has been trampled for the last five years. They are still following the same path. Tenders should be called for purchases above Rs.50 thousand in Panchayats. But there is no record of tenders anywhere. They bring bills in the shops as they like. RWS and Panchayat Raj AEs are getting high percentages and giving Mbook record. As a result, the funds are emptying out in the panchayats without doing the work.
The audit is the same..
In the annual audit, the panchayat audit officers usually do not pay attention to the irregularities. There is a situation in Gram Panchayats where auditors are given percentages to do anything. In big panchayats, the auditor is being paid a bribe of Rs. one lakh to one and a half lakh. Funds of panchayats are being drawn by making bills for non-existent work.
Is there any checking of bills in CFMS?
In the past, bills were submitted by the treasury. Treasury officials would check and issue the bills. Now the bills are being uploaded through CFMS by removing them from the treasuries as per the directives of the Centre. In some major panchayats some bills are drawn. Sometimes ironically white paper is put and bills are uploaded through CFMS. As there is no condition to check them, money is being drawn arbitrarily in the panchayats. Government funds are being misused. Wherever complaints are received in panchayats, bills uploaded in CFMS are examined. Otherwise, there is no system of examining those bills in Gram Panchayats. Municipalities pre-audit before drawing money. There is no such policy in Gram Panchayats. Panchayats are withdrawing money as if they have bought it without keeping stock registers.
Check for cross draw of funds
The officers of the Panchayati Raj Commissionerate were alerted when the sarpanches opened up the funds of the financial society in the village panchayats. Several instructions have already been given to all the panchayats. He warned that strict action will be taken against Panchayat Secretaries and Sarpanchs if they draw funds of the 15th Finance Commission against the rules. He said that even if the bills are put without doing the work, the actions are wrong. He warned that action will be taken against AEs if they record Mbooks without doing the work. The Panchayat Raj Commissionerate also monitors the utilization of general funds. The high officials cell set up in the commissionerate is already receiving complaints about irregularities in gram panchayats across the state. The DPOs of the respective districts are being warned from time to time. It has been suggested that DPOs and DLPOs should carry out inspections from time to time regarding the utilization of funds in Panchayats. The Panchayati Raj Commissioner directed the officials to be vigilant about the panchayats that have drawn diagonally and take action against those responsible.
