YS Jagan: Jagan embezzlement cases come to the fore again

Today, Hyderabad: Former Chief Minister of Andhra Pradesh YS Jagan. The investigation into the cases of illegality has started again. Dr. K. Pattabhirama Rao, who will take charge of the discharge petitions filed by the accused, will start the investigation. CBI has filed 11 chargesheets and Enforcement Directorate (ED) has filed 9 chargesheets related to Jagan's illegal activities. Jagan, Vijaya Sai Reddy, Dharmana Prasada Rao, Mopidevi Venkataramana, Sabita Indra Reddy, Geetha Reddy, IAS Srilakshmi, former IAS Manmohan Singh, Samuel, BP Acharya, G. Venkatamireddy along with industrialists Penna Pratap Reddy, Indu Shyamprasad Reddy, Ranky Ayodhya are accused in these cases. Ramireddy, India Cements head N. Srinivasan and others have filed about 130 discharge petitions. The investigation on these is not completed.
Though 8 judges have taken up the investigation on the discharge petitions in Jagan's illegal assets case filed since 2013, they were transferred before they were completed. Dr. T. Raghuram, who is currently the Chief Justice of the CBI Court, took charge in May last year. Arguments on the discharge petitions filed by the accused in the cases of land allotment to Aurobindo-Hetero, Greenbelt exemptions to Ranky Pharma City, investment in Jagati Publications, port and airport projects to VanPic and Dalmia Cements are almost over. Arguments have been completed in all but one petition of Dalmia Cements.
At that time, the CBI court had said that orders would be issued only after completion of arguments in five charge sheets. By the time the order was issued, five charge sheets had been filed. At present, the arguments in five cases have been completed and the judge's term of office is till January, so it is expected that the orders will be issued. Meanwhile, arguments will resume in these five cases with the current transfer.
It is taking a long time to complete the hearing on nearly 130 petitions, and the judges are being transferred in the meantime, and the hearing is coming back again and again. The Supreme Court has issued guidelines for speedy trial in the Ashwini Kumar Upadhyay case as there is a serious delay in the trial of the cases of public representatives. According to these, a special bench was constituted in the High Court and received the issue of discharge petitions sumoto. On December 15, 2023, the CBI issued an order to the court to complete the investigation within two months. The then CBI court judge wrote a letter to the High Court on January 30, 2024 that the deadline given by the High Court was to end on February 15, 2024, and that the investigation had not been completed, and as about 13,000 pages of documents had to be examined, some more time was required. The High Court heard the letter and granted a deadline of April 30 to decide on the discharge petitions.
After that, the CBI court judge completed the investigation within the time limit and reserved the verdict. The judge of the CBI court was also transferred as part of the transfers of 47 district judges across the state in April 2024 when the judgment was to be pronounced. While all the transferred persons were directed to assume responsibility by May 1, the High Court issued orders to relieve the then CBI court judge on May 1, making an exception. He was relieved by writing a letter to the High Court saying that he was unable to prepare the judgment due to his hospitalization due to illness. Dr. T. Raghuram, who came later, resumed the investigation on the discharge petitions and conducted the daily investigation. These petitions are being investigated after completion of other cases.
