సాక్షి,తాడేపల్లి:చంద్రబాబు మార్క్ దోపిడీకి మెడికల్ కాలేజీల ప్రైవేటీకరణే నిదర్శనమని, కమీషన్ల కక్కుర్తితో చంద్రబాబు ప్రజారోగ్యాన్ని, వైద్య విద్య అభ్యసించాలన్న పేద విద్యార్థుల కలను పణంగా పెడుతున్నాడని మాజీ మంత్రి విడదల రజిని ఆగ్రహం వ్యక్తం చేశారు.
తాడేపల్లిలోని వైఎస్సార్సీపీ కేంద్ర కార్యాలయంలో ఆమె మీడియాతో మాట్లాడుతూ మెడికల్ కాలేజీల ప్రైవేటీకరణ జరిగితే యూజర్ చార్జీల రూపంలో ప్రజలపై పెనుభారం మోపడం ఖాయమని, వైఎస్సార్సీపీ ప్రభుత్వంలో ఉచితంగా అందిన వైద్య సేవలన్నీ రాబోయే రోజుల్లో డబ్బులు చెల్లించి పొందాల్సిన పరిస్థితి వస్తుందని వివరించారు.
మెడికల్ కాలేజీల ప్రైవేటీకరణకు వ్యతిరేకంగా వైఎస్సార్సీపీ నిర్వహించిన కోటి సంతకాల సేకరణ ప్రజా ఉద్యమం చరిత్రలో నిలిచిపోతుందని, ఈ ఉద్యమంతో కూటమి నాయకుల్లో వణుకు మొదలైందని చెప్పారు. కాబట్టే దాన్ని తక్కువ చేసి చూపించేలా కూటమి నాయకులతో సంతకాలు చేసిన ప్రజలను సైకోలు అని తిట్టిస్తూ చంద్రబాబు రోజురోజుకీ దిగజారిపోతున్నారని ఆగ్రహం వ్యక్తం చేశారు. వైఎస్సార్సీపీ అధికారంలోకి వస్తే ప్రైవేటీకరణపై విచారణ జరిపి అవినీతికి పాల్పడిన వారిని చట్టం ముందు దోషులుగా నిలబెట్టడం ఖాయమన్నారు.

మెడికల్ కాలేజీల ప్రైవేటీకరణకు వ్యతిరేకంగా వైఎస్సార్సీపీ నిర్వహించిన కోటి సంతకాల సేకరణ ప్రజా ఉద్యమానికి వచ్చిన స్పందన చూసి కూటమి నాయకుల గుండెల్లో వణుకు పుడుతోంది. అందుకే చంద్రబాబు అండ్ కో ప్రజా స్పందనను తక్కువ చేసి చూపించేందుకు ఆపసోపాలు పడుతున్నారు. పార్లమెంట్ స్టాండింగ్ కమిటీ సైతం మెడికల్ కాలేజీల ఆవశ్యకతను నొక్కి వక్కాణిస్తూ చెప్పినా ఈ ప్రభుత్వం తీరులో మార్పు కనిపించడం లేదు. కమీషన్ల పేరుతో దోచుకోవడమే లక్ష్యంగా ప్రైవేటీకరణ ముద్దు- ప్రభుత్వ కాలేజీలు వద్దు అనేలా ముందుకు సాగుతున్నాడు. కోటికిపైగా సంతకాలు చేసిన విద్యార్థులు, యువత, మేథావులను సైకోలు, దొంగలు అని కూటమి పార్టీ నాయకులతో చంద్రబాబు తిట్టిస్తున్నాడు. మెడికల్ కాలేజీలు వద్దని సంతకాలు చేసిన 1,04,11,136 మంది ప్రజల ఆత్మగౌరవాన్ని దెబ్బతీసేలా చంద్రబాబు వ్యవహరిస్తున్నాడు.
