రాష్ట్ర వ్యూహాత్మక అభివృద్ధి కోసం ఆర్థికంగా సహకారం అందించాలని కేంద్ర ఆర్థికమంత్రి నిర్మలా సీతారామన్ను సీఎం చంద్రబాబు కోరారు. దిల్లీ పర్యటనకు వచ్చిన ఆయన శుక్రవారం ఉదయం నుంచి సాయంత్రం వరకు కేంద్ర జలశక్తి శాఖ మంత్రి సీఆర్ పాటిల్, ఆర్థికమంత్రి నిర్మలా సీతారామన్, నౌకాయానశాఖ మంత్రి సర్బానంద సోనోవాల్, పట్టణాభివృద్ధి, విద్యుత్తు శాఖల మంత్రి మనోహర్లాల్ ఖట్టర్, పెట్రోలియం మంత్రి హర్దీప్సింగ్ పురీతో సమావేశమయ్యారు. ఆర్థికమంత్రితో పూర్వోదయ, సాస్కీ, పోలవరం-నల్లమలసాగర్ నిధుల గురించి చర్చించారు. ‘‘గ్రామీణ ప్రాంతాలకు రహదారి అనుసంధానం, సాగునీటి వ్యవస్థ ఆధునికీకరణ, మౌలిక వసతుల అభివృద్ధి, పారిశ్రామిక కారిడార్ల విస్తరణ, ఆహారశుద్ధి క్లస్టర్ల ఏర్పాటు, విద్య, వైద్య సౌకర్యాల కల్పన కోసం పూర్వోదయ నిధులు అత్యవసరం. ఈ పథకం కింద ఆంధ్రప్రదేశ్కు పెద్దఎత్తున నిధులు కేటాయించాలి.
- రాష్ట్రంలో ఆస్తుల సృష్టికి అవసరమైన పనులు చేపట్టేందుకు రాష్ట్రాలకు మూలధన వ్యయం కోసం చేసే ప్రత్యేకసాయం కింద నిధులను వేగంగా విడుదల చేయాలి. రాష్ట్రం తీవ్రమైన ఆర్థిక ఒత్తిడిని ఎదుర్కొంటోంది. రాష్ట్రంలో రహదారులు, ఎంఎస్ఎంఈ పార్కులు, సాగునీటి ప్రాజెక్టుల పనులు, గృహనిర్మాణం, వైద్యపరమైన మౌలికవసతుల కల్పనకు ఈ నిధులు చాలా అవసరం. అందువల్ల సాస్కీ కింద ఈ ఆర్థికసంవత్సరంలో రూ.10,054 కోట్లు ఇవ్వాలి.
- రాయలసీమను ఉద్యానహబ్గా మార్చేందుకు వచ్చే బడ్జెట్లో ప్రత్యేక ప్యాకేజి కేటాయించాలి. రాయలసీమ, ప్రకాశం జిల్లాలు కలిపి ప్రపంచవ్యాప్తంగా డిమాండ్ ఉన్న 18 ప్రధాన ఉద్యానపంటలను పండిస్తున్నాయి. ఇక్కడి 8 జిల్లాల్లో 93 ఉద్యాన క్లస్టర్లు ఉన్నాయి. దీనిపై 33.7 లక్షలమంది రైతులు ఆధారపడ్డారు. రాష్ట్రంలో ఉద్యానసాగును ఇప్పుడున్న 8.48 లక్షల హెక్టార్ల నుంచి 2029 నాటికి 12.28 లక్షల హెక్టార్లకు పెంచాలని లక్ష్యంగా పెట్టుకున్నాం. నీటివనరులతో పాటు రహదారి, రైలు, పోర్టు, ఎయిర్కార్గో సౌకర్యాలు కల్పించాలి. రాయలసీమను ఉద్యానహబ్గా తీర్చిదిద్దడానికి వచ్చే మూడేళ్లలో రూ.41వేల కోట్లు అవసరం. దానివల్ల రైతుల ఆదాయం రూ.3.5 లక్షలకు పెరగడానికి వీలవుతుంది. దీన్ని దృష్టిలో ఉంచుకొని 2026-27 బడ్జెట్లో రాయలసీమ ఉద్యానరంగ అభివృద్ధికి ప్రత్యేక ప్యాకేజీ ప్రకటించండి.
పోలవరం-నల్లమలసాగర్ లింక్కు ఆర్థికసాయం
200 టీఎంసీల గోదావరి వరద నీటిని కరవుపీడిత రాయలసీమ, ప్రకాశం, నెల్లూరు జిల్లాలకు తరలించడానికి ఉద్దేశించిన పోలవరం-నల్లమలసాగర్ లింక్ ప్రాజెక్టుకు కేంద్రం ఆర్థికసాయం చేయాలి. ప్రాథమిక ప్రాజెక్టు నివేదికను ఇప్పటికే జలశక్తి శాఖకు సమర్పించాం. అనుమతులు రాగానే డీపీఆర్ అందిస్తాం. 2026-27 బడ్జెట్లో నిధులు కేటాయించండి’’ అని కేంద్ర ఆర్థికమంత్రిని చంద్రబాబు కోరారు.

CM Chandrababu asked Union Finance Minister Nirmala Sitharaman to provide financial support for the strategic development of the state. On his visit to Delhi, he had a meeting with Union Hydropower Minister CR Patil, Finance Minister Nirmala Sitharaman, Shipping Minister Sarbananda Sonowal, Urban Development and Power Minister Manoharlal Khattar and Petroleum Minister Hardeep Singh Puri from Friday morning to evening. Purvodaya, Saski, Polavaram-Nallamalasagar funds were discussed with the Finance Minister. Advance funding is essential for road connectivity to rural areas, modernization of irrigation system, development of infrastructure, expansion of industrial corridors, establishment of food processing clusters, construction of education and medical facilities. Large amount of funds should be allocated to Andhra Pradesh under this scheme.

The state is facing severe financial pressure. These funds are essential for construction of roads, MSME parks, irrigation projects, housing and medical infrastructure in the state. Therefore Rs.10,054 crore should be given under Saski in this financial year.

Rayalaseema and Prakasam districts together grow 18 major horticultural crops that are in demand worldwide. There are 93 horticulture clusters in 8 districts here. 33.7 lakh farmers are dependent on this. We aim to increase horticulture in the state from the present 8.48 lakh hectares to 12.28 lakh hectares by 2029. Along with water resources, road, rail, port and air cargo facilities should be provided. To make Rayalaseema a horticulture hub, Rs.41 thousand crores are required in the next three years. Due to this, the income of farmers can increase to Rs.3.5 lakhs. Keeping this in mind, announce a special package for the development of Rayalaseema horticulture in the 2026-27 budget.
Financial assistance for Polavaram-Nallamalasagar link
The center is working on the Polavaram-Nallamalasagar link project to divert 200 TMCs of Godavari flood water to drought-prone Rayalaseema, Prakasam and Nellore districts. Finance should be done. We have already submitted the preliminary project report to the Hydropower Department. We will provide the DPR as soon as the permissions are received. Chandrababu asked Union Finance Minister to allocate funds in the 2026-27 budget.
