విజయవాడ, డిసెంబర్ 20:కేంద్ర ప్రభుత్వం కొత్తగా తీసుకొచ్చిన జీరాంజీ బిల్లు వల్ల పేదలకు ఎటువంటి ఉపయోగమూ లేదని సీపీఎం పొలిట్ బ్యూరో సభ్యులు బీవీ రాఘవులు అన్నారు. మహాత్మాగాంధీ జాతీయ గ్రామీణ ఉపాధి హమీ చట్టాన్ని కొనసాగించాలని డిమాండ్ చేశారు. ఈ విషయంపై దేశ వ్యాప్తంగా ఆందోళనలు నిర్వహిస్తామన్నారు. గతంలో ఉన్న ఉపాధిహామీ చట్టాన్ని రద్దుచేసి కొత్తగా జీరాంజీ పథకాన్ని తీసుకొచ్చారని కేంద్ర ప్రభుత్వం తీరుపై విమర్శలు గుప్పించారు. దీనిలో కార్మికులకు గానీ, రాష్ట్రాలకు గానీ ఎటువంటి హక్కులూ లేవన్నారు. గతంలో కనీసం 100 రోజులు పని పేరుతో 50 రోజులన్నా కార్మికులకు ఉపాధి లభించేదని.. ఇప్పుడు కేంద్రం దయాదాక్షిణ్యాలపై ఉండేలా చేశారని విమర్శించారాయన.
ఉపాధి హామీ పథకం వ్యవసాయ పనులకు ఆటంకమని చెబుతున్నారని.. అలాంటిదేమీ లేదని అనేక నివేదికలు, పరిశోధనలు బయటపెట్టాయని రాఘవులు తెలిపారు. గ్రామీణ పేదలు, వ్యవసాయ కార్మికుల శ్రమను కార్పొరేట్లు దోచుకునేందుకు ఈ పథకం ఉపయోగపడుతుందన్నారాయన. పథకంలో నిధుల వాటా గతంలో కేంద్రానికి 90 శాతం రాష్ట్రానికి 10 శాతం వాటా ఉండేదని.. కానీ, ఇప్పుడు 60:40 శాతంగా మార్చి, రాష్ట్రాలపై భారం మోపుతున్నారని కేంద్ర ప్రభుత్వం తీరును ఎండగట్టారాయన. ఆకలిచావులు, వలసలు నివారించేందుకు ఉపయోగపడిన ఈ చట్టాన్ని రద్దు చేయడం వల్ల మళ్లీ ఆకలిచావులు పెరిగే ప్రమాదం ఉందని రాఘవులు ఆందోళన వ్యక్తం చేశారు.
ఈ పథకానికి నిధుల కేటాయింపు డిమాండ్ను బట్టి కాకుండా.. రాజకీయ అవసరాలకు తగిన విధంగా కేటాయించేలా నిబంధనలు రూపొందించారని రాఘవులు విమర్శించారు. గతంలో కేంద్రం ముందుగానే నిధులు ఇచ్చేదని.. ఇప్పుడు పనిచేసిన తరువాత బిల్లు ఇచ్చేలా పథకాన్ని ప్రవేశపెట్టారన్నారు. ఉపాధి కల్పనలో ఆలస్యమయితే గతంలో కేంద్రమే పెనాల్టీ చెల్లించేదని.. ఇప్పుడు ఆ బాధ్యతను రాష్ట్రం మీదకు నెట్టేశారని వివరించారు. ఈ అంశంపై రాష్ట్రంలో అధికారంలో ఉన్న టిడిపి మాట్లాడటం లేదని, ప్రతిపక్షంలో ఉన్న వైసీపీ కూడా గట్టిగా ప్రశ్నించడం లేదని రాఘవులు విమర్శించారు. సెలక్టు కమిటీకి పంపించాలని చెప్పి వైసీపీ చేతులు ముడుచుకు కూర్చుందని.. ఈ రెండు పార్టీలు మోడీని చూసి భయపడుతున్నాయన్నారు. రాష్ట్రంలో ఉన్న మూడు పార్టీలు మోడీతో అనుసరిస్తున్న తీరువల్ల రాష్ట్రానికి తీవ్రనష్టం వాటిల్లుతుందని రాఘవులు ఆందోళన వ్యక్తం చేశారు. రాయలసీమకు అనువుగా ఉండేలా పారిశ్రామిక పాలసీని మార్చాలని రాష్ట్ర ప్రభుత్వాన్ని రాఘవులు డిమాండ్ చేశారు. రాయలసీమ ప్రాంతంలో గ్రీన్ఫీల్డ్ ఇండస్ట్రియల్, ఎలక్ట్రానిక్స్ సిటీ నిర్మించాలన్నారు. అక్కడ పరిశ్రమలకు అనువైన వాతావరణం కూడా ఉందని చెప్పారాయన.
