New York Mayors Letter To Tihar Jail

In Tihar Jail facing charges under UAPA i.e. Unlawful Activities Prevention Act It sounds strange that the Mayor of New York wrote a letter to a person named Umar Khalid who was in jail.. but it is a fact.. in that letter.. he wrote that we are all thinking about you. There is no friendship or kinship between the person in the actual jail... the mayor... they have never met each other.
