- This On the 4th of the month, the government issued GEO 467 - it is clear in the order that it does not apply to various types of land - the government has taken a new decision by providing an opportunity for free registration of the lands of small and marginal farmers who are cultivating without any documents. 2024 will be applicable to those who have purchased and sold their needs before 15th June 2024. Free registrations have been given till 31st December 2027. GEO issued 467 on 4th of this month informing the procedures related to this. It has been clarified that it is not applicable to different types of land. Andhra Jyoti-Machilipatnam: The government has recently provided an opportunity to sell the cultivated land to others for personal and household purposes even if there are no proper documents under the name of Sada Bainama (Sale contract signed on plain stamp paper with proper documents for the land, without registration). The farmers wrote the agreement documents on white papers and registered the non-registration lands and took steps to provide all the rights on the land along with the pattadaru passbooks in the name of the farmers who bought the lands. In this regard, on the 4th of this month, JIO has issued an order with number 467. The government has given an opportunity to buy and sell this type of land till 31st December 2027. With this order issued by the government, it will be possible for small farmers who have irregular land documents to sell their lands.

Many difficulties in the past

Farmers were actually cultivating the lands and could not sell the lands in time to use them for children's education, marriages, health problems and various needs. Due to the irregularity of the documents for the sale of land, there was no opportunity to do the registration. If farmers who sell land and farmers who buy land try to sell the land by writing contract documents on white paper in the presence of elders, obstacles are created in the registrar's office. These difficulties are faced mostly in the case of small farmers. In order to eliminate this type of farmers' difficulties, the government has made available the plain nameless method.

The rules are as follows.

Reve New officials estimate that the land where contracts are written on white papers for purchase and sale without proper land documents is around 20 thousand acres in 25 mandals of the district. Permissions have been given for registration up to 2.50 acres in case of land and five acres in case of Metta land. If the farmers who have 10 acres of land buy this type of land, the Magani land is 1.25 acres and if the land is 2.50 acres, it is possible to do the registration without cost of rupees.

- Regarding the lands, before June 15, 2024, the documents signed on white paper along with the application with Roman numeral 10 should be submitted in village secretaries or Meeseva. Application should be made for sale of land in centres. The Tahsildars of the respective mandals examine these applications and survey the land. Details and signatures will be collected from the land borderers. If the person making the agreement to sell the land dies, the signatures of the village elders are taken. In the past, if farmers have paid seeds, fertilizers, crop compensation, registration in e-Crop, grain sales, tenant cards, water supply etc. in the past, the Tehsildars in the capacity of Mandal Magistrate will prepare a special report and send it to the sub-registrar office.

- Reports sent by Tehsildar In the name of the farmers who purchased the land in the sub-registrar's office on the basis of proof, it is registered in Webland and Adangal. These details will again reach the Tehsildar's office. As a final step, the Tehsildars after examining these details and ensuring that there are no objections, give permission for land registration. With this process, the registration process is completed without spending a single rupee in the name of the farmers who have purchased the land. The government has also suggested that the revenue authorities should organize gram sabhas to create awareness about this process. Small farmers are likely to benefit from this policy introduced by the government.

Not applicable to these lands

Government has imposed some rules for registration of lands without any documents or evidence. It has concluded that this exemption is not applicable to the lands near Municipal Corporations, Municipalities, Nagar Panchayats, Mandal Centers as well as assigned lands and Gram Kantham lands. It has been clarified that it applies only to the lands under the Gram Panchayats.