ప్రజా పాలన పట్ల బాధ్యత మరిచి నిర్లక్ష్యంగా వ్యవహరిస్తున్న చంద్రబాబు చెంప చెళ్లుమనిపించేలా, కూటమి ప్రభుత్వాన్ని బండకేసి బాదినట్టు ప్రజలు సంతకాలు చేశారు. సంతకాల రూపంలో తమ ఆవేదనను వ్యక్తం చేసిన ప్రజాభిప్రాయాన్ని పార్టీ అధ్యక్షులు, మాజీ ముఖ్యమంత్రి వైఎస్ జగన్మోహన్ రెడ్డి రాష్ట్ర గవర్నర్ దృష్టికి తీసుకెళ్లడం జరిగింది. పీపీపీ ముసుగులో జరుగుతున్న ప్రజా దోపిడీని ఆయనకు వివరించారు. గవర్నర్ కూడా ప్రజల ఆవేదనను అర్థం చేసుకున్నారు. పీపీపీ మోడల్లో చంద్రబాబు తీసుకున్న మెడికల్ కాలేజీల ప్రైవేటీకరణ నిర్ణయం కోట్లాదిమంది ప్రజల ఆరోగ్యానినికి గొడ్డలిపెట్టు లాంటిది. ఇప్పటికైనా సీఎం చంద్రబాబు ప్రజాభిప్రాయాన్ని గ్రహించి ప్రైవేటీకరణ నిర్ణయాన్ని వెనక్కి తీసుకోకపోతే దీనిపై న్యాయస్థానాల్లో వైఎస్సార్సీపీ పోరాడుతుందని హెచ్చరిస్తున్నాం. విద్య, వైద్యం ప్రతి పౌరుడి ప్రాథమిక హక్కు. దాన్ని చంద్రబాబు ప్రభుత్వం కాలరాస్తోంది. మాకొద్దు బాబోయే అని కోటి మందికిపైగా సంతకాలు చేసి చెప్పినా, ఇప్పటికీ పీపీపీ గొప్ప అన్నట్టు చంద్రబాబు ప్రచారం చేసుకోవడం నిరంకుశత్వానికి నిదర్శనం.

రాష్ట్రంలో అతి ముఖ్యమైన మెడికల్ కాలేజీలను ప్రైవేటుపరం చేసిన చంద్రబాబు.. శాంతి భద్రతల విభాగాన్ని ప్రైవేటుపరం చేస్తారేమో చెప్పాలి. పీపీపీ మోడల్లో రోడ్లు నిర్మాణం చేసి టోల్ ట్యాక్స్ వసూలు చేసినట్టుగానే మెడికల్ కాలేజీల ప్రైవేటీకరణ తర్వాత హెల్త్ ట్యాక్స్ వసూలు చేయకుండా ఉంటారా? అందులో భాగంగానే ప్రభుత్వ వైద్యారోగ్య రంగాన్ని పూర్తిగా నిర్వీర్యం చేస్తున్నారు. యూజర్ చార్జీల రూపంలో ప్రజల మీద భారం మోపడానికే చంద్రబాబు ఈ పీపీపీ మోడల్ తీసుకొచ్చి ప్రైవేటు వ్యక్తులకు ప్రభుత్వ మెడికల్ కాలేజీలను అప్పగించేస్తున్నాడు. ఇదే జరిగితే రాబోయే రోజుల్లో పేదవాడికి వైద్యం అందని ద్రాక్షగా మారే ప్రమాదం ఉంది.
