He clarified that the Chief Secretary to the Government will review the performance of the secretaries of all the departments every month and he will review it every 3 months. The IAS officers must visit the field every ten days.
If there is no coordination between officials and government departments, no matter how many programs are undertaken, the results will not be as expected. On Tuesday, he held a meeting with CSK Ramakrishna Rao, Special Chief Secretaries, Chief Secretaries, Secretaries and CMO Secretaries of all departments for more than 3 hours. Besides making many suggestions.. While explaining the development and welfare programs done by the government in two years, he directed to go further in the coming period.
The implementation of the 'vision' should be tightened
'In the last two years, the public government has achieved some successes. Made more plans for the future. In the past, problems arose because there was no such policy for energy, education, irrigation, health and tourism departments. We have identified these issues and brought specific policies for key departments. We have recently released the vision document 'Telangana Rising-2047' with the intention of having a direction and policy for the state along with the departments.
In order to reverse the misconception that the vision is only limited to propaganda, the authorities should immediately tighten their waist to implement every aspect of the vision. No matter how great the activity is, there should be cooperation from the authorities. They should act responsibly. Secretaries should submit monthly report to CS. They are reviewed by CS departments. CS will review and report back to me. I review every three months. Coordination is key. A mechanism should be established to coordinate between the departments in the matter of development..'' said the CM.
Full details of employees should be given
'There are 10 lakh regular, outsourcing, contract and part-time employees working in various government departments. The secretaries should give their full details to the Chief Secretary to the Government by January 26. The heads of the concerned departments should thoroughly examine whether the salaries of the outsourced employees, the funds credited to the employees' provident fund, and the provision of ESI are being provided. This process should be completed by January 26. Government offices are not allowed to be in rented buildings. By January 26, the rented buildings should be vacated and shifted to government buildings. If vacant buildings are not available, available vacant lots should be identified.
Estimates should be prepared for construction of own buildings in vacant lots. This process should be completed within the stipulated time. Do the 113 municipal offices in the state have their own buildings? Wherever there are rental buildings.. immediately identify and report. New buildings should be constructed so that public service offices are accessible to all in towns. Buildings belonging to other departments and branches should be used if they are vacant. Plans should be immediately prepared for all the government BC, SC, ST minority hostels and Anganwadis to have their own buildings. The government will grant the necessary funds for that," said the Chief Minister.
Funds of central schemes should be utilized..
All departments should utilize the funds coming from Central Government Sponsored Schemes (CSS). While the state government pays 40 percent of the funds as share, the center funds about 60 percent of these schemes. It is possible to get about Rs.3 thousand crores with these schemes. For that, all the departments should prepare proposals immediately. Liaise with Central Government Departments. The finance department should release the necessary state share for the funds coming from CSS from time to time.
Permissions to be received from the Central Government, pending items related to various departments at the Center should be made available online from time to time. Their progress should be reviewed every week. All government departments should implement this filing system by January 31. Papers and files should not be carried around. All departments should prepare a dashboard regarding the implementation of programs under their department. Dash board should be connected to CS and CMO dash boards. The progress in grounding the investments received by the state should be reviewed every month. Revanth suggested that special officers should be appointed as necessary for land acquisition and land allocation for industries.
Steps should be taken for the development of schools
Special steps should be taken for the development of government schools in the core urban area. There should be plans towards the implementation of transport facility, breakfast and mid-day meals to increase the attendance enrollment in government schools in corporate style. Teaching hospitals should be developed to provide excellent medical services in all the government medical colleges in the state. Hospitals of medical colleges should also be linked with Arogyashri and CMRF..'' the CM said.
