సాక్షి, హైదరాబాద్:ప్రాజెక్టులపై నిలదీస్తామన్న కేసీఆర్ సభకు రాలేదని సీఎం రేవంత్రెడ్డి అన్నారు. శనివారం ఆయన అసెంబ్లీ సమావేశాల్లో మాట్లాడుతూ.. సభకు వచ్చి కేసీఆర్ తన దగ్గర ఉన్న సమాచారం ఇస్తారనుకున్నామని.. సూచనలు ఇస్తే తీసుకుందామనుకున్నమన్నారు. కృష్ణా నీటిపై ఒకరోజు, గోదావరి నీటిపై ఒక రోజు చర్చ పెడదామనుకున్నామంటూ చెప్పుకొచ్చారు.
‘‘రెండేళ్లుగా ప్రతిపక్ష నేత సభకు రావడం లేదు. సభకు వచ్చి మీ అనుభవాలు మాతో పంచుకోవాలని నేను పదేపదే కేసీఆర్ను కోరుతున్నా.. గతంలో జానారెడ్డి, భట్టి విక్రమార్క పోషించిన పాత్ర పోషించమని కోరా. జానారెడ్డి, భట్టిలను ఆనాడు అవమానానించినా భరించి సభకు వచ్చి సలహాలు ఇచ్చారు. బహిరంగ సభల్లో మాట్లాడడం కాదు.. సభకు రండి నిజాలు ఏంటో తేలుద్దాం. కృష్ణా నది జలాలపై చర్చ పెట్టమని మేము అడగలేదు. బీఆర్ఎస్ ఎల్పీ సమావేశంలో కేసీఆర్ అడిగారు. అందుకే అసెంబ్లీ పెట్టి చర్చింస్తున్నాం’’ అని రేవంత్రెడ్డి పేర్కొన్నారు.
‘‘కేసీఆర్ సభకు ఎందుకు రాలేదో కారణమే లేదు. హరీష్ రావుకు మాట్లాడే అవకాశం స్పీకర్ ఇచ్చారు. అయినా మేము సభకు రామని వెళ్లిపోయారు. మీరు సభ పెట్టండి మీ బట్టలు ఊడదీస్తామని ఒకరు ,తొలు తీస్తామని ఒకరు మాట్లాడారు. సభకు వచ్చి చర్చలో పాల్గొంటే ఎవరి బట్టలు ఊడదీయాలో ప్రజలు తేల్చుకునేవారు.’’ అంటూ రేవంత్ వ్యాఖ్యానించారు.
‘‘బచావత్ ట్రిబ్యునల్ (KWDT-1)అవార్డు ప్రకారం కృష్ణాజలాల్లో 75 శాతం నీటిలభ్యత అంచనాల ప్రకారం మొత్తం 2130 టీఎంసీల నీటిని కేటాయించారు. ఇందులో ఉమ్మడి ఆంధ్రప్రదేశ్కు 811 టీఎంసీలు, మహారాష్ట్రకు 585 టీఎంసీలు, కర్ణాటకకు 811 టీఎంసీలు.. కేటాయించారు. పునర్విభజన చట్టం ప్రకారం నీటి కేటాయింపులు చేసుకోవాల్సి ఉండేది. నికర జలాలు, మిగులు జలాల వేర్వేరుగా నీటి కేటాయింపులు జరిపారు. కృష్ణా నదిపై ఉన్న వివిధ రాష్ట్రాల ఫిర్యాదుల కారణంగా 2004 ఫిబ్రవరి 2వ తేదీన అప్పటి కేంద్ర ప్రభుత్వం బ్రిజేష్ కుమార్ ట్రిబ్యునల్ ఏర్పాటుచేసింది.