గత టీడీపీ పాలనలోనూ ప్రైవేటుమయం
ప్రజల ఆరోగ్య భద్రత విషయంలో వైఎస్సార్సీపీ ప్రభుత్వం ఎక్కడా రాజీ పడలేదు. గతంలో రాష్ట్రంలో 260 అర్బన్ హెల్త్ సెంటర్స్ ఉండగా వాటి నిర్వహణకు ప్రతినెలా రూ. 4.50 లక్షల చొప్పున కేటాయించి చంద్రబాబు ప్రభుత్వం ప్రైవేటుకి అప్పగించింది. అయినా వాటి ద్వారా ప్రజలకు అందిన వైద్య సేవలు ఏమాత్రం ఉండేవి కాదు. 2019లో వైఎస్సార్సీపీ ప్రభుత్వం అధికారంలోకి వచ్చాక యూహెచ్సీల సంఖ్యను 560కి పెంచడంతోపాటు నాడు- నేడు ద్వారా వాటిని ఆధునికీకరించి ప్రభుత్వ పరిధిలోకి తీసుకురావడం జరిగింది. 24 బై 7 పనిచేసేలా వైద్యులను అందుబాటులో ఉండటంతోపాటు అన్నిరకాల వైద్యపరికరాలు, మందులను సమకూర్చడం జరిగింది.
రాష్ట్రవ్యాప్తంగా ప్రతి గ్రామంలో 10,032 వైయస్సార్ విలేజ్ హెల్త్ క్లీనిక్లను ఏర్పాటు చేశాం. ఫ్యామిలీ డాక్టర్ కార్యక్రమం ద్వారా నేరుగా డాక్టర్నే ప్రజల ఇంటికి పంపించడం కూడా వైఎస్ జగన్ వైద్యారోగ్య రంగాన్ని బలోపేతం చేయడానికి తీసుకున్న విప్లవాత్మక నిర్ణయాల్లో ఒకటి. నాడు మా ప్రభుత్వ హయాంలో ఉచితంగా రక్త పరీక్షలను నిర్వహిస్తే నేడు చంద్రబాబు వాటిని ప్రైవేటుపరం చేశాడు. ఏడాదికి రూ. 1000 కోట్లు చెప్పున రూ. 5 వేల కోట్లు ఖర్చు చేస్తే మెడికల్ కాలేజీల నిర్మాణాలు పూర్తవుతాయని తెలిసినా అందుకు పూనుకోకుండా ప్రైవేటీకరణకే మొగ్గుచూపడానికి ప్రధాన కారణం కూడా కమీషన్ల కోసమే.

పీపీపీ మోడల్ ను సమర్థించుకోవడానికి చంద్రబాబు చెబుతున్న మాటలు చూస్తే ఎవరికైనా అనుమానాలు కలగకుండా ఉండవు. ప్రభుత్వ పెత్తనం అని తెలుగులో చెప్పి ప్రైవేట్ మేనేజ్మెంట్ అని ఇంగ్లిష్లో చెబుతున్నాడు. ప్రభుత్వానికి వ్యతిరేకత వచ్చిందని తెలిసినా అడ్డగోలు విశ్లేషణలతో ప్రజలను తప్పుదోవ పట్టించే ప్రయత్నం చేస్తున్నాడు. 50 ఎకరాల మెడికల్ కాలేజీల భూములను ఎకరం వంద రూపాయలకు 66 ఏళ్లపాటు లీజుకివ్వడాన్ని ప్రజలెవరూ హర్షించడం లేదు. దీంతోపాటు మెడికల్ కాలేజీల పెత్తనం ప్రైవేటుకిచ్చి నిర్వహణకు అయ్యే ఖర్చును మాత్రం ప్రభుత్వం భరిస్తుందని చెప్పడం ఎన్నో అనుమానాలకు తావిస్తోంది. ఇలా స్కాంల మీద స్కాంలు చేస్తూ వైద్యవిద్యార్థుల ఆశలను, పేద ప్రజల ఆరోగ్యాన్ని అందని ద్రాక్షగా మార్చేస్తున్నాడు. చంద్రబాబు మార్క్ ఆస్తుల దోపిడీకి మెడికల్ కాలేజీల ప్రైవేటీకరణే పెద్ద ఉదాహరణ. ఇవన్నీ చూస్తుంటే మెడికల్ కాలేజీల ప్రైవేటీకరణ ముసుగులో వేల కోట్లు చేతులు మారుతున్నాయని ఎవరికైనా స్పష్టంగా
