పెరిగిన రోగాల వ్యాప్తి కరువైన మౌలిక వసతులు 15వ ఆర్థిక సంఘం నిధులపైనే ఆశలు
జిల్లాలోని 26 మండలాల్లో 508 పంచాయతీలు ఉన్నాయి. మొదటి విడతలో 163, రెండో విడతలో 182, మూడో విడతలో 163 పంచాయతీల్లో ఎన్నికలు జరిగాయి. ఈనెల 22న కొత్త సర్పంచ్లు కొలువు దీరనున్నారు. ఈనేపథ్యంలో గ్రామాల్లో నెలకొన్న సమస్యలపైనే అందరి దృష్టి నెలకొంది. గత 2024 ఫిబ్రవరి నెలలో సర్పంచ్ల పదవీకాలం ముగిసింది. దీంతో 20 నెలలకుపైగా పంచాయతీలకు నిధులు నిలిచిపోయాయి. 15వ ఆర్థిక సంఘం, ఎఫ్ఎఫ్ఎసీ, ఉపాధిహామీ తదితర పథకాల అమలు ఆగిపోయింది. ఫలితంగా ఎన్నో సమస్యలు అపరిష్కృతంగా మిగిలిపోయాయి. ప్రత్యేకించి గ్రామాల్లో పారిశుద్ధ్యం పడకేసింది. చాలా గ్రామాల్లో పంచాయతీలకు కేటాయించిన చెత్త సేకరణ ట్రాక్టర్లకు డీజీల్ పోయించుకోలేని దయనీయ పరిస్థితి ఏర్పడింది. ఈ పరిస్థితి వల్ల పారిశుద్ధ్య నిర్వహణ గాలికొదిసినట్లయ్యింది. దాదాపు అన్ని చోట్ల పంచాయతీ కార్యదర్శులు అప్పులు చేసి పారిశుద్ధ్య నిర్వహణ చేపట్టారు. ఈ బిల్లులు అందక ఇప్పటికీ నానా తంటాలు పడుతున్నారు.
వ్యాధుల విజృంభణ
పారిశుద్ధ్య నిర్వహణ సక్రమంగా లేకపోవడంతో గ్రామాల్లో వ్యాధుల వ్యాప్తి పెరిగిపోయింది. ఊర్లకు ఊళ్లు.. డెంగీ, మలేరియా, టైఫాయిడ్ లాంటి భయంకరమైన జ్వరాలు బారిన పడ్డాయి. వందల సంఖ్యలో రోగులు మంచాన పడ్డారు. గత ఆగస్టు నెలలో జిల్లాలోని జగదేవ్పూర్ మండలం తిమ్మాపూర్లో ఇద్దరు, అనంతసాగర్లో ఒకరు డెంగీ బారిన పడి మృతి చెందడం రాష్ట్రవ్యాప్తంగా కలకలం రేపింది. ఈ రెండు గ్రామాల్లోనే కాదు.. జిల్లాలోని అన్ని గ్రామాల్లో విష జ్వరాలు విజృంభించాయి. ఈ పరిస్థితి మార్చాల్సిన అధికారులు పంచాయతీ కార్యదర్శులపై సస్పెన్షన్ వేటు వేసి చేతులు దులుపుకొన్నారు.
కేంద్రం నుంచి వచ్చే నిధులపైనే..
పంచాయతీలకు మార్చిలోగా రెండేళ్ల 15వ ఆర్థిక సంఘం నిధులు రావాల్సి ఉన్నది. 20నెలలుగా సర్పంచ్ల ఎన్నికలు జరగకపోవడం ఈ నిధులు రాలేదు. 2026మార్చిలోగా ఈ నిధులను రాబట్టుకోవాల్సిన అవసరం ఉంది. గ్రామాల జనాభా దామాషా ప్రకారం ఒక్కొక్కరికి రూ.900–1400చొప్పున నిధులు రానున్నాయి. కేంద్రం నుంచి ఎన్ని నిధులు వస్తాయో.. అన్ని నిధులు రాష్ట్రం నుంచి కూడా రావాల్సి ఉంది. ఉదాహరణకు 3వేల జనాభా ఉన్న గ్రామాలకు కేంద్రం నుంచి రూ.27లక్షల వరకు నిధులు వచ్చే అవకాశం ఉంది. రెండేళ్ల నిధులు ఇస్తే.. ఇది రెట్టింపు అవుతుంది. ఈ లెక్కన గ్రామాలకు దండిగా నిధులు రానున్నాయి. రాష్ట్ర ప్రభుత్వం కూడా తన వాటాగా నిధులు విడుదల చేయడంతోపాటు ఎస్ఎఫ్సీ నిధులు కూడా ఇస్తే గ్రామాలకు మహర్దశ పట్టనుంది.
ప్రభుత్వ సహకారం కీలకం
గ్రామాల్లో నెలకొన్న సమస్యల పరిష్కారానికి ప్రభుత్వాల సహకారమే కీలకం. గ్రామాల్లో ఎన్నో సమస్యలు పెండింగ్లో ఉన్నాయి. సమస్యలు కొత్త సర్పంచ్లకు సవాలుగా మారాయి. ప్రభుత్వాలు నిధులు విడుదల చేసి ప్రజల ఇబ్బందులను తీర్చడానికి కృషి చేయాలని కోరుకుంటున్నాం.

పడకేసిన పారిశుద్ధ్యం
పంచాయతీ ఎన్నికలు పూర్తయిన నేపథ్యంలో.. ఇక అందరి దృష్టి గ్రామాల్లో నెలకొన్న సమస్యలపైనే కేంద్రీకృతమై ఉంది. ప్రత్యేకించి కేంద్రం నుంచి రావాల్సిన 15వ ఆర్థిక సంఘం నిధుల కోసం ఎదురుచూపుల్లో ఉన్నారు. కొత్త సర్పంచ్లు కొలువుతీరిన వెంటనే వస్తే.. మేలు జరిగే అవకాశం ఉంది.

Sanitation has fallen especially in the villages. In many villages, the garbage collection tractors assigned to the panchayats are unable to run diesel. Due to this situation, the management of sanitation has become a breeze. Almost everywhere Panchayat secretaries took loans and took up sanitation management. Due to lack of these bills, many people are still suffering.
Disease boom
The spread of diseases in the villages has increased due to improper sanitation management. Villages were affected by terrible fevers like dengue, malaria and typhoid. Hundreds of patients were bedridden. Last August, two people died of dengue in Timmapur of Jagadevpur mandal of the district and one in Anantasagar caused a stir across the state. Not only in these two villages, but in all the villages of the district, poisonous fevers have erupted. The officials who had to change this situation threw up their hands by suspending the Panchayat secretaries.
On the funds coming from the Centre..
The Panchayats are supposed to receive the two-year 15th Finance Commission funds by March. Sarpanch elections were not held for 20 months and these funds did not come. It is necessary to get these funds by March 2026. Funds will come at the rate of Rs.900-1400 per person in proportion to the population of the villages. How much funds will come from the center.. All the funds should also come from the state. For example, villages with a population of 3,000 are likely to get funds up to Rs. 27 lakhs from the Centre. If funds are given for two years.. this will double. According to this calculation, the villages will receive funds as a bonus. If the state government also releases the funds as its share and SFC funds are also given to the villages, it will be a big hit for the villages. Many problems are pending in the villages. The issues posed a challenge to the new sarpanchs. We want the government to release funds and work to solve the problems of the people.