..బచావత్ ట్రిబ్యునల్ పంపిణీచేసిన 2130 టీఎంసీల నీటి కేటాయింపులను కొనసాగిస్తూనే, అదనపు నీటి లభ్యత అంచనాలతో 2578 టీఎంసీల నీటిని బచావత్ ట్రిబ్యునల్ కృష్ణా పరివాహకంలో ఉన్న రాష్ట్రాలకు పంపిణీచేసింది. దీని ప్రకారం మహారాష్ట్రకు 666 టీఎంసీలు, కర్ణాటకకు 907 టీఎంసీలు, ఉమ్మడి ఆంధ్రప్రదేశ్కు 1005 టీఎంసీల నీటి వాటాలు కేటాయించింది. తెలంగాణ రాష్ట్రం ఏర్పడ్డ తర్వాత పునర్విభజన చట్టం ప్రకారం తెలంగాణ, ఏపీ మధ్య నీటి వాటాల పంపిణీ బాధ్యతను కేంద్ర ప్రభుత్వం ఇదే బ్రిజేష్ కుమార్ట్రిబ్యునల్కు (KWDT2) అప్పగించింది. ఉమ్మడి రాష్ట్రంలో అనుమతులు ఇచ్చిన ప్రాజెక్టులను కొనసాగించుకోవచ్చని పునర్విభజన చట్టంలో ఉంది.
..ఉమ్మడి రాష్ట్రంలో ఉన్పప్పుడే అప్పటి ప్రభుత్వం తెలంగాణ ప్రాంతంలో వీలైనన్ని సాగునీటి ప్రాజెక్టులు మంజూరు చేసింది. 2005 నుంచి 2014 నాటికే కృష్ణా బేసిన్లో ఎస్ఎల్బీసీ, కల్వకుర్తి, నెట్టెంపాడు, పాలమూరు రంగారెడ్డి, డిండి, మక్తల్ నారాయణపేట కొడంగల్, కోయిల్ సాగర్ ప్రాజెక్టులు చేపట్టింది. 2014లో అధికారం చేపట్టిన బీఆర్ఎస్ ఈ ప్రాజెక్టులను వేగంగా పూర్తిచేయాల్సిందిపోయి అసంపూర్తిగా వదిలేసింది. 490 టీఎంసీలు ఉమ్మడి రాష్ట్రంలో తెలంగాణకు కేటాయిస్తే.. తెలంగాణ రాష్ట్రం ఏర్పడ్డాక… కేసీఆర్, హరీష్ రావు బాధ్యతలు చేపట్టాక తెలంగాణ ప్రజలకు మరణ శాసనం రాశారు. 2015 జూన్లో జరిగిన కేంద్ర జలశక్తి మంత్రిత్వ శాఖ అధ్వర్యంలో జరిగిన అంతర్రాష్ట్ర సమావేశంలో 299 టీఎంసీలకు అంగీకరించారు. ఉమ్మడి ఏపీకి కేటాయించిన 811 టీఎంసీలల్లో తెలంగాణకు 490 టీఎంసీలు అడగాల్సిందిపోయి 299 టీఎంసీలకు ఒప్పుకుని సంతకం పెట్టారు.
..21.09.2016 న జరిగిన అపెక్స్ మీటింగ్ లోనూ మనకు 299 టీఎంసీలు చాలు అని కేసీఆర్ తాత్కాలిక నీటి వాటాలకు ఒప్పుకొని వచ్చారు. 06.10.2020లో జరిగిన రెండో అపెక్స్ మీటింగ్లోనూ ఈ కేటాయింపులే కొనసాగించండి.. అని శాశ్వతంగా ఒప్పుకొని వచ్చారు. కృష్ణా జలాలపై బహిరంగ సభలు కాదు.. సభలోనే చర్చించాలని మేం కేసీఆర్, హరీష్ ను ఆహ్వానించాం. పదేళ్లు కృష్ణా నీటిని ఏపీ తరలించుకుపోయేందుకు సహకరించి తెలంగాణకు తీరని అన్యాయం చేశారు. వివరాలతో సభలో చర్చిద్దామంటే సభకు రాకుండా వెళ్లిపోయారు.’’ రేవంత్ పేర్కొన్నారు.

"According to the award of the Bachawat Tribunal (KWDT-1), a total of 2130 TMCs of water has been allocated according to the estimates of 75 percent water availability in the Krishna waters. In this, 811 TMCs have been allocated to Andhra Pradesh, 585 TMCs to Maharashtra and 811 TMCs to Karnataka. According to the redistribution act, allocation of water had to be done. Water allocation was done separately for net water and surplus water. The Brijesh Kumar Tribunal was set up by the then Central Government on 2nd February 2004 due to the complaints of various states on the Krishna river.
