- Panchayats lack their own buildings in many places
Wankidi, December 20 (Andhra Jyoti): The village war is over. The new ruling parties will be officially elected from Monday. People put a lot of hope on the new serpents. It is eagerly awaited that central and state government funds will be used for village development and the problems will be solved. People want the rulers to be accessible to the people and focus on solving the problems. The members of the ruling class will be officially measured from Monday. Villages will develop quickly if officials and ruling classes work in coordination. The problems plaguing the villages will be removed and the people will be free from any problems. Already in many villages the construction of sewers, internal roads, electric lights, construction of toilets or sanitation has become chaotic. People are suffering from diseases due to water pollution in villages. In many villages people are facing problems due to the construction of bridges over streams and banks or during the rainy season. After the Telangana Panchayat Raj Act - 2018 came into force, village panchayats got more powers and responsibilities. With this, people are waiting for the new governing bodies with high hopes.
- Focus on resources..
Panchayat governing bodies should focus on generating income. Ways to increase income should be explored. Instead of government funds, we should try to get our own resources. Only then can rural development be possible. Building business complexes on panchayat sites and renting them out will increase income. The income from house, kulai and santa vela should be used for village development. If the funds are sanctioned by any department, those funds should be utilized and not misused. Only then will there be a chance to solve the problems in the panchayats.
- Attention is needed on these too..
Most of the people in the villages depend on agriculture for their livelihood. It should be ensured that water facilities, seeds, fertilizers, credit and electricity facilities are provided to the farmers for crop cultivation. The Anganwadi centers run by the government to provide nutritious food to children, infants and pregnant women should be monitored for efficient running. Conservation of natural resources in villages is Panchayat's responsibility. Especially water and forest resources should be conserved. For this, the sapling program should be properly implemented.
- Don't proceed without funds..
There are 335 gram panchayats in 15 mandals of the district, including 173 old ones and 162 new ones. But either the new buildings or the existing school buildings continue. Some of the old ones are dilapidated. While the buildings have been sanctioned for the new ones, some are in the incomplete stage and others are in progress. There is a plight in some places where the works have not started yet. As a result, there are no difficulties in arranging meetings. New buildings have been sanctioned to 51 panchayats under the ST sub-plan in villages in Ginijan areas, 51 under other welfare department, and 131 panchayats under the National Employment Guarantee Scheme in intermediate areas. Each Rs. 20 lakh has been allotted. Due to the bills not arriving on time, the building constructions are going on slowly.
Sources of income for panchayats are like...
- Funds from central and state financial societies, house tax, Nalla tax
- SC, ST sub-plan funds
- Zilla, Mandal Parishad funds
- Weekly Santala management
- MLA, MP, MLC Funds
- Employment Guarantee Scheme Funds
- Percapita Grant
- Special Funds based on Panchayat Performance
